CAMPUS OF STADIUM IRELAND DEVELOPMENT






Aims and Objectives of Campus of Stadium Ireland Development Ltd.

In January 2000 the Irish Government established a company, Campus & Stadium Ireland Development Ltd., ("the promoters") to oversee the development of Sports Campus Ireland to include housing and 80,000 seat, state of the art national stadium. The site for Sports Campus Ireland was selected on the basis of a feasibility study carried out by PricewaterhouseCoopers. The site is 500 acres (200 hectares) located in Abbotstown in the Blanchardstown Catchment Area of West Dublin, approximately 12 kilometres from Dublin city centre.

Mission
The aim is to develop the 500 acre Abbotstown site as a centre of excellence in sporting facilities for a wide range of sports practitioners, as well as developing the site as an environmental amenity, which the local community and the general public can enjoy. 

Objectives

The objectives are to develop the following facilities: 
1. Sports Campus Ireland, which will include Stadium Ireland; and aquatic and leisure centre a mulit-purpose indoor arena; multi-purpose sports halls; indoor and outdoor sports training facilities; medical and sports science facilities; headquarters for sporting organisations; a sports information centre; and other sporting facilities to be decided. The Aquatic and Leisure Centre must be a place for the Special Olympics to be held in 2003.

2. Abbotstown Parkland, which will include parks; gardens; public spaces; a visitor centre; walkways; and children's and community facilities for the free enjoyment of the general public.

3. Commercial Amenities, which will complement the mix of development of the site and in the Blanchardstown area, and will attract the general public, and visitors on a year round basis.

4. Educational Science Centre, which will be a flagship development in its own right.

5. Transportation, which will involve actively engaging with relevant Authorities in relation to the provision of supporting transportation infrastructure to service the requirements of the Abbotstown site and the wider Blanchardstown area.


Architectural Framework and Environmental Plan Competition

It is envisaged the "the promoters" will develop the policy framework, public spaces and parkland for the development, while the individual sports facilities and complementary uses will be provided by means of public private partnerships or on the basis of purely private proposals. The aim is that the winning Architectural Framework and Environmental Plan will provide a consensus document for the development of the site and will provide a flexible tool for "the promoters" to guide private sector involvement. It is envisaged that the total Abbotstown site development will cost in the region of £550,000,000 (Euro 698,500,000) from a mix of private and public funds.

It is intended that the Abbotstown site will become a family destination in its own right and will provide a major amenity for the local community as well as the general public. It is the policy of "the promoters" that the principles of sustainability are integrated into the development approach to the Abbotstown site and the Architectural Framework and Environmental Plan will provide the basis for a flagship environmental development.


Nature of the Competition
The Competition will be run in accordance with the Council Directive 92/50/EEC relating to the Co-ordination of procedures for the award of public service contracts, under Article 13, AnnexIV, Design Contest Notice. It is a restricted two stage process. Stage one is open to Architects, or to suitably qualified and experienced teams led by an Architectural practice ("the applicants") to apply for inclusion on a restricted list (stage two) for the Competition based on having sufficient financial and economic standing and the ability and technical capability to perform services with regard to skills, efficiency, experience and reliability in accordance with Articles 31 and 32 of Directive 92/50/EEC as amended by the Directive 97/52/EC.

Between 3 and 7 "participants" will be invited to take part in stage two of the competition.



Criteria for the Selection of Stage Two "Participants"

This is a restricted two-stage design competition. Between 3 and 7 "participants" will be invited to take part in Stage Two of the competition based on the following criteria:

(i) Ability of "the applicants" to perform the service with regard to skills, efficiency, experience including experience of commercial developments and reliability as demonstrated by having and showing comparable experience of planning and delivering a Framework Plan for projects of a similar type, cost, scale, nature and complexity to the project on the Abbotstown site, in accordance with Competition Brief summarised at No. 7 below.

(ii) Demonstration of sufficient financial and economic standing to undertake the production and delivery of an Architectural Framework and Environmental Plan, as evidenced by appropriate statements form banks and statement of "applicants" as demonstrated by the following;
- Quality and innovation of completed work.
- Ability to realise complex, high quality, large scale urban design, architectural and landscaping, framework projects. the educational and professional qualifications of "the applications and in particular those of the proposed person(s) responsible for producing the Framework Plan;
- A list of similar type services provided in the past three years, with the financial amounts, dates and recipients, public or private, of the services provided, duly certified by the relevant client; a statement of "the applicants" average annual manpower and the number of technical staff for the past three years;

This information shall be supplied in respect of the Architectural Practice, or, in the case of a Team, in respect of each member of the Team.

NOTE
Those who wish to be considered for selection as Stage Two "participants" must comply with submission requirements in the Official Notice.



Stage One Applications

Stage one applications, with the information requested in the Official Journal Notice, shall be forwarded to the Registrar, RIAI, 8 Merrion Square, Dublin 2. By 12.00 on October 27th 2000.

Stage Two Competition
Each Stage Two "participant" shall be paid IR£15,000 (Euro 19,050) for a valid Stage Two submission. The winning participant will be awarded: 

1. Architectural Framework and Environmental Plan in a more Development Control Plan/Planning.

2. Realisation of selected aspects of the Abbotstown Parkland and Public Spaces.

For the winning entrant the prize of IR£15,000 (Euro 19,050) will be and advance on the fee for executing the commissions, should the development proceed. In the event of the development not proceeding or its non-completion the winning "participant" will be paid a fee appropriate to the stage to which the development has progressed.



Competition Programme for Stage One Applicant

Opening of Competition registration: 21 September 2000

Application
Submission of Stage One: 27 October 2000
Submission of "participants" questions: 10 November 2000
Answers for "participants: 17 November 2000
Submission of Stage Two entry: 15 December 2000

Submissions
Each stage two "participant shall submit a report, which will deal with the framework, architectural, environmental and technical factors relevant to the scheme in accordance with the competition brief.

It is envisaged that participants will be required to submit 3 AD drawings.

Evaluation of Stage Two
The winning "participant" shall be selected from between the 3 and 7 "participants" to Stage Two of the competition based on how successfully they address the Competition Brief as follows: 

Outline Brief (A detailed brief and documentation will be issued to Stage Two participants).

1. Recommend the lay-out for all the required facilities taking account of the topography of the site, the required north-south direction of the Stadium and the listed Abbotstown House, walled garden and trees which must be retained and protected.
2. Detail the infrastructure required to create an identity and a sense of place for the Abbotstown site, through entrance points, boulevardes, walkways, nature trails, public spaces, landmarks, meeting areas and views, with scope for open air civic events, with particular regard for non able-bodied people. Recommendations for street furniture, signage, lighting, public art should also be included. An outline cost estimate should be included for this section.
3. Detail the Transportation Plan (rail, road, parking etc.) needed to support the activities on site, including linking the site through public transport into the wider Blanchardstown and Dublin area, as well as describing the internal site transportation issues: parking, etc.
4. Outline architectural and environmental policies for the site, including preferred heights and densities of buildings, their proportion to open areas, and policies for eco-friendly construction. 
5. Make proposals for the operational management of the site with particular regard to ensuring the enjoyment by the public of the facilities on site, in a safe and clean environment. "The promoters" would like to have the site as open as possible with due regard taken for security and safety and certain having controlled access only. Proposals should be made in this regard.



The Assessment Criteria are: 

(i) Compliance with the Competition Brief and Regulations
(ii) Quality of the plan in terms of providing a coherent overall vision for the site promoting a high quality environment which affords opportunities for high quality architectural design
(iii) Innovation of the plan with regard to the arrangement and phasing of facilities, promotion of the general economic viability of the activities on the site
(iv) Practicality of the realisation of the plan
(v) Value-for money 
(vi) Environmental and economic sustainability of the plan
(vii) Technical merit of the plan



Stage two submissions shall be assessed anonymously in accordance with RIAI Competition Regulations generally and such detailed regulations that the Registrar may issue at the time.


Competition Prizes
Each Stage Two "participants" shall be paid IR£15,000 (Euro 19,050) for a valid Stage Two submission. The winning participant will be awarded the following commission:-

1. Architectural Framework and Environmental Plan into a more detailed Development Control Plan/Planning.

2. Realisation of selected aspects of the Abbotstown Parkland and Public Spaces.
