Entries received will be evaluated by the Technical Committee appointed by the City of Ostrava. The number of committee members will be flexible according to the number of entries submitted. The Committee shall report to the Competition Secretary.

To obtain the best urban planning and architectonic idea worthy of the area's importance and of the 21st century civilisation.

Par. A.8 - Type of Competition
A.8.1 Subject
Urban planning and architectural design competition for the city's prime importance area.
A.8.2 Entrant Eligibility
The competition is public, anonymous, open to entrants who comply with all the criteria as laid down by the Competition Conditions and Design Definition. Individual entrants and the heads of team entrants must be qualified architects or urbanists. Students of architecture are also eligible if enrolled in a university/school of architecture at the time of the competition. The entrants must confirm that they meet the eligibility criteria at the time of registration. Professionals will send a copy of their architect or architect-urbanist diploma. Students will send an official statement from their school.
Excluded from the competition are persons who have taken part in any way in its preparation, jurors, first-degree relatives and superiors of excluded persons. For anonymity guarantee see Article A.11 appendices 10 and 11, and Article A.12 last item "Caution."

- It is absolutely necessary that entrant identification data as stated in the application for registration (i.e. first name, last name, address) must be identical with those shown on the registration fee bill (money-order, bank account statement)
- Enclosed to the mailed/faxed applications must be a copy of the entrant's architect or urbanist diploma if the entrant is a professional. Students of architecture/urban planning are required to enclose an official statement from their school. The diploma/official statement submitted by author(s) of the award/prize entry will be notarized later.

Par. A.11 - Binding Requirements for Contents of the Entries (Appendices)

Appendix 1 - Full-scale Study, scale 1 : 1,000 (single appendix)
showing the urban planning concept and architectonic principles applied to the area. The study must clearly show how different occupancies will be arranged, what the development patterns and building heights will be, communications, parking lots, major pavements, bicycle roads, public squares, municipal transit system, green areas.

The text should incorporate tables showing total land coverage by all buildings, total underground floor area, total first and higher floors area broken down by building utilisation (see Competition Document n)).

Appendix 9 - List of Appendices

Appendix 10 - Sealed Envelope
The envelope must be marked "Return Address" and must contain the corresponding data inside. Also, if the author wishes to stay anonymous in case his study has failed to win any prize/award, he should enclose a corresponding statement in this envelope.

Appendix 11 - Sealed Envelope
The envelope must be marked "Author" and contain the name(s) and address(es) of the author(s) and co-author(s) if such co-author(s) is/are entitled to a share in any prize which may be awarded to the successful entry.

The full-scale study will be drawn on the 1 : 1,000 map, see Document "b", Par. A.9. No details are given about how realistic and convincing the entrant's graphic rendering should be. Shadows should be cast from sw at 45° and shadow lengths should be equal to building heights. Descriptions and legends should be confined to reserved areas on Document "c", Par. A.9.

Area contexts and surroundings will be drawn on the 1 : 5,000 map, Document "d", Par. A.9. The type of graphic design is up to the entrant's discretion. Descriptions and legends should be confined to reserved areas on Document "e", Par. A.9.

GENERAL INSTRUCTION

The complete entry should be on loose formats wrapped in 90/60cm hard cover.

The cover and graphic appendices must be labelled "COMPETITION KAROLINA OSTRAVA" and have an identification code of the entrant's choice on them (consisting of two letters and 4 numerals).

Each graphic appendix must have its name and appendix number according to the Appen-dix List.

Appendices should not be pasted on cardboard, each appendix should be folded to match cover format less backbone.

Appendices other than required (e.g. model or model photo) will not be considered for evaluation.

All texts, descriptions and legends should be in English.

Caution!
Putting of other identification than required, like names, signatures, company logo and similar, symbols, slogans, etc. on the project cover or on any part of any appendix is prohibited. Any breach of this rule will be considered breach of the anonymity principle and will result in disqualification.

A.13.4 Taxation
Prize or award winning projects will be subject to withholding tax as per Act No. 586/1992 Sb. as amended. International tax exemption treaties will be considered to prevent double taxing of foreign entrants. The Competition Organiser reserves the right to make adjustments to comply with any legislative amendments that may come up.

Mailed entries will be accepted by 12.00 a.m. (noon), 30 September 2000 (to allow for postal delivery time) provided mailing time and date 12.00 p.m. (midnight), 15 September 2000.

Entry documents must be wrapped and sealed with no return address on it. Instead, mailing documents should include the statement: "SENDER'S ADDRESS INSIDE".

Entries mailed after the specified time and date will not be considered. In mailed entries, the mailing document date shall be relevant.

Each entry received from an international entrant shall be covered by a CZK 180,000.- (app. $5,000) insurance policy starting at the moment of delivery and lasting for the period during which the competition announcing organisation will be responsible for the entry.

Par. A.16 Binding Criteria for the Evaluation of Entries
The following accepted binding entry evaluation criteria have been listed in random order with no reference to importance.
- urban planning logic quality (overall impression)
- composition of relationships between the proposed new development and the existing centre city
- city-planning and architectonic concept underlying the proposed development
- typical expression of proposed development in the city centre context (new silhouette)
- fulfilment of the contents requirements
- quality of proposed traffic links with the existing communication network and city transit systems
- quality of parking lot situation from the urban planner's view
- general validity without time restriction
The jury reserves the right to apply additional evaluation criteria.

Par. A.17 - General

A.17.1
By delivering or mailing in an entry, the entrant expresses his/her agreement to comply with all the Competition Conditions and agrees to honour the jury decisions.
The jury shall exclude from the evaluation any entry which:

- fails to comply with the contents specifications;
- fails to comply with formal criteria of the Competition Conditions;
- fails to be sent in by the specified deadline;
- obviously violates the anonymity rule.

The entrants shall acknowledge that any entry which has failed to comply with the formal criteria as specified by the Competition Conditions shall be excluded from regular evaluation by the Jury. Such entries can only be considered outside the competition and shall not be eligible for any prize. Any exclusion shall be ruled by the Jury.

A.17.2 Prize and award winning projects shall become property of the Competition Organiser. Prize and award winning authors shall agree with using their author's work for the purposes of this competition. Any other use of any author's work shall only be possible with the author's express consent. Non-winning entries will be returned to the authors on request after the exhibition. Entries not requested back shall be destroyed six months after.

A.17.3 The best successful entry will form a basis for the follow-up landuse planning documentation (no implementation project). In case of a Czech author, Act No. 199/94 Sb., Public Contract Law, as amended, shall be applicable if an agreement with the Competition Organiser is reached under regular conditions. In case of an international author not holding a valid professional license for the Czech Republic, the author shall find himself a qualified Czech partner to co-author the follow-up landuse planning documentation. Should the foreign author fail to do so then a Czech partner shall be selected as per Act No. 199/94 Sb., Public Contract Law, and the foreign author will be invited to co-operate and give his consent. The form of co-operation shall be based on a contract to be closed by and between the Author and the Competition Organiser. The Competition Organiser reserves the right to make changes to the above rules as may be required to comply with the applicable Law as amended at the time of closing of the follow-up documentation contract.

A.17.4 The competition has been approved by the UIA in accordance with the UNESCO regulations for international competitions in architecture and town planning. The Organiser of this competition and the Jury shall follow the above regulations concerning matters not specifically stated in the competition document file. In case of any dispute, the English version of the competition document file shall be valid.

A.17.5 An exhibition of received entries will be organised within two months after competition result announcement. Each entry will be labelled with author name(s) except those nonawarded projects whose authors have expressed the wish to stay anonymous and who have made a corresponding statement as per Appendix 10 - Return Address. The outcome of the competition will be published in professional Czech and foreign press.

B. DESIGN DEFINITION

Par. B.1 - Reasons for the Competition
Majority land owners in the Karolina area - City of Ostrava and OKD, a. s. (Ostrava-Karvina Mining Company) - believe that, thanks to the location in centre city, the area deserves more attention than it has been given so far in terms of landuse, urban planning concept and architecture. Planning concepts presented by now have been far too modest, lacking a reasonable measure of grandeur adequate for a regional capital. Thus the city magistrates and OKD management have adopted a more generous approach calling for an open international competition of urban planning and architectural ideas which will enjoy financial support of both parties. The invitation of entries was approved by the Ostrava City Council on 7 July 1998 and acknowledged by the Ostrava City Assembly on 30 September 1998.

Par. B.2 - Area Description
The Karolina area lies adjacent to the centre city, some 500 m away from the city's historic square. It does not happen too often in urban history to find 60 hectares of undeveloped land in a location as prominent as this, available and best suitable for a development of local and regional importance. The fact of being convenient for such outstanding use raises the area's regional and interregional rating along with the following aspects: Ostrava is the country's third largest city; its population totals to 330,000; it is situated close to two neighbouring countries, Slovakia and Poland; it is capital of a region populated by 1.2 million inhabitants. The door to extending the city centre was opened by the completion of the former industrial area clearance in 1988. There were two reasons why no development followed and why much of the area remained messy with unfinished landscaping: 1. extreme contamination of the ground after 150 years of heavy industrial occupancy (blast furnaces, coke ovens, coal washery, power generation, chemical); 2. the proximity of more until recently still living blast furnaces and coke ovens (Lower Vitkovice), and of an only slightly farther located iron ore sinter plant and engineering workshops. Generating heavy pollution, the production facilities caused, among others, restrictions on Karolina utilisation prompted by sanitary reasons. But the situation changed following the 1997 central government decision to subsidise Karolina's cleaning. Currently under way, the soil remediation project will be finished in 2001. The shutdown of Vitkovice's blast furnaces, coke ovens and sinter plant allowed the sanitary restrictions to be lifted and improved air quality. Described in the competition documents, the area under consideration is 60 hectares large, consisting of free, undeveloped land for the most part. Small portions are occupied by an industrial track (2 ha) to be shut down soon, by a temporary construction company plant (11 ha) to be shut down by 2005, and by the existing buildings, access communications etc. (4 hectares altogether) to stay. Following buildings will stay: building block along 28. rijna street; theatre; former industrial buildings (a double hall and workshops, now registered landmarks); and the power distribution facility. Originally flat, the area is a part of the Ostravice river inundation plain. But industrial activity added a couple of industrial waste dumps that were rearranged later. The smaller of the two, a 4 hectare area some 1-3 m higher than surrounding ground, serves as temporary parking lot. The second dump is a five hectare elevated plain (up to 10 m above the surrounding area) occupied by construction company facilities. Slopes of the latter are partly covered by random, uncultivated patches of green. Better quality green is found around the theatre. One part of the Karolina area is a former, now refilled mine shaft. No development is possible within a 44 m radius from this place.
As a former industrial complex area, the now cleared Karolina has never had any urban planning or architectonic links to the city's historic core that is adjacent to it.

The area's north overlaps with a section of the existing adjacent landmark zone. No criteria have been defined to regulate building development within the landmark zone borders, and any building project is subject to evaluation by the relevant authorities on a case by case basis. A Ministry of Culture procedure is currently in progress to move the landmark zone border outside the Karolina area which thus will be freed of the restrictive landmark regulations.

The procedure's outcome is rather difficult to predict. Thus it is not clear whether or not the landmark area will shrink away.

But the landmark zone stay-in-place option imposes no restriction on the competitors' invention.

All facts described above were incorporated in Document "c", Par. A.9, Competition Conditions.


Natural Environment

- The city climate is mild. Average temperature ranges from 8 to 9 °C, with 40-50 days per year above the 25 °C mark. The winds are typically wet and come from sw.

- Karolina area is mostly flat with spots of old slag dumps. The altitude ranges from 213.00 to 213.50 m. Ground water level fluctuates from 208.00 m along the river bank to 210.00 across the rest of the area.

- The soil is heavily contaminated by old industrial activities. Financed by central government, a soil remediation project is in progress. Parts of the projects have been put in place already:
A diaphragm wall along the 28. rijna street to prevent contaminated ground water from penetrating the centre city subgrade; sheet piling enclosure for ground excavation up to 12 m deep.
Excavated pits will be filled with compacted inert materials up to the -3.5m mark against the present surface.
The planned completion of area remediation is the end of 2001. New development won't start until after that date.

- The ground bearing capacity is medium and suitable for buildings up to 6 floors high. Higher rises would be more expensive due to complicated foundations to provide stability against the relatively high ground water level, retreating undermining effects (Mining has stopped in Ostrava) and limited load-bearing capacity.

- The area includes the regional biological corridor along the Ostravice river (a 50 m stripe along the river bank line shown in Document "c", Par. A.9, Competition Conditions.)


Par. B.3 - Context Description

- In the north, the area line running along the 28. rijna street and tramway tracks borders on the historic city centre. The borderline is crossed by many pedestrian and motorised traffic routes.
- Running along the railway corridor, the southern edge adjoins the Vitkovice Company property (Lower Vitkovice) and the Hlubina Mine. The abandoned buildings that exist there form Karolina's typical background skyline well visible from all over the Karolina area. The premises will be committed to some commercial use. According to the results of current investigations, some parts may be proclaimed industrial landmark. The Karolina area should be connected to Lower Vitkovice by a pedestrian walkway overpassing the railway.
- In the east, the area line follows the Ostravice river, bordering on undeveloped natural land. Crossing the river are one major local road, tramway tracks, one industrial track (to be shut down) and a bridge used by a construction company.
- The western border is formed by the railway and the Central Bus Terminal. A local expressway runs between them, partly following the railway. Squeezed between the railway and the expressway is one railway station used mainly by tourists heading for the Beskids mountains and by commuters and students from the district of Frydek-Mistek. The existing pedestrian overpass between the railway station and the bus terminal will extend into the Karolina area.

Par. B.5 - Urban Planning and Architectural Requirements
- Design an urban planning concept worthy of the 21st century civilisation while considering the vicinity of historic centre city. Achieve functional, organisational and traffic union between the Karolina area and the surroundings. Find suitable arrangement of specified facilities in the area that will incorporate urban planning logic and create city-like environment. Apply modern development structuring and composition with modern architectural expression. Incorporate urban elements like public places of different sizes, boulevards, parks, green landscape, perspectives, architectural accents, etc. Smoothly integrate the existing buildings in 28. rijna street and registered architectural landmarks (double hall, workshops). Pay special attention to composition and panoramic arrangement of building dominants.
The competitors are invited to employ invention and original approach to the solution of links and relationships between the new development in Karolina and the historic city. The Organiser expects that the competition will furnish a wide variety of alternatives and approaches. Employed approaches may be subject to evaluation by invited experts as stated in Par. A.15.3 of the Competition Conditions.

- Observe all relationships between the area and surrounding city parts as shown in Document "e", Par. A.9 Competition Conditions (not described here again).
- The elevated plain of the former dump in the south should be occupied by the fun park. The park must be clearly integrated in the rest of the area and connected with the Lower Vitkovice and Hlubina Mine areas by means of pedestrian ways.
- Observe the restricted development zone around the former shaft located close to 28. rijna street.
- Save the power distribution station area. Alternately, this section can be committed to a different justified urban use if the station's survival till 2010 is guaranteed.
- Use the river bank to create a zone of recreation for locals and visitors. Incorporate wide pavements, bicycle routes and green to integrate the area with that of Cerna Louka.
- Use verdure outside the park areas, too, to accomplish the friendly urban setting (alleys, green noise barriers, etc.).
- Housing section(s) should include kindergartens and schools.
- It is recommended to find some use for the terrain depression (-3.5 m) inside the sheet-piling (park, underground parking, or similar).
- Consider preserving of the existing grown verdure.
- The development is expected to proceed stage by stage and to be accomplished by 2030.

Par. B.6 - Height of New Development Requirements
The new skyline will be well visible for passers-by along the Mistecka and Frydecka roads and the 28. rijna street (see Document "e", Par. A.9, Competition Conditions). High dominants are acceptable if justified by location from the urban planning point of view or by the architectonic concept. More than one sublevel floor may cause problems through high groundwater levels.



Par. B.7 - Traffic Design Requirements

B.7.1 Current Situation

- The area has two access roads: the 28. rijna street in the north, and the temporary Na Karoline street in the south. Both communications provide links to the higher class road network. The closest existing major roads, Mistecka and Frydecka, are divided fourlane roads with access by splitlevel crossings. 28. rijna street's Karolina border section has a level crossing with Na Karoline and Podebradova streets. The crossing is obsolete and will be replaced in future. One of the reasons is the sharp tramway track gradient along the bridge's descent section. Available space will admit right turns only (not full crossing) to Podebradova street and a new access to the Karolina area. More access road projects have been prepared or are in process of design: Zelezarenska, Porazkova and Pivovarska streets.
- Centre city tramway routes to other parts of the city run along the 28. rijna street, with stops in Nadrazni street and Smetana square. Different tramway access route studies are available, like those using the Zelezarenska or Vitkovicka streets.

B.7.2 Traffic Design Requirements

- Design an area traffic system which will have smooth links with the centre city transit system and will integrate existing and proposed area access points.
- Limit through traffic and provide necessary links with the higher local road network (28. rijna, Mistecka, Frydecka).
- Lead a tramway route through the area connecting to the existing tramway routes and providing good service by means of stops in suitable locations. Choose one of the two proposed entry points (Zelezarenska or Vitkovicka streets). Tramway terminal at the theatre can be transferred to the other bank of the Ostravice river.
- Propose parking lots in the area The parking place demand should be calculated according to the instructions enclosed to the Competition Conditions. Probably 35% of the parking capacity will be ground level and 65% in park houses or underground floors of other buildings.
- Consider the close vicinity of the Ostrava-Centre railway station and of the Central Bus Terminal that need to have pedestrian access to Karolina. The railway station will become part of the integrated municipal and suburban transit system.
- Incorporate a helipad, 40 m in diameter, for fast personal transport.

Par. B.8 - Technical Infrastructure Requirements
No technical infrastructure design is required. For existing components of the infrastructure that should stay in place see Document "c" Par. A.9, Competition Conditions. A special problem is the 110/22/6 kV power distribution station. Designed to work for many more years, the facility also generates noise that must be limited by noise barriers or a building siding. As the facility may be removed later, include also an alternative utilisation for what is now facility property. Infrastructure will be led in a buried main services duct through the Karolina area entering from Podebradova street.
