INTERNATIONAL COMPETITION FOR IDEAS FOR THE REDEVELOPMENT OF PIAZZA MERCATALE IN PRATO.

Re-evaluating the use of public urban spaces.

This is a huge Square, near the river at the foot of one of the most important Apennine passes of the entire plane, the market place, encircled by houses with Porticos built to give shelter to the traders and their goods. These are all elements which make Mercatale a rich and multi-structured example of how urban identity, economic reality and physical space can be closely related to each other.
The Square, over time, has lost its commercial function, but without ceasing to be a central point of reference for those living in and around the town. In defining the destiny of these urban spaces, economic, political and social factors enter into play along with the ability of the society itself to recognise and develop important collective values for the Square which can keep pace with the contemporary "vitality".
This competition offers the opportunity to examine closely the function of space in the Square and its relationship with the entire urban structure. The competition stems from the realisation of the central importance of the Square and the numerous values which have been historically consolidated around it, so much so that the Square encompasses the origins and development of the town of Prato. Furthermore, the Square is still today the focal point for a complex system of urban and territorial relationships. Because of this, several specific elements are recognised as essential for the organic planning of the Square and its surroundings. 
In particular:
- The utilization of its environmental peculiarities. The particular collocation, configuration and extension of the Square characterizes an urban space of extreme interest. This goes over and above the purely historical reasons which have already indicated it as the reflection of the town itself (if you think of the many views of the bridge and the Canto al Mercatale which can be seen in the town's iconography) and includes both the environmental aspect as well as the social-economic aspect.
- The return of an identity. In the course of the centuries up until today, the Square has interpreted the expectations and planning development of Prato, binding its own formation and transformation to that of the town. Every epoch has left its mark on the Square, starting with the 14th century town walls and Porta Mercatale built along the river Bisenzio, then the cortine style characteristics of the houses arrayed with their porticos and handicraft workshops, followed by the "Case Nuove" of the 17th century. A century later it was to encompass the valentinian architecture with its "Tiratoi" (the old textile factory) and "Tondo", an occasionally used circular racing-course, arriving at the contradictory and debatable events, however vital, of this century around which we find the renovated "Fiera di Settembre", with the creation of the garden and the demolition of the "Tiratoi" and their replacement with the ex Casa del Fascio (fascist headquarters), this too resulting from an urban planning competition.
- The re-weaving of the urban scene. In this context, the destruction resulting from the war has determined rents which have only been partly mended by time. After the painful loss of the Church and Convent of San Bartolomeo, the collapse of the Lippi Tabernacle and the bombing of many houses, the following attempts at re-construction have been fragmented and today give the urban scene a heterogeneous look.
- Giving back functionality to the entire urban sphere. This must be done using sustainable models which, through the use of contemporary language, enable us to encourage a process of modernisation coherent with the specific characteristics that have already been recognised and to increase, as a sign of urban quality, the possibilities for using and improving this extraordinary public space.



I - DETAILS OF THE COMPETITION
1. Type and Title of the competition.
The Comune di Prato, Area Opere Pubbliche e Ambiente (Public Works and Environment Area), situated in Via dei Tintori, 48 - 59100 PRATO tel/fax. 0574/616652, in executing the deliberation of the "Giunta Comunale" (Town Administration) n. 442 del 12/07/2001 announces the "Concorso Internazionale di Idee per la riqualificazione di Piazza Mercatale" (International competition for ideas for the redevelopment of Piazza Mercatale) . The Responsible of the Procedure is the Technical Functionary Architect Luca Piantini.
Entrance to the competition is reserved for architects and engineers who fulfil the requirements provided for in Article 4.

2. The aims of the competition.
Throughout time the Square has held a central role, as a place of commerce, but also as a meeting place and for social integration, a highly representative place endowed with a strong vocation for absorbing and assimilating the transformations of the society, thus performing an urban function which must be safeguarded.
The town administration intends to acquire a plan which will substitute the Progetto Norma 6.3 of the PRG (Piano Regolatore Generale - Town Council General Regulatory Plan) and will constitute the base plan for all future transformations in the area covered by the competition. For this, the entrants will be required not only to present a summary estimate, but also to indicate how the work can be separated up into "Unità Minima d'Intervento" (UMI - Minimum Units of Intervention) over a period of time.
Given the international importance of a theme such as public space and the opportunity which this competition provides for the promotion of the image of Prato within the European sphere, the competition proposes to:
· Modify the spaces in the Square and find the right harmony and compatibility between the historic and economic profile of the town, its urban form and its environmental values.
· Find a solution for the Square which on the one side will make advantage of its urban qualities and historical value, and on the other side will create a strong bond with the dynamics of contemporary society through functional solutions which will satisfy the needs of both the day-time and night-time activities which take place there.
· Modify an entire urban sphere through a series of co-ordinated actions, choosing the best planning solution which combines the different needs of rationalisation of the road systems and the revitalisation of a commercial centre.
The Town Council intends to acquire a plan which will substitute the Progetto Norma 6.3 of the PRG and which will provide a planning guide for all future development in the area considered by the competition. In order to achieve this, the participants will be required, not only to submit a summary estimate, but also to indicate the various "Unità Minime d'intervento" (UMI - Minimum Units of Intervention) which can be realised separately over a period of time.
The idea that wins the price is acquired by the Town Council and will be its property. The definition of technical and town-planning aspects will be entrusted to the winner of the competition. The Town Council will insert the project in the Triennial Program of Public Works as accorded by law 109/94. As provided for by art. 57, sixth clause, of the DPR 554/99 the winning project could be put as base of a contest of a subsequent project competition for the entrusting of the architectonical design. The winner of the prize will be admitted at the relative procedure, if fulfils the requirements provided for it.


3. The object of the competition.
Since the closure of the weekly market, the Square has mainly served as a public parking area, only occasionally assuming the function of a public space used for large demonstrations. Recently, the prerogatives of the large urban space itself have spontaneously encouraged the creation of a large number of bars and clubs, especially used by the younger generations, even though this has caused conflict with local residents. Despite the recognised vitality of the Square, it has suffered from an early state of environmental deterioration because of the excessive amount of traffic, mainly caused by its use over the last few years almost exclusively as a parking lot and by the fact that, at this point, it has totally lost the commercial role it assumed with the handicraft workshops. The subtraction of the available space from town life and from the needs of the local residents, the general conditions of decorations and structures found today in the Square which are totally inadequate in relation to the importance and tradition of the place (just think of the fountain of the Magheri, the suggestive temporal decorations of the ancient Fiera, of the pictorial décor on the public and private buildings) doesn't make it possible today to use the Square in a way which fully expresses its extraordinary potential.
For these reasons the theme of the recovery of the square can't be simply limited to the spatial sphere of reference, but must be incorporated into a much wider context, also considering its town-planning values and all the various aspects which are implied. Therefore, it seems necessary to extend the object of the competition to the surrounding area, especially with respect to the road systems and parking, including the parking area in Via A. Martini and il Bastione delle Forche (ramparts and gallows), Via Silvestri which is the connecting road to Piazza San Marco and another important central point of the town and the roads leading to the parts of the town on the other side of the river, the station and the new underground car park "il Serraglio". The competition has extended the perimeters of the Progetto Norma 6.3 of the PRG, to include significant points of reference in the urban landscape, the walls and the river and other major functional features such as Via A. Martini, encouraging both Italian and European architects to elaborate the best planning solutions in order to satisfy the individual functional requirements for the future and to take advantage of the historical characteristics of the Square using innovative solutions. The entrants are required to produce a planning proposal which will allow the reconstruction of Piazza Mercatale and the transformation of the present open-air car park into a multifunctional area which will be renowned for its great flexibility and used for a series of different functions such as markets, cultural events, exhibitions and anything else which might play a part in contemporary life.
Particular attention must be given to the following terms:
· Moving the open-air public car parks away from the public area of the Square and at the same time rationalising the available parking areas for local residents with the possibility of providing for either underground or partially underground car parks in the area included around the edge of the competition area, as long as they are compatible with the characteristics and improvement of the urban area.
· Defining the necessary work for the redevelopment of the Square. Propose systemization, installations, paving and manufactured articles which are compatible with the typological and environmental characteristics, the building materials and the colour schemes already existing in the Square.
· The new position of the car park along the walls of Via A. Martini in order to improve the road system running between Bastione delle Forche - the walls - Piazza San Marco. It is possible to foresee the transformation of the Square as a result of removing both the public and private parking places.
· The planning of new access routes and connecting roadways between the square and the suburban systems (Bastione delle Forche and the walls, the river and the cycling-pedestrian paths, the car park in Via A. Martini etc. ).
· A critical review of the layout of the green areas.
· A new outlook for urban planning aiming to exploit all useful spaces in the re-evaluation of the urban sphere, especially regarding the Headquarters of the Customs Offices (presently in the ex Casa del Fascio), the buildings which occupy the spaces next to the walls behind the historical complex of the "Case Nuove" and their ground floors taking into consideration all possible future uses and modifications. 
· The rationalisation of the road-system for crossing the Square and connecting it with the rest of town.

It is therefore necessary for the participant himself to produce a fully comprehensive strategic proposal for bringing about the planned work, taking into consideration all possibilities available under the laws in force regarding Public Works.
To this aim, given the prospective of executing the proposals which shall come up during the competition and considering the large area of the urban sphere and the different problems which must be addressed, we require the participants to indicate the "Unità Minima d'Intervento" - UMI (Minimum Units of Intervention), each coherent in itself, allowing the possibility for investment from private patrons to help in their realization.
The quantitative and dimensional elements of the plan are specified in the material and information delivered to the participants as a result of their registration.

II - PARTICIPATION IN THE COMPETITION
4. Entrance Conditions
Entrance to the competition is open to architects and engineers, Italian citizens or other citizens of the European Union, as well as to Swiss citizens, registered with the recognised society of their professional order or registered on the relative professional registers in their country of origin. Participants will not be prohibited at the moment of taking part in the competition (meaning at the moment in which they turn in their plans), from practicing as a freelance professional, either by law, by contract or by disciplinary procedures. Entrance is open to either individuals or groups, however the individual participant or the Group Representative must be in possession of a Title recognised by the Directive 83/384/CEE as adjourned in the list published in the Journal GUCE No C 351, 04/12/1999. According to the competition rules, group participants will be entitled as a whole to exactly the same rights as an individual participant.
Each group must nominate a member who will act as delegate and represent the group before the Examining Body.
All members of the group will be recognised not only with equal titles and equal rights, but also as equally responsible for the drawing up of the plan or solution proposed.
The individual participant or the group participants can seek advice from consultants or assistants. They must declare their qualifications and the nature of the consultancy or assistance rendered.
They don't have to fulfil the qualifications mentioned under the first comma of these conditions. However, they mustn't be in any condition of incompatibility as mentioned under article 5 of this competition notice and they mustn't be members of the group. Their tasks and functions will be defined within the group without interfering with the relationship between the group and the Examining Body.
No single participant may belong to more than one group or enter simultaneously as both an individual participant and member of another group.
Whoever violates this condition will be excluded from both groups.

5. Incompatibility for Participants
The following people cannot enter the competition:
1. Members of the Jury, their family or relatives.
2. Administrators, councillors and employees of the Comune di Prato , even those only on a temporary contract, or freelance consultants working for the same Administrative body.
3. Employers or anyone who has any kind of working relationship, standing or other notable collaboration with member(s) of the Jury.
4. Anyone who has participated in organising the competition, the drafting of the competition, the compiling of the attached documents and the processing of the theme of the competition.

6. Incompatibility for Commissioners
The following people cannot be part of the Jury:
1. Competition entrants, their family or relatives. 
2. Employers and employees of the competition entrants and those who have working relationships, standing or other notable collaboration with them.

7. Participation in the competition and documentation.
In order to participate it is compulsory for the participant to request the necessary documentation for the competition.
The documentation is considered as valid application for entry and must be requested by registered post at the following address: Comune di Prato, Ufficio Protocollo Piazza del Pesce,9 59100 Prato (Italia). Ref: Concorso di idee Piazza Mercatale or directly at the Protocol Office at the Comune di Prato.
For the acceptance of the application, the date on the postal stamp of origin will be considered valid. In no case will an application be accepted if it arrives later than 5 days after the closure date. Neither will delivery by hand be accepted.
The application must be accompanied by a receipt for the sum of L.250.000 (Euro 129.11) on the Postal A/c n. 30372502 registered to Comune di Prato, Tesoreria Comunale cap.1122, whereon the reason for payment must be indicated as "Concorso Piazza Mercatale Square". This will cover the cost of the documentation and any other relative costs.
A self-declaration on plain paper must also be attached (arts. 2 & 3 of L.15/1968) and signed by the individual participant or jointly by all the members of the group, declaring:
· Name, surname and date of birth
· Residence and telephone number
· Email address or possible fax number
· Details of registry with a recognised professional society (not necessary for consultants and assistants)
· Name of person nominated as Group Representative in the case of a group application.
· Declaration by any eventual consultants or assistants regarding their qualifications and the nature of the services carried out.

The declaration can be done using the paper models that will be sent to the partecipants.The Examining Body, within 15 days of receiving the application, will send CD-Roms containing the documentary material:

Consultation program 
The program is realized in Flash and to start it select start.htm from the principal directory of the CD (for the details read the file reame.txt). 
The consultation is based on a tree structure and is formed by three main branches: "Territory" "Historic centre" "Square". The material related to each path is consultable through preview windows and descriptive reports. It is possible to download the original files from the descriptive reports to the hard disk.

8. Requirements
Any questions or requests for clarification must be received from the participant in writing by the Examining Body no later than 60 days from the date of publication of the competition notice.
We advise these to be sent by fax 0574/616692 or by e-mail: concorsoidee@comune.prato.it. Informations also on the site http.://www.comune.prato.it. Any letters must be clearly marked "RICHIESTA DI ULTERIORI INFORMAZIONI SUL CONCORSO DI PIAZZA MERCATALE" at the address: "Segreteria Concorso internazionale di idee per la riqualificazione di Piazza Mercatale, c/o Ufficio Protocollo Comune di Prato, Piazza del Pesce 9, 59100 Prato, Italia.
No other procedure is admitted.
Within the next 10 days the Examining Body will send a collective note to all the registered applicants by e-mail or fax or registered post.
The above note, sent to all participants, will be considered as an integral part of the competition notice and will be sent together with the documentation to all those who apply subsequently according to the above rules.
Informations on the competition can even find on the web site http://www.comune.prato.it.


9. Presentation for the competition
The form of presentation for the competition is fixed according to numbers and sizes. All presentation material has to be written in Italian or English. It must include:
1. Two copies of a technical and economical report, not exceeding a maximum of 5 pages.
2. A first plate on A0 paper containing a general plan and sections on a scale of 1:500 together with functional plans, divided into UMI (Minimum Units of Intervention), or using any other method of your choice.
3. A second plate on A0 paper containing sections, plans and elevations, free scale, typological solutions for the decoration of the square, architecture details and indications as to which should be the main materials used. 
4. A third plate on A0 paper containing perspectives, axonometries, or any other form of representation which is considered suitable by the participant in order to illustrate his choice of plan.

The plates must be presented with the longest side lying horizontally. All the material must be presented in duplicate:
· One copy, should be correctly folded and enclosed in a portfolio in format A4, together with a copy of the illustrative report.
· The second copy should be handed in on a light but rigid base for exhibition.
Representation in colour is left to the discretion of the participants, however, both copies must be identical.
No other forms of presentation or extra material other than those indicated above will be admitted. The penalty for this will be exclusion from the competition.
Moreover, the presentation material for the competition must be in anonymous form and the papers and envelope containing the attached documents should only bears the name of the competition. This means that by no means should there be any form of maxim or alphanumeric code on the presentation plates or on the documentation.
The proposals and the envelopes will be countermarked during the acceptation phase by the Examining Body, with a progressive number relating to the corresponding protocol number in order of receipt.
The personal details, the signature, the documents of the participant or in the case of group participation, of the Group Representative, as well as the personal details of the group and its consultants or assistants, will be sealed in an opaque bag which shall be opened only after the judging of the presentations.
A Declaration written on plain paper by the participant or the Group Representative (in name of the other participants), will be attached to the sealed bag. It will include:
- his nomination as Group Representative by the other participants.
- A statement denying any incompatibilities under Art. 4 or that he belongs to any of the categories provided for in Art. 5 of this competition notice.
- The qualifications and nature of the work carried out by any consultants or assistants.
The declarations can be returned on plain paper or on the special forms enclosed to the materials sent at the moment of the registration. 
By 1.00 pm of the 150th day from the date of forwarding of this announcement of competition to the "Gazzetta Ufficiale Europea", and more precisely by 1.00 pm of 31.12.01, the presentations must have been handed in according to the Protocol of the Examining Body.
The parcels can either be delivered by hand or sent by ordinary post, fast post, or courier. As soon as they are received they will be countermarked with a progressive protocol number and an employee at the Town Council Protocol Office will make sure you receive a receipt indicating the time and day of the delivery.
In the case of delivery by carrier (post, couriers or any other certified agencies), the protocoll office must receive the parcel by the closure date for the competition.
If the form of delivery requires that the name of the sender or other identifying elements the presentations for the competition and the sealed envelope containing the documents must be enclosed in a second envelope without any identifying elements on it except for the name of the competition "CONCORSO DI IDEE PIAZZA MERCATALE".
The Protocol Office will undertake to destroy delivery packaging with the aim of delivering its content anonymously to the person Responsible for the Procedure.

10. Calendar
Inspection of the place: the inspection is open to everybody and will be on 15.09.2001. A copy of the relative abstracts will be published on : www.comune.prato.it .
Closure date for questions and requests for clarification: before 60 days from the date of publication and more precisely by 29.09.01;
Reply to questions: before 70 days from the date of publication and more precisely by 09.10. 01;
Closure date for entrance: before 90 days from the date of publication and more precisely by 31.10.01, as already said on previous art. 7.;
Participation and delivery of presentations: before 150 days from the date of publication and more precisely by 31.12.01;
Conclusion of the work of the Jury: before 190 days from the date of publication and more precisely by 08.02.02.


11. Time extension
The Examining Body can extend the closure dates, according to Art. 10 but only on the condition that it is aimed at gaining a general advantage for the results of the competition.
If there is a time extension before the closure date for the delivery of the presentations it will be published and disclosed in the same manner as the competition notice. If the time extension is after the closure date all registered participants will be informed.

III - THE WORK OF THE JURY AND THE RESULTS OF THE COMPETITION 
12. The Jury. Composition and role.
The jury is comprised of 7 permanent members, technical experts in the subjects encompassed by the various recognised professional societies.
There will be 3 renowned experts nominated by the Administrators of the Town Council:

Architect Francoise Burkhadt (Koln, Germany);
Architect Andrea Branzi (Milano, Italia);
Architect Roberto Collovà (Palermo, Italia)
Architect Paolo Maria Vannucchi,nominated by the Municipality of Prato;
Architect Paolo Mazzoni nominated by the Soprintendenza of Monument;
n. 1 Architect to be nominated by the CNA
n. 1 Engineer to be nominated by the CNI
n. 7 substitutes members nominated by the same above mentioned Organisations.
The members of the jury have to declare to abide by all the competition rules. The decision of the Jury is indisputable and can only be reached if all members of the jury are present. A meeting of the jury is only valid if all its members are present. When one of the permanent members notifies that he will be unable to attend one of the sittings for sudden incapacity or any other reason, a procedure whereby the corresponding substitute will be summoned shall be initiated. If this happens for two consecutive sittings, the permanent member ceases to fulfil his role and will be permanently replaced by the substitute. The President of the Jury must be elected at the first meeting by the permanent members. His moral task will be to ensure that the transparency and correct proceedings of the competition are respected.
The components of the jury cannot receive other posts from the Examining Body either in planning or consultancy which are in any way related to the object of the competition, either as individuals or as components of a group for a period of 12 months.
Those members of the Jury who are not part of the Town Council administration will receive as a token of their presence a sum of L 700,000 for every meeting attended, as well as a reimbursement for costs effectively sustained.
The President of the Jury in overseeing the Competition will be able to make use of the Competition's secretary and Coordinator, who will have the task of recording the proceedings and assisting and cooperating with him in all his examination activities.

13. The work of the Jury
After the last closure date for handing in the presentations the person responsible for the procedure together with the Coordinator will oversee the opening of all the files containing the presentations for the competition and the envelopes with the documents and will compile a list with a recognition number for the plan (protocol) and a progressive number which must not correspond with the order of delivery of the presentations. The progressive number order must be applied to every presentation for the competition and on every sealed envelope containing the personal details, the signature and the participant's documentation. The list containing the ordered numbers and the recognition number must be deposited together with the envelopes in a safe place, until the end of the public sitting.
The Jury, called together by the Coordinator, with at least 15 days warning, must finalise the examination of the technical presentations within 60 days from the closure date of the competition.
The work of the jury will be secret and valid only in the presence of all its members. A verbal register will be kept by the secretary and guarded for 90 days after the declaration of the winner, which will be presented in a conclusive report containing the final classification, together with the relative reasons, indication of the method used and summary of the course of the work.
The jury will proceed in the following manner:
· It will exclude all plans not conforming to the requirements of the competition
· It can define further judgement criteria with respect to those already defined by the competition rules as long as they do not contradict any requirements.
The substitute members can however assist with the work of the Jury. The Jury, as well as conferring the prizes provided for by the competition can decide unanimously to confer special mentions or recommendations without prize money.
The prizes shall however be assigned and will not be admitted ex-aequo (unless the Jury decides unanimously that it is divided in its opinion and accepts this judgement for serious and justifiable reasons).
Any prizes not assigned must however be divided between the participants. If a classification were not agreed upon within the time scale provided for, the entire sum of prize money would be divided equally among all participants.

14. Results of the competition and Prizes
Within 15 days of the final judgement of the presentations and of the drawing up of the classification of merit, the Jury will proceed to open the sealed envelopes during a public sitting, checking all documents.
The jury will then announce the assignment of prizes. If one of the prize winners gets excluded at this point as a result of the check carried out on the documentation, he will be immediately substituted by the next person in the classification.
The competition provides for a total of 3 prizes and 3 recommendations (with reimbursement of costs) to be attributed in the following manner:

- Assignment to the winner of the 1st prize of L. 42,000,000 equivalent to Euro 21.691,19;
- Assignment to the winner of the second prize of L. 27,000,0000 equivalent to Euro 13.944,34;
- Assignment to the winner of the 3rd prize of L. 16,000,0000 equivalent Euro 8263,31;
- Assignment of 3 prizes worth all together L. 15,000,000 equivalent to Euro 7.746,85.

These prizes are given in their gross amount, that is including VAT and any other contribution towards Social Assistance. 

The winner project will be adopted by tha Administration of the Town as the new Piano Norma of the area and will constitute the guide project for all the future transformations that will concern the area object of the Competition.
The idea that wins the price is acquired by the Town Council and will be its property. The definition of technical and town-planning aspects will be entrusted to the winner of the competition. The Town Council will insert the project in the Triennial Program of Public Works as accorded by law 109/94. As provided for by art. 57, sixth clause, of the DPR 554/99 the winning project could be put as base of a contest of a subsequent project competition for the entrusting of the architectonical design. The winner of the prize will be admitted at the relative procedure, if fulfils the requirements provided for it.
The person responsible for the procedure will take care of the concluding procedure, enforcing the final results of the competition.
Within 15 days after the announcement of the winner by the competent body the final classification, the list of all the participants and the jury's report will be divulged and sent to all the participants and to the professional societies. 
The professional societies have the task of communicating the results to the CNA and the CNI through the appropriate channels.

IV - FINAL OBLIGATIONS 
15. Exhibition and Publication of the plans
The Examining Body, within a short period of time, not exceeding 60 days, will provide for the announcement of the winner through the competent body. The proposals of the participants will be rendered public through an exhibition of the plans and the publication of a catalogue which will also contain the concluding report of the jury.
Participation in the competition is considered as authorisation for the exhibition of the plan and for its publication without any extra charge for the participant.

16. Intellectual and property rights of the proposals.
Apart from the intellectual and property rights, the winning idea is considered to have been acquired by the Examining Body, which will then have the right to keep all relative presentations therewith.

17. Return of plans
Within 30 days following the end of the exhibition of the recognised plans, all plans, except those of the 1st prize winner, can be collected by the participants at their own cost.
After this time period the Examining Body will no longer be responsible for their safe-keeping.

18. Uniformity of the competition
The present Announcement has been written as provided for by law 109/94 and the accomplishment rules approved with D.P.R. 554/99. It is in accordance with the "Decalogo dei concorsi" approved by the Assemblea dei Presidenti degli ordini Provinciali degli Architetti on 28 January 2000 following the guidelines provided by the Consiglio Nazionale Architetti.
It has been approved by the Giunta Comunale di Prato with the deliberation n. 442 on 12.07.2001 .
It has been approved preliminarily by the CNA.
It has been transmitted to the CNA and the CNI to be divulged to all the professional societies in the concerned territories with the invitation to publish it directly for their own members.
