PARQUE URBANO CENTRAL






INTRODUCTION

THE CENTRAL URBAN PARK IN THE CONTEXT OF THE MUNCIPAL DEVELOPMENT PLAN, IS DEFINED AS A STRUCTURAL PROJECT OF LA PAZ CITY. PROJECT FORMULTED BY THE NATURAL PATRIMONY PLAN, CONTAINED IN THE IDENTITY AND PATRIMONY PLAN, THIS PROJECT WILL BE IMPLEMENTED DURING THE NEXT 5 YEARS. 

The spirit of the project
The city and the park.

The Cental Urban Park is constituted as a new scenario for the revitalization and renovation for contemporary La Paz. From the heart of the city, it will impulse the creation of a new urban center that will integrate the fragmented city, allowing the recovery and recycling a natural and cultural space to the service of its inhabitants.

60 hectares of integral urban intervention, are an opportunity for the qualitative transformation of its image, life quality and projection to the future.

By its configuration as a basin and singular geomorphologic characteristics these slopes have maintained as a natural void -even though the urban growth, the invations and the edile pressure - turning it into a marginal space, clandestine, degraded and even invisible to those who fleetingly cross it.

This vegetation mass, generator of the "inter" green urban structure, will infiltrate the natural landscape over the built urban surface.

The central urban park is located in the geographical center of the city, but the city ignores it, turning its back to it, which results in a space with great potential because of its location and significant presence. 

The regeneration of this space and its roll as new urban centrality will concentrate a nucleus of cultural, educational and recreational activities, linking and providing facilities that the city demands.

This public space, will become an articulator capable of organizing the city and uniting its imaginary and physical fragments (north, south, east and west) and in return the city will come to the park, where encounters of cultures and communities will in return take place.



THE DESIRED IMAGE

The desired image is the result of a process of inquiry, systematized, that identifies existing perceptions and images that were called "negative" to be reverted and "positive" to be potentialized; and new elements to be incorporated, that will imprint a contemporary image on the park, from the components of the park: natural, tangible, and intangible.



FINAL OBJECTIVE OF THE COMPETITION

Achieve a project of high architectonic, landscape and urban design quality, that will become a landmark for La Paz. 

Constituting itself in a patrimonial legacy that assumes the architecture and the urbanism as cultural facts, and important resources for the integral development of the contemporary city.



OBJECTIVES OF THE CENTRAL URBAN PARK

Revitalize an urban area in the heart of the city, degraded an sub used, taking advantage of its location and infrastructure.

Regenerate this natural space, from its recovery, and restoration, to achieve its maximum ecologic - economic value. 

Originate an inner urban green structure, starting from the infiltration of the natural landscape.

Create a new urban centrality that will concentrate a nucleous of educational, cultural, and recreational activities.

Generate revenue for the city starting from this great cultural and natural complex that will dotate it with the facilities that it demands. 

Potentialize an articulator and articulated public space, capable of uniting the city and its fragments.

Generate a project of great impact for the urban reordering and the transformation of its image.

Stablish a starting point for the development of the contemporary city.




NATURE OF THE PARK

An Urban Park that posibilitates the interaction between nature and culture, ecology and technology, craftsmanship and industry, natural and cultural patrimony.

An educational space oriented to children and youngsters for the capacitation and promotion of the human resources as a productive strategy in the struggle against poverty, incentivating the discovery of productive vocations, aptittudes and creative abilities, through recreation and leisure.



PROMOTERS.

The promoter of the competition is the Municipal Government of the city of La Paz, that counts with the sponsoring of the PL - 480 TITLE III program.



COMPETITION TYPE.

The competition has been convoqued in conformation to the regulations and norms of the UNESCO and the International Union of Architects (UIA).

The competition is classified as an International Competition of Projects in one only, phase, and it is intended to find the best solution for the construction of the Central Urban Park.

The winner of the prize will be commissioned to elaborate the executable project of the park, and later, for the supervision of the construction (see attached contract draft).

At the time of the convocation for this competition the funds for the inmediate execution of the project in its FIRST PHASE are already guaranteed.

Enclosure of this first phase will be defined in a common agreement between the promoter and the winner of the competition, according to the priorities of the Municipal Government of the City of La Paz, and also by the characteristics of the winning Project.



PARTICIPANTS.

The International Competition of Projects, in one only phase for the Central Urban Park, in the context of planning the totality of the natural areas of the Municipality of the City of La Paz, is a public, competition, open to architects and multidisciplinary teams, led by an Architect and covers all professionals of different nationalities, and residents of any country in the world, without restriction.

The professionals who chose to inscribe themselves in the competition must be free of all legal prescriptions or disciplinary measures that could be an impediment for the practice of their profession.

The collaboration of other professionals and/or experts in other disciplines registered or not in their own professional fields, is allowed.

The inscription to the contest can be made by a single person or by a work group (company, consultant firm or other). Nevertheless in this last case, an Architect must be designated, as a representative of the firm, who will have the legal responsibility to establish the links with the Municipality of the city of La Paz.

The representative of the group must be an architect, registered regularly in his own professional association and his designation must be signed and approved by all the members of the group.

The property of the winning project will be recognized among all the members of the group.



INCOMPATIBILITIES 

The following persons cannot participate in the competition:

Members of the jury and their family members up to a third degree.

Employees or collaborators of the members of the jury.

Administrators, members of the city council, employees, consultants, or collaborators of the promoting entity.

The professionals involved in the organization of the competition.



MATERIAL TO BE RECEIVED BY THE CONTESTANTS.

The contestants correctly registered in the competition will receive a CD-ROM that will contain visual, graphic, and written information about:

A) La Paz Graphic Urban Record:

The city of La Paz in the world context.

The evolution of the urban map of the City of La Paz

The Central Urban Park in the context of the natural patrimony of the Municipality of the city of La Paz.

The Topographic, Hydrologic, geology, and risks characteristics of the city of La Paz, also climatology, land use, settlement patterns, population, building data and traffic structure.

B) Central Urban Park Graphic Urban Record:

The intervention area of the Central Urban Park, its Topography, solar path diagrams, hydrology, geology, traffic structure, transport typologies, public facilities, and existing vegetation.

C) Text Urban Record

- Descriptive textual record of the plans contained in the graphic urban record.

D) Programme:

The requisitions program to be implemented in the central urban park.

E) Technical files and annexes.

Technical files for specific elements described in detail.

A file with selected sheets contained in the CD-ROM will also be available in a printed format.

The Municipality of the City of La Paz will submit this information on September 21st 2001.



CONSULTATIONS

The participants will be able to submit consultations to the promoters of the competition until OCTOBER 19, 2001.

These will have to be directed to the attention of Arch. CECILIA SCHOLZ and to the same address indicated for the registration.

The Municipality of the city of La Paz will publish the answers to these consultations on the web page on OCTOBER 29, 2001.



MATERIAL TO BE DELIVERED BY THE CONTESTANTS.

The contestants will deliver at least the following documentation:

A conceptual vision of the Central Urban Park in the context of urban planning the natural patrimony - the 27 areas, sites and natural monuments - that has influenced over the intervention arguments for the Park in relation to the city.

A descriptive text record of the specific proposal for the Central Urban Park.

Plan of the Urban intervention proposal for the Central Urban Park (suggested 1:500 scale) indicating its relationship with the city and the satellite plazas.

Main Plan of the central Urban Park in 1:1000 scale.

Sections of the central Urban Park in a scale best determined by the contestant.

Plans and sections (suggested 1:250 - 1:400 scale) of the main public facilities.

Street furniture

Images of the entire project.

The entirety of the documentation will be presented in a rigid and light support of twelve (12) panels, in DIN. A1 (841mm. x 594 mm.) format, in landscape orientation. In layout and ordered as shown in the diagram below. A code composed by 6 digits and two letters of the Latin alphabet of one centimeter high must be placed in the lower left margin of each panel.

No element (name, logo, etc.) that would allow the identification of the contestant will be allowed.

No phisical models will be admitted, the text will be written and compiled in English or in Spanish. The Metric System used will be Decimal.

Also the contestants will deliver a 100% opaque envelope, sealed closed, containing the following documentation:

Copy of the registration form

Date of birth and Identification Number or Passport Number of the representative of the team.

Certification of the professional registry of each of the members of the group in which there is constance of the faculties to practice the profession for each one, except those without a proper registration instance.

Signed document by all the members of the team in which they designate a person as a representative, and given him the faculty to establish agreements with the promoter of the competition in case of resulting as winners.

in the outside of the envelope the mentioned alphanumeric code. 



DELIVERY PROCEDURE 

The indicated material in the previous point, will be delivered no later than DECEMBER 7th 2001 at 19:00 hrs. (BOLIVIAN TIME) at the same address indicated for the registration and to the attention of ARCH. CECILIA SCHOLZ.

For those contestants that submit their work via Postal Mail or a messenger service, these are the date and time limit that will have to be figured in the Envoy Voucher. This Envoy Voucher must be submitted by fax to the secretary of the Competition within 24 hours after the closure of the deadline. The envoys must have arrived at the most on DECEMBER 12, and projects arriving later will not be accepted, even though they might have been sent on time.

By means of agility of the paperwork in CUSTOMS, the outside of the package must read the following expression:

JURY 

The Jury will be conformed by the following Architects:

- KAZUO IWAMURA (Japan), in representation of the UIA.
- ALEJANDRO ZAERA-POLO (Spain/U.K.),
- ERIC OWEN MOSS(U.S.A.),
- ...................................................,
- ..................................................., in representation of the Promoter.
- ANA MARIA SALGUERO, in representation of the "Colegio de Arquitectos de Bolivia". (Bolivian Architects Association*)
- JAVIER BEDOYA, in representation of the "Colegio Departamental de Arquitectos de La Paz". (La Pazīs Local Architects Association).
- ..................................................., as International substitute in representation of the UIA.
- ...................................................., as National substitute.


The jury will meet in La Paz between January 14th and 18th 2002, the verdict will be known Friday January 18th.

In the moment of constitution the jury will chose one of their members as President. In case of a tie in voting, the President can excersice a vote to break the tie.

The substitute members will assist the deliberations of the jury but will not vote unless the given circumstances forseen by the UIA regulations.

The jury will be assisted by a representative of the organizers who will act as secretary. This secretary will participate in the meetings of the jury but will not have right to vote.



AWARDS

The jury will award three prizes to the projects that best resolve in its entirety the Central Urban Park.

First Prize Usd. 20,000.-
Second Prize Usd. 15,000.-
Third Prize Usd. 10,000.-

The jury will also have a total availability of 15,000 Usd. to distribute between those projects wich they consider appropriate to stand out partial success. The amount of these prizes will never exceed the one of the third prize.

The amount of these prizes is not by any case an account of the eventual latter commission.

Given the magnitude and the complexity of the problems to be undertaken in the development of the Central Urban Park, the jury will be able to make recommendations to the promoter in the sense of accepting in the totality of the first prize winning proposal or to take into account some of the other awarded proposals for the development of partial aspects of the Park and its facilities. 



COMMISSION AND DEVELOPMENT OF THE PROJECT

The winner of the first prize, will need to travel to La Paz during the week of January 28 to February 01, to sign the contract for the commission of the Central Urban Park.

In case the promoter, by recommendation of the jury, would have decided to commission a different architect than the winner of the first prize some or any partial aspect of the Park or its facilities, he will also have to travel to La Paz, in the week of January 28 to February 01, to sign the contract.

The promoter of the competition in accordance to its priorities, economic availabilities and characteristics of the selected projects by the jury and the recommendation of it. will define an area of intervention that will constitute the first phase of the Central Urban Park.

The executive project for this first phase will be delivered by the author(s) April 26th, 2002.

The executive project for the second phase will be delivered by the author(s) June 28th, 2002.

The final design project will be delivered September 27nd 2002.

The total amount for remuneration of the final project in its three phases is of is of 100,000.00 Usd. A 10% of this amount will be awarded to the winner at the moment of signing the contract. Another 10% to the delivery of the first phase and the remaining 80% at the time of the delivery of the final completed project.

In a case that the virtues of the suggestions of the jury, some aspect of the project may be developed by an author different than the winner of the first prize, the amounts previously mentioned, will be distributed proportionally according to the magnitude of the respective works.



PROPERTY RIGHTS AND MATERIAL AVAILABILITY

In virtue of the competition the Municipality obtains the ownership of the winning works to the effect of the execution, not so the intellectual property rights that belong to the authors.

The participants in the competition concede to the promoter the rights of reproduction for their publication as it has planned for.

In case of adjustments that may be needed to the original proposal made by the author, these will have to be made in common agreement by the author and the promoter.

The non awarded projects cannot be used total or partially by the promoter or by the authors to whom will be commissioned the development of their competition proposal .

The documents that have been object of some award will be conserved by the promoter, the ones submitted by non winners are available to the competitors whom may claim their work within the following 30 days after the exposition of the works is over.

Once this date expires the Municipality is not responsible of the custody of these works.

Expenses of an eventual re submission of the works to the authors will have to be taken care of by them.



DIFFUSION 

The promoter reserves the right to realize a second exposition with the material presented to the competition.

Also reserves the right to realize a second exposition with projects to the competition or final design.

Also the promoter reserves the right to realize a publication with all or part of the projects presented to final design
