The City of Chicago has demonstrated planning vision in the past, most memorably in the 1909 Plan of Chicago (also known as the Burnham Plan) which outlined a vision for controlling and organizing transportation, growth, and development. The lakefront, with Grant Park as its focal point, was designed as the `front yard' of the city and included recreation space and outdoor public venues for the arts set in a lush geometric landscape. Although the plan was only partially implemented, it influenced much of the public works construction as well as providing a basis for Chicago's zoning ordinances. Grant Park was the most complete portion of the plan built.

The City is currently rebuilding a large portion of the park along Michigan Avenue, dubbed the Millenium Park. The site is immediately adjacent to the `Loop,' Chicago's central business district. During the week, the park is most heavily used by the thousands of office workers in the Loop, but on the weekends it is host to a wide variety and scale of events and festivals. It is also the neighborhood park for a burgeoning downtown residential population. It is, in fact, the `front yard' for the city, for the metropolitan region, as well as for the apartments that overlook it. It is simultaneously a space for quiet contemplation and for throngs.

The Millenium Park is a rare opportunity to reconsider on a large scale the nature of public space, landscape, and architecture. The Competition entrants are asked to articulate what a current and future vision for public space could bewhat is the park of the 21st century? Is it time for the Burnham Plan to be re-invented, transformed, bolstered, or abandoned?
