ART CENTRE of the THIRD MILLENNIUM
open competition for the project of the architectural-sculptural complex



THE GENERAL PROVISIONS.

The competition is being carried out jointly by the following organizations: Creative Centre Exhibition Hall "Fyodor" St.Petersburg Humanitarian Foundation Aurora St.Petersburg Union of Architects of Russia, Committee on urban-planning and architecture of Administration of Saint-Petersburg.

The program and the conditions are developed according to the Provision of conducting competitions approved by the decree of Committee on Construction of Russia and Ministry of Culture of Russia No 16-5 of 12.07.94.

The object of the competition is the Art Centre of theThird Millennium - a multifunctional public building combining functions of a museum complex, complex of intercourse and knowledge, platforms for creative activity in all spheres of art. The museum is conceived not only as a depository of samples of culture, but also as a museum of the information about culture in the widest sense of this word. Everybody, wherever he is, can use the information base of the museum.

The general purpose of the competition is the creation of the exploratory offers (conceptual architectural designs), which reflect in whole the idea of creation of the Art Centre of the Third Millennium, and the choice of the best of them for further development by authors' collective, the winner.

The competition will be carried out in two rounds.

In round 1 of the competition the participants' offers will be selected for the participation in round 2 by the jury.

In round 2 the decision of the jury will give the winner the right to develop the complete set of all subsequent stages of the design documentation for constructing the Art Centre of the Third Millennium.



THE PROGRAM of the COMPETITION.


1. Preamble.

The mankind is coming into the third millenium. A person experiences the environment fuller. While the civilization is developing, the society is renewing spiritually. New ethical and esthetic categories and criteria of events occuring in the society are appearing. All these influence art. Art, in its turn, reflecting spiritual experiences of a person, influences spiritual perfection of the society.

On the other hand, the intellectual progress of the civilization offers the mankind inconceivable earlier ways and methods of creative process and preservation of its results. Modern technologies are not opposed to art any more - they cooperate, they form synthesis giving interesting and esthetically valuable results. The beauty not only rescues the world, it is eternal "engine of progress".

Prosperity of the state - is a derivative from psyhological, spiritual, moral, intellectual and physical condition of a nation. Its strenghtening and treatment, in turn, require modern and perfect forms and ways of education, propagandizing humanistic ideas.

The Art Centre of the Third Millennium, capable to unit in space and time functioning of various establishments of culture and art, creative organizations and individuals, is intended for assistance in fulfillment of this great task.

The basic tasks of the Centre: culture, education, science.

Realization of complex educational and bringing up mission by comprehensive, harmonious and psyhologically steady development of a personality on basis of modern real and virtual socio- and info-technologies.

Dynamic reflection and popularization of modern art, and also support of progressive tendencies in the field of psychology, education, culture, art, technical design, architecture.

Interpretation and delivery on various data carriers to any point in the world the information about works of all kinds and genres of arts, literature, architecture and design.

Development of new methods, forms and concepts of psyhological and esthetic influence on listener and spectator.

The centre includes the following blocks:

Art Museum of the Third Millennium
Educational centre
Scientific-analytical centre
Art-village

Each of these blocks can be located in different parts of the city and can be connected to others with existing or newly constructed transport systems.



2. Choice of a site and urban-planning conditions.

The site for the structure is located on the seashore, in the landscape structure of Primorsky park. The choice of a site in the St.-Petersburg 300-Anniversary Park is substantiated by the urban-planning, historical and symbolical factors.

To the north, at a distance of about 1 km, there is Moscow-Helsinki international highway. The building of the Art Centre will be seen well from there. The urban-planning restrictions are specified in the enclosed rules for lot 8 of the Park. (appendix 7)

At the stage of the competition requirement of coordination with the architectural decisions of the sites in the east zone of the park, existing in the rules, is removed for lack of those decisions at present.

It is necessary to consider, that despite lack of legal restrictions of height of a structure, it is essential to be guided by common sense, and also by principles of preserving the silhouette of the historical centre of St. Petersburg.



3.Requirements to volume-spatial decision and to synthesis of arts in the building of the Art Centre.

The synthesis of arts in the submitted projects will be an important criterion of the estimation of works. It is supposed, that the building of the Centre should be an architectural-sculptural complex with possible use of other means of monumental fine art. The customer's wish to the participants of the competition is to include in the general composition of the structure the sculpture W? w AuroraW? y sculptor Konstantin Simun. The depiction of the model of this symbolical figure in several perspectives is enclosed with the Program of the competition. The authors are free in treatment of interrelation of the sculptural image and structure, and also in the physical size of the sculpture. .

5. Constructive requirements to a building.

The authors of the projects are free in a choice of materials and constructive systems. It is necessary to mean priority of synthesis of an architectural image of a structure and its sculptural part, necessity of achievement by all means, including constructive, unities of a structure, creation it as an architectural - sculptural complex.



6. Conditional name.

The organizers of the competition accept for the building of the Art Centre of the Third Millennium the name W? ew Aurora W? The architectural - sculptural complex symbolizes the entering of the mankind into the third millennium with all its contradictions and instability, and Goddess - New Aurora radiates light of good and hope for spiritual revival of the mankind.

5. Photopanorama of the existing situation in the area of designing.
6. Urban-planning rules for building up lot No 8 for the building of the Art Centre of the Third Millennium.
7. Photoes of the sculptural model " New Aurora " by Konstantin Simun with the indication of the maximal physical dimensions of the sculpture for use in the architectural - sculptural composition, and also with the image of a variant of the combination of the figure and the building in Konstantin Simun's interpretation.



8. Materials given by the participants for round 1 of the competition.

1. Fragment of the development of the St.-Petersburg 300-Anniversary Park with inclusion in it a silhouette of the projected building of the Art Centre of the Third Millennium - Scale 1:1000 (L = l, 0 m)
2. Development in meridian direction on line AA (see sheme), with a section of the territory of the park and inclusion in it a silhouette of the projected building of the Art Centre of the Third Millennium - Scale 1:1000 (L = 1, O m)
3. Location scheme of the building of the Art Centre of the Third Millennium on basis of the Scheme of functional zoning.
4. Plans of floors - Scale 1:400
5. Section - Scale 1:200
6. Facades: southern and one of side - Scale 1:200
7. Perspective or axonometry picture of the building of the Art Centre of the Third Millennium. The size of frameworks of a picture - 0.5x1,0 m.
8.Model Scale 1:200. (The replacement additional perspective or axonometry by the image of a building is admitted.
9. Perspective or axonometric picture (pictures) of characteristic spaces of the building.
10. Explanatory note.



9. Standards of the submitted materials.

1. The materials of round 1 are given, as a rule, on tablets from polystyrene of the size 1000x1000. Traditional frames are also possible, as for the participants who do not live in St.-Petersburg, the submission of sheets turned in a roll is admitted.
2. The total number of sheets (tablets) should be equalled - 4, plus a model on a tablet by the size no more 1000x1000.
3. The explanatory note should be whenever possible brief and printed on paper of a format A4. The fragments or, at the discretion of the authors, a whole note should be placed on tablet.
4. Any kind of a diagram is admitted in a plane of the drawing with application of colour.



CONDITIONS of the COMPETITION

1.Round 1 of the competition - is open. The creative collectives, separate experts, organizations of any patterns of ownership, foreign firms and companies can take part in it.

2. For reception of initial materials in the textual-graphic form it is necessary for a participant to bring in a registration payment at a rate of 50 USA dollars (for students - 25) in a rouble equivalent used for the organization of the competition. In case of reception of materials through INTERNET the entering of a registration payment is possible for making with delivery of materials for the competition, however it is necessary to send to the address of the organizers of the competition new-aurora@pop.convey.ru the registration message containing an application in the free form about intention to participate in the competition, name, address and telephone.

3. All materials are represented for the competition under the numerical motto consisting of 6 not repeating more than two in succession figures. Height of a font is 10 mm. An envelope, designated by the numerical motto is applied to the materials.The envelope contains the essential elements of the firm or information about authors' collective, including the address, telephone and, at the discretion, other coordinates. The close confidant is underlined also from among the authors for reception of the premium in case of his (her) award. If such person is not named, the premium is transferred by equal shares to all the authors specified in a motto envelope.

4. For the rather best projects sent for round 1, three equal premiums of 2.000 USA dollars are established.
The jury has the right, besides awarding the premium, to encourage deserving works, without awarding them the premium.

5. The authors of all awarded works have the right of participation in round 2 of the competition.

6. Except the winners of round 1, having the right of participation, one authors' collective can be admitted, as an exception, to round 2 under the sole decision of CC "The Exhibition Hall "Fyodor".

7. Round 2 of the competition - is closed. The number of authors' collectives, participating in it, should be no more than four, all licensed in accordance with established order for realization of design activity in the Russian Federation.

8. The works submitted to round 2 according to the conditions of the competition, are paid on a compensatory basis. Indemnifications are established at a rate, determined as a share, equal for all participants, from the fund of 9.000. USA dollars in a rouble equivalent.

9. The winner of round 2 of the competition acquires the exclusive right to realization of the project, that is to realization of a complete complex of design works by the order of CC Exhibition Hall "Fyodor"

10. The jury reserves the right to itself to submit additions and specifications to the Program of the competition after the end of round 1 by results of its consideration.

11. The materials for round 1 are moved by the participants to address - 52, Bolshaya Morskaya, St.-Petersburg, Russia not later than 18:00 o'clock, 17.05.99.

12. The decision on round 1 is accepted by the jury not later than 31.05.99.

13. The exhibition of works of round 1 is opened for a view from May 19 to May 28, 1999 in the House of Architect in St. Petersburg, except for time of sessions of the jury.

14. The announcement of the decision of the jury on round 1 of the competition is considered as the beginning of round 2.

15. The term of work for the participants of round 2 is established two calendar months from the date of distribution by the customer of the Program, corrected by results of round 1 of the competition.

16. The materials for round 2 of the competition are moved by the participants to the address, specified in item 13. The term of submission of materials for round 2 will be announced together with the program, updated for round 2.

17. The jury accepts the decision on round 2 in time no more than 10 days from the date of submission of materials by the participants. Indemnification for the executed works will be carried out in the same term.

18. Indemnification for works to a participant of round 2 is not made only in case of a rejection of his(her) work by the decision of the jury for reason of discrepancy to the Program of the competition.

20. The beginning of the competition is considered to be the date of the publication of the announcement in urban mass media. The message on the starting date should also be placed in INTERNET. The publication and accommodation of the message is carried out by the customer.

21. The works of round 1, which had not been awarded, can be claimed by the authors in a month's time after the announcement of the jury's decision. The right to possession of a graphic part of awarded works of round 1 and of all works of round 2 belongs to the customer.
