The government
of Mexico, through the Secretary of Public Education (SEP) and the
National Council for Culture and the Arts (Conaculta), has decided
to construct the new building for the Biblioteca de Mexico "José
Vasconcelos". Accordingly, the National Fund for Culture and
the Arts (Fonca), through Conaculta, is pleased to announce an international
competition to select the design and architect or group of architects
for this new building.
The "Biblioteca" will be the central facility of the National
Network of Public Libraries, a system of almost 6,500 libraries throughout
the country. It will be located in Mexico City, and ultimately house
more than 2 million volumes of the worlds greatest reading material.
At the same time, the library will employ the latest technology to
connect citizens of Mexico, their public libraries, and their rich
cultural heritage with the other great libraries of the world. This
will be a facility everyone can share and enjoy, a place to encourage
literacy, cultural interaction, and personal growth. Mexico has one
of the worlds greatest arquitectural patrimonies, and the new
"Biblioteca" must contribute to that heritage.
Fonca is now issuing a Request for Qualifications and Ideas (RFQI)
and encourages talented architects from around the world to reply.
This RFQI will constitute Stage One of a two-stage competition. Competitors
must register free of charge at Conacultas website: www.conaculta.gob.mx
in order to have access to the Stage One Program (Terms of Competition).
Registration and responses to the RFQI are due in Mexico City by June
27. The responses will be reviewed by the following jury of noted
architects, engineers, librarians and writers.
This jury will select the 7 finalists who will move forward to the
second stage of the competition. The 7 finalists will be announced
on July 02 and for Stage Two will propose preliminary designs for
the library, which will be reviewed by a jury of renowned experts.

In the event that a juror should find it impossible to attend due
to unforeseen circumstances, all contestants will be immediately informed
of the name of his / her replacement.
The design proposals will be due in Mexico City on October 2 and 3.
At the end of that review, the winner of the Stage Two Competition
will be announce on October 4.
The competition will begin on May 16 with the publication of the Request
of Qualifications and Ideas. Only architects with ten years or more
of professional experience and a license to practice in their country
may respond. Architects with under 10 years experience may participate
in association with architects who fulfill this requirement.
