Type: Open Registration Deadline: June 8, 2001 Submission Deadline: September 29, 2001 Open to: Architects and planners Entry Fee: None Awards: HK$6.9 million Jury: Lord Rothschild, Nicholas Brooke, Chang Hsin-kang, Chow Liang Shuk-yee, Peter Droege, Lau Sau-shing, Leung Chun-ying, Peter Rogers, Peter Rowe and Wu Liangyong This Competition invites conceptual proposals for the development of a prominent waterfront area (the Scheme Area) at the West Kowloon Reclamation (WKR) in Hong Kong into an integrated arts, cultural and entertainment district. The objective is, through the development, to enhance Hong Kong's position as Asia's premiere center of arts, culture and entertainment and create a new look for Victoria Harbour. The Scheme Area is a newly reclaimed site of 40 hectares at the southern tip of the WKR in Kowloon Peninsula, Hong Kong. The concept plan proposals should provide vision and innovative and viable ideas that will shape the future development of this waterfront area as a unique attraction for both local people and visitors. The proposals should be aesthetically attractive, functional, broadly feasible and in compliance with the policy objectives of the Government of the Hong Kong Special Administrative Region (the HKSARG) in promoting arts and culture. There is no linkage between the Competition and the eventual development right of the Scheme Area. It is the intention of the HKSARG that following the Competition, a team will be appointed through the normal consultants selection process, to finalize a detailed masterplan for the Scheme Area on the basis of the winning conceptual proposals, if appropriate. Winners of the Competition would be automatically pre-qualified for inclusion in the list of consultants to be invited for bidding for the masterplanning work. Based on the detailed masterplan, the HKSARG will then decide on how the Scheme Area will be developed. Packages within the Scheme Area suitable for private sector development will be decided by public tender, which will be open to all. Subsequent architectural design competitions may be conducted for selected individual buildings/facilities. Winners of the Competition would also be invited to take part in bids for development and informed of the subsequent architectural design competitions for individual buildings/facilities in the Scheme Area.
