The Milan City Council announces an international design competition for a new information and cultural library (called BEIC: Biblioteca Europea di Informazione e Cultura, European Library of Information and Culture).

The new library will be located in a prominent urban area of significant cultural importance to the City of Milan, the site of the former train station Porta Vittoria, over 20,000 sqm. It is envisaged as the focal point at the centre of a functional network providing not only link alls the Regional libraries, but will also provide the means for transmitting cultural information at a national and international level. It will become one of the most indispensable tools for the support and development of science and academic research, covering wide area of central-southern Europe and thus taking the name European Library of Information and Culture.

The works program provides for:
a) holdings of approximately
- 900,000 books
- 150,000 audiovisual items
- 3000 journals
in the open access shelves;
b) holdings of over 3,500,000 books or multimedia documents in a reserved collection;
c) seating for approximately 3500 users;
d) approximately 1000 seats in the auditorium, conference halls, classrooms
e) seating for approximately 600 in refreshment services
f) approximately 2700 square metres of integrated commercial activities.

The maximum cost for carrying out all works associated with this project is around LIT. 227,000,000,000 (=Euro 117,235,716.093).

The construction of the new European Information and Cultural Library (BEIC) is a joint project of the Milan City Council, the Region of Lombardy, the Province of Milan, and the Italian government.



The Competition

The international competition will comprise a pre-qualifying and a one-off, selected design phase via anonymous entry. Pre-qualification is open to all registered Italian and foreign architects and engineers and requires the submission of a detailed Curriculum Vitae and evidence of design work (as specified in the competition announcement).

In the competition phase, up to ten candidates will be shortlisted to develop preliminary designs of the museum area. The winner of the competition will be awarded the contract for the final design.
