The
Singapore Management University (SMU) is developing a new urban university campus for
15,000 students in the Bras Basah area, the historic and cultural district of Singapore.
This business university has been established and funded by the Singapore Government. It
aims to be a tertiary institution of world stature through its strong academic partnership
with the prestigious Wharton School of the University of Pennsylvania. The project cost is
estimated to be S$1 billion. This unique design challenge offers the opportunity for a coherent overall urban design plan as well as individual design of campus buildings. These will include the library, campus centre, academic buildings and the administration complex. A key feature of the plan will be to incorporate a large, new urban public space to serve the university, the adjacent cultural facilities and the Bras Basah community. SMU aims to achieve an outstanding landmark development for its city campus by calling for submissions for the SMU Urban and Architectural Design Competition. Architects interested in participating are requested to register by the registration deadline of Monday, 8 May 2000, at 5.00pm (Singapore Time). Full details of the competition will be mailed to registered participants from 9 May 2000. ELIGIBILITY All qualified, practicing local and international architects may register. International architects may register independently, but if short-listed, they must team up with a practicing architect registered in Singapore before proceeding to Stage Two. STRUCTURE OF COMPETITION The competition comprises two stages: Stage One involves the development of an Urban Design Concept within the context of an approved Master Plan. This concept should focus on the philosophical approach to the project, and its buildings and open spaces. At this stage the jury is seeking ideas, conceptual sketches and images, rather than detailed drawings*. Submissions will be placed before a distinguished jury anonymously, and short-listed candidates will then proceed to compete in the final stage. It is the jury's intent to short-list between 5 and 8 candidates Stage Two is the Developed Design Concept Competition for buildings and major public spaces. An honorarium of S$30,000 will be paid to each of the short-listed candidates for their participation at this stage. The jury will advise the SMU Board of Trustees who will make the final decision on the winner(s). As Phase 1 consists of a number of buildings located in different land parcels, more than one winner may be selected and different buildings awarded to different architects. There will be no cash prize. The winner(s) will be awarded the city campus development commission(s).
