EUROPA NOSTRA AWARDS 2001





Europa Nostra, Pan-European Federation for the Heritage, whose President is HRH the Prince Consort of Denmark, brings together over 200 Non Governmental Heritage Organisations, representative of millions of citizens in more than 35 countries of our continent. It also enjoys the support of many local and regional authorities, cultural and educational bodies, business enterprises, and a large number of individual members. Its aims are: to encourage the protection and enhancement of the heritage in all its aspects; to promote high quality standards in architecture and in town and country planning; to stimulate the use of the socio-economic potential of the heritage to promote civic awareness and create new opportunities for employment; and to advocate balanced and sustainable development in the urban and rural environments.

Europa Nostra enjoys a fruitful relationship with the European Union, the Council of Europe, and UNESCO: in so doing it speaks on behalf of the European civil society committed to the defence of the heritage, which is an essential component of the European identity and plays a crucial role in the well-being of Europe's citizens. For its members, Europa Nostra serves as a structure for representation of their ideas at European level and for co-ordination of their trans-frontier co-operation; as a valuable source of information; and as a forum for exchange of ideas and experience. Great efforts are made to raise awareness and influence public opinion, and the actions of international, national and local bodies and authorities, through campaigns, conferences, seminars, scientific research, publications and exhibitions.

A key Europa Nostra instrument in the propagation of its aims, is its annual Award Scheme. This has three complementary pillars, which, as of 1 January 2000 have been further harmonised and partly renamed: Medals of Honour, Heritage Awards (previously simply called Europa Nostra Awards) and Restoration Fund Grants (formerly called Donation Fund). All, in different ways, give encouragement and recognition to exemplary projects and/or personal achievements in the field of heritage. The Heritage Awards were launched in 1978. The Medals of Honour and the Restoration Fund Grants were established by the International Castles Institute (IBI), respectively in 1975 and 1984, and they have been further developed since 1991, the year when IBI merged with Europa Nostra. Today the value of this comprehensive annual Award Scheme has been fully recognised by the European Union.



EUROPA NOSTRA AWARDS

Medals of Honour
The Medals of Honour recognise the merit of a sustained and exemplary contribution to the protection and/or enhancement of the European heritage, both built and natural, made by a particular person. Annually, up to four such distinctions to individuals may be granted.

Heritage Awards
The Heritage Awards recognise the exemplary realisation of projects which make a distinguished contribution to the conservation and enhancement of Europe's built and natural heritage. Annually, up to forty awards may be presented to projects from the private or public sector. Awards can be granted for the restoration of old buildings; for the adaptation of old buildings for new uses, whilst preserving their original character; for the conservation and reconstruction of parks, gardens and culturally or historically important sites or landscapes; or for new constructions in conservation areas, which harmonise with the surrounding urban architecture or pay respect to the natural environment. Recognition can be given in two categories: Medals, for the most outstanding entries, and Diplomas, for the other winners. 

Restoration Fund Grants
The Restoration Fund each year makes a single financial contribution to the restoration of a privately owned endangered building or site, having architectural and historic value. Any Grant from the Restoration Fund must contribute to the conservation of the endangered building or site, and at the same time draw the attention of public authorities and of the general public to the perceived danger. Each year, a special field of restoration is chosen for the Grant. Thus, the 2001 Grant will be awarded for the restoration of a decorated or ornamental ceiling, originally executed before 1914, in a residential historic building, owned by an individual or foundation. The 2002 Grant will be awarded for the restoration of a floor of inlaid or patterned wood, stone or "scagliola", again originally executed before 1914, in a residential historic building, owned by an individual or foundation. The project must be on such a scale that the Restoration Fund Grant will make a significant contribution to its completion. The Grant presently amounts to 20.000 Euro.

EUROPA NOSTRA AWARDS 2001 - HERITAGE AWARDS

CONDITIONS OF ENTRY

1. The following types of projects may be entered:
(a) restoration of buildings;
(b) adaptation of old buildings to new uses, preserving their original character;
(c) restoration and conservation of parks and gardens as well as preservation of landscapes and sites, having a particular cultural or historic value;
(d) new construction in conservation areas which harmonise with the surrounding urban architecture or pay respect to the natural environment.

2. Entries may be submitted by owners, occupiers, architects, designers or other interested persons or organisations, whether the properties are private or public.

3. All award winners will receive a Diploma and a wall plaque. The most outstanding entries can be given a Medal. By entering a project the entrant/owner expresses his willingness to assist in organising an appropriate presentation ceremony and to display the wall plaque visibly in, on, or close to, the awarded building or site.

4. Projects entered must have been finished no longer than six years ago. Long-term projects are eligible when they have reached a definitive stage; but full completion is preferred. There is no limit on the starting date. 

5. The receipt of each entry will be acknowledged. Entries will not be returned. They will be filed in the archives of the International Towns Forum in Graz, Austria.

6. An entry may be submitted twice, but not more.

7. Entries will be judged by an international Jury, made up of a mix of high quality specialists (e.g. architects and art historians) and informed laymen. Correspondence cannot be entered into regarding the Jury's decisions.

8. Winners will be informed of the results by the end of the year. All other entrants will be informed of the results early in the following year. The results will be published in the media.



HOW TO ENTER - PLEASE READ THIS CAREFULLY
I. Complete the application form fully and clearly, and attach a short summary of the project of not more than 100 words.

II. Prepare a dossier, using the checklist on the application form, including the following:
a. a short history of the building, mainly of its architecture, or of the site
b. an exact description of the work carried out (not more than 1.000 words)
c. a precise, comprehensive documentation of the work carried out (restoration, conservation, adaptation, preservation, new construction), showing the various stages of the project, its problems and the chosen solutions, both in design and technical terms, illustrated by photos showing comparative views before and after the intervention. Submit sufficient "before" photographs to give a clear indication of the building(s) or site(s) in its (their) original state as compared to the actual state (i.e. of the completion of the works carried out). Please make sure that all photographs are clearly labelled.
d. a map and/or plans of the site 

III. Submit also a "before" and "after" slide, particularly characteristic of the project. Winners will be asked to supply additional photographs for publicity purposes.

IV. All texts MUST BE submitted in either English or French.

V. Please note that books, booklets, postcards, newspaper cuttings and coloured photocopies WILL NOT BE ACCEPTED in lieu of photographs. They may, however, be presented as supplementary material. 

VI. Where the project is not entered by the owner, please obtain the written permission of the owner and enclose it with your documents.

VII. Check that all material submitted is free of copyright or other restrictions in respect of reproduction in any publication or on television. Enclose a written statement to this effect.

VIII. Present your material in a hard-backed A4 folder or ring binder in the maximum size of 26cm x 32cm. Oversized material will not be considered. Please DO NOT submit loose documents or photographs.

IX. IN A SEPARATE FOLDER OR ENVELOPE, please enclose: 
(a) a photocopy of the application form
(b) a photocopy of the descriptive texts as requested above under point II a and b 
(c) copies of a selection of the illustrations as requested above under point II c 
(d) a copy of a map and/or plans of the site as requested above under point II d.

CONDITIONS OF ENTRY

1. Medals of Honour may be granted to an individual who has committed him/herself in a sustained and exemplary way in favour of the protection and/or enhancement of the European built or natural heritage.

2. Entries may be submitted by any Member Organisation of Europa Nostra.

3. Each Medal of Honour will be presented to the recipient by the President of Europa Nostra, or by his Representative, at a special ceremony. The Medal will be accompanied by a Certificate.

4. The receipt of each entry will be acknowledged. Winning entries will not be returned, but filed in the archives of Europa Nostra.

5. The Management Committee of Europa Nostra will decide on the award of a Medal of Honour. Correspondence cannot be entered into regarding its decisions.

6. Members of the Council and of the Management Committee of Europa Nostra are excluded from consideration for a Medal.

7. Recipients will be officially informed by the end of the year. They must understand that publicity will be given.



HOW TO ENTER - PLEASE READ THIS CAREFULLY

I. Complete the application form fully and clearly. Please make sure you include a short characterisation of the candidate of not more than 200 words. 

II. Prepare a dossier presenting the merits of the candidate's commitment, containing:
a. a history and description of the candidate's relevant achievements, of not over 1000 words
b. a good recent photograph of the candidate
c. any useful supporting documentation, photographs, press clippings or other material.

III. All texts MUST BE submitted in either English or French.

IV. Please make sure that all material submitted can be used for publicity purposes.

EUROPA NOSTRA AWARDS 2001 - RESTORATION FUND GRANTS
CONDITIONS OF ENTRY

1. Applications can be made for a financial contribution to the restoration of a decorated or ornamental ceiling, originally executed before 1914, in a residential historic building, owned by an individual or foundation. The project must be of such a scale that the Grant can make a significant contribution to its completion.

2. Entries may be submitted by owners, occupiers, architects, designers or other interested persons or organisations.

3. The Restoration Fund Grant 2001 will be 20.000 Euro. The Grant can only be made once the private owner has obtained a letter of intent from the national, regional or local authorities concerned, or some other sponsors/donors, to contribute an amount at least equal to the Grant.

4. The Grant can only be made once the private owner has obtained a letter from the competent public authority, approving in principle the work involved. 

5. Payment of the Grant can only be made when the restoration project and a date for its start have been firmly established. Works begun before submission of an application are not eligible.

6. The award of the Grant will be marked by a public ceremony, to which public authorities, sponsors/donors and the media will be invited.

7. The Restoration Fund Committee will decide on the winner of the Grant. Correspondence cannot be entered into regarding its decision.

8. In accepting the Grant, the owner undertakes to submit to the Fund Committee a written report on the completion of the work for which the Grant is made. It must be illustrated by good photographs.

9. The receipt of each entry will be acknowledged. The winning entry will not be returned, but filed in the archives of Europa Nostra.



HOW TO ENTER - PLEASE READ THIS CAREFULLY

I. Complete the application form fully and clearly.

II. Prepare a dossier presenting the project, containing:
a. a short history of the building, mainly of its architecture
b. a detailed description of the part of the building in need of restoration
c. a specification of the works to be carried out with the Grant of the Restoration Fund
d. the budget for the restoration works
e. good photographs, showing clearly the overall situation and the details needing restoration. Please DO NOT include slides or videos.
f. plans and drawings, if needed, to clarify the project
g. a letter of other sponsors/donors showing their intent to contribute an amount at least equal to the Grant of the Restoration Fund
h. a letter of the competent public authority, approving in principle the work involved
k. where the project is not entered by the owner, please obtain the written permission of the owner and enclose it with your documents.

III. All texts MUST BE submitted in either English or French.
