World Habitat Awards
Building and Social Housing Foundation


The World Habitat Awards were initiated in 1985 as part of the Building and Social Housing Foundation's contribution to the United Nations International Year of Shelter for the Homeless in 1987. The principle objective of the international year was for every nation to draw up strategies, policies and programmes that would enable practical and attainable improvements to be made in the shelter and neighbourhoods of all poor and disadvantaged people by the year 2000.


PURPOSE

The World Habitat Awards were initiated in order to identify innovative and successful human settlement projects throughout the world which could be replicated elsewhere. Projects are sought which offer sustainable futures to residents and which provide practical and imaginative solutions to current housing problems in developed and developing countries. In both instances projects are sought which view the solution of housing problems from a broad perspective and address themselves to the related problems of unemployment, diminishing energy resources and a sustainable future, in addition to the housing problem.

Every year the competition has attracted quality, innovative projects, capable of replication in either the developed or developing world. To date winning projects have been identified in Turkey, India, Malawi, United Kingdom, Sri Lanka, United States of America, Poland, Egypt, Switzerland, Cyprus, Costa Rica, Japan, Venezuela, The Czech Republic, Philippines, Singapore, Indonesia, Germany, China, Denmark, Namibia, Canada, Ecuador and Brazil.

Each year two cash awards of £10,000 and individually designed and crafted silver trophies are presented to the winners of the competition on World Habitat Day. Assessors of the Awards include the executive Director of the United Nations Centre for Human Settlements and the Rector of the United Nations University in Tokyo.


DETAIL OF ENTRY

It is intended that entry to the world habitat award should be is easy accessible as possible. Breif preliminary submissions are all that is required as the first stage of entry and these have to be recived by the 1st July. Detailed scrutiny of these preliminary submissions enables a short list of projects to be drawn up from which comprehensive final submissions are requested to be received by the 1st December in the same year. ELEGIBILITY

Entries will be accepted from individuals, organisations and governments of any country in the world.

Where an existing project is submitted, the submission must be either by the original designers of the scheme or be accompanied by a letter of permission from the designers for its submission as an entry to the competition and for its publication in the event of winning.

Previous entries can be resubmitted in subsequent years providing that the project has been further developed in the intervening time period.


CONTENT OF SUBMISSION

Schemes may be either presentations of existing projects which fall within the criteria of the awards or may be designed specifically for the competition, although preference will be given to existing projects.

Each scheme submitted must be capable of being financially self-supporting or of attracting private or public funding. Preference will be given to those schemes which do not rely upon substantial public funding. Evidence of provisional or actual financial support, if required, would be welcomed in the submission.

Each scheme submitted should have the capacity of being applied in principle elsewhere in the developed or developing world as appropriate.

Schemes are sought which identify human settlement projects that offer sustainable futures to the residents and which present practical and imaginative solutions to current problems. Suggested areas for consideration are set out below for all applicants. Schemes need not be restricted to these suggestions and additional areas may be submitted if desired.

Preference will be given to those schemes which view the term human settlements from a broad perspective and bring benefits in other areas as well, for example, energy saving, employment generation, training and education.


SUGGESTED TOPICS

Provision of low-cost, affordable housing for the poorest sector of the population.
Restoration of areas of decayed housing and environmental degradation.
Upgrading/improvement of slum dwellings and shanty settlements.
Provision of shelter for the homeless.
Regeneration of towns and cities where the main source of employment has disappeared.
Sustainable lifestyles in urban and/or rural areas.
Energy efficient housing.
Housing developed and managed on a co-operative basis.
Affordable housing built using innovative design and/or construction materials.


PRELIMINARY SUBMISSION

All entries submitted must be in English.

The preliminary submission should be made either by completing the enclosed entry form or should comprise a concise summary of all aspects of the scheme. Full plans, costings and feasibility reports are not required at this stage, although may be supplied if you wish.

Photographs of the completed scheme would be appreciated or a plan of the scheme if at design stage only.

All entries must be received by 1st July in the relevant year.


FINAL SUBMISSION

All entries submitted must be in English and in duplicate.

The submission should be typed and include:

Aims and objectives of the scheme.
Description of the scheme, including physical, social and financial aspects.
Financial statement containing both the capital costs of establishing the scheme and the revenue costs, where appropriate, of running it.
Clear identification of the key innovative features of the scheme.
All entries should be accompanied by supporting plans, diagrams and costings.

The format of text, plans, diagrams and photographic presentation is entirely at the candidate's discretion, subject to a size limit of A4 or slightly larger.

All documents will be returned, if required, after judging has taken place.

All entries must be received by 1st December in the relevant year.


COPYRIGHT

Whilst BSHF will not hold the copyright of any scheme submitted, it is understood and agreed that any scheme so submitted will be available for international exhibition, demonstration and publication without further permission of the copyright holder. BSHF will only accept submissions on this understanding and agreement without further permission of the copyright holder and the prize, if won, will be made to the person submitting the entry in reliance upon such representation and warranty. BSHF cannot be involved in any negotiations regarding financial and copyright arrangements between the two parties.

Where a submission of an existing project is made by a person or persons other than the holder of the copyright, the submission of such project shall imply a representation and warranty by such person that the holder of copyright consents to such submission upon terms that it will be available for international exhibition and demonstration and publication.


PRIZE MONEY

Awards of £10,000 will be made to the two winning projects. Of this £10,000 Award, it is required that at least £7,000 be spent on the production of high quality information about the project, suitable for international exhibition and demonstration. This expenditure will be made after discussion between the winner and representatives of the Building and Social Housing Foundation. BSHF retains the right of ultimate discretion in the matter. The remaining £3,000 is to be used at the winner's discretion.

BSHF reserves the right not to make an award in the event of the judges deciding that none of the entries achieve the standard sought or fulfil the criteria adequately.


CLOSING DATE

Preliminary Submission

Preliminary submissions should be received no later than 1st July in the relevant year.
Notification will be given no later than 1st September where a final submission is required.


Final Submission

Final submissions should be received no later than 1st December in the same year.
The final submissions will be judged by a panel of international experts whose decision will be final.
The Building and Social Housing Foundation cannot enter into correspondence concerning any entry, for either the preliminary or final submission stages
