Ansaldo: City of Cultures
International Engineering and Design Competition


1. Object of the Competition

The City Council of Milan and especially the Councillors for Culture, Museums and Town Planning hereby announce an international design competition in two phases for the creation of a new cultural attraction called "City of Cultures" on the site of the former Ansaldo factory at Bergognone 34 st., Milan, Italy.

Inside the Ansaldo complex, this new cultural attraction will feature in a special way:

ARCHAEOLOGICAL and PREHISTORIC MUSEUMS: Etruscan, Graeco-Roman, Middle and Near East, and an Archaeological Library;

- a CULTURAL CENTRE, i.e. an archive and Non-European and Far East Ethnographical Museum: India, Japan and China (with the collections of Milanese travellers of the nineteenth and twentieth centuries, with armour, ceramics and lacquer-ware), the Middle East, Africa and Pre-Colombian America;
- C.A.S.V.A., a Centre for Studies of the Visual Arts (libraries and film archives);
- a School of Cinema, Television and New Media;
- a Workshop for the traditional Colla Brothers' puppets.

The new museums will be provided with additional public services such as restaurants, bookshop(s) and spaces to be allocated for exhibitions of the non-European cultures prevailing in the city and also equipment for multidisciplinary and multimedia cultural activities, in addition to all the usual management and administrative services, as indicated in the "Functional Programme" contained in the documentation attached to this notice in which the estimated amount of space needed for the various sectors are summarised.

These will have to be placed inside the buildings 12, 12A, 13, 13A, 31, 32 and 32A, which form the outside of the structure facing the length of Tortona Str. and which comprise more than one floor including several basement areas for a gross floor area of approximately 17,870 square metres. The School of cinema and television is to occupy site 13A, on the ground floor on which the office of the Colla Brothers' Group will be situated.

In addition to this, a new construction will be required in the area currently occupied by the former Ansaldo canteen following the demolition of buildings 22, 33, 34, 35, 35A, 36 and 36B, for a total gross floor area of at least 7,500 square metres. The new building is mostly destinated to house the new Centre of Non-European Cultures and the rooms needed by it for temporary exhibitions.

The location of the other enterprises and functions, the linking spaces between them and the visitors’ routes through the complex of both old and new buildings, are one of the subjects of the design competition to be submitted, and entrants must justify their proposals with reference to accepted museum and architectural criteria. In the documentation that will be provided for the second phase of the competition, there will be a plan showing the distribution of the various sectors.

Competition entrants will also be wellcomed to propose their design schemes for the following topics:

Links in terms of urban morphology and traffic management with special attention to the area of the Porta Genova Station which is bound to be dismissed in the future.

The internal design of the Ansaldo complex as it affects professional relationships between the different functions and activities both in terms of connecting and separate services and facilities, and the project of open pedestrian areas between buildings that are one of the subjects of this competition and those already allocated (Scala, Brera, municipal offices).

The composition of a precise solutions "Abaco" for the various building materials, the façades, the external furnishings and the signs and sign-posting which guarantees a unified, harmonious and co-ordinated image for the many and varied functions housed in the Ansaldo complex.



2. Procedure

Type of competition and publication of the Official Announcement

The competition is open to architects and engineers, Italians and foreigners, regularily registered on the rolls of their respective boards or with the professional associations of their home countries and are thus authorised to exercise their profession and participate in such competitions at the date of the publication of this announcement. Entrants may be individuals or in team, possibly banding together, with firms or professional groups always provided that the architect that is to sign legally responsible for the group as a whole is clearly indicated.

This announcement is to be published in the Official Gazette of the Republic of Italy and the Official Gazette of the European Union. To ensure it's adequate diffusion, a copy will be sent to international professional organisations via the Ministry for Foreign Affairs, and also to the principal cultural institutions and specialised information media.

NOTE: Entrants must produce, along with and attached to their profiles, EITHER a declaration made as a substitute for an official certificate (hereinafter referred to as a declaration of the first type) in accordance with Article 2 of the Law of 4th January 1968 no. 15 and Article 1, paragraph 1 of the Presidential Decree of 20th October 1998 no. 403 OR a declaration made as a substitute for a notarised document (hereinafter referred to as a declaration of the second type) in accordance with Article 4 of Law n. 15/68 and Article 2, paragraph 1 of the Presidential Decree no. 403/98, not authenticated (Art. 2 of Law no. 15/68 and Art. 2, para. 11 of Law no. 191/98) and dated not more than six months prior to the date of the presentation of the application to enter the competition (Art. 2, par. 3 of Law no. 127/97, as amended by Law no. 191/98 and Art. 6, par. 1 of the Presidential Decree no. 403/98) IN ADDITION TO a photostat, not authenticated, of an identity document (Art. 3, para. 1 of Law no. 127/97 as amended by Law no. 191/98) AS INDICATED BELOW:

A. For entrants of a business nature, a declaration of the first type stating that whoever signs the material required by clause 3 of this official announcement is the legal representative of the business;
B. For entrants of a business nature, a declaration of the first type stating that the entrant is registered in the Register of Businesses or the equivalent professional register of the relevant European Union state for entrants not resident in Italy which shows that the entrant’s business activity is analogous to that which is the object of this competition; for freelance entrants a declaration of the first type that they are registered with their relevant professional Order or for non-residents of Italy with the equivalent foreign professional body;
C. A declaration of the first type in which the entrant attests, accepting all responsibility in this matter, not to be subject to any of the conditions referred to in Article 11, points b) and e) of the Legislative Decree of 24th July 1992 no. 958, as subsequently amended;
D. A declaration of the second type in which the entrant attests, accepting all responsibility in this matter, not to be subject to any of the conditions referred to in Article 11, points a), c), d) and f) of the Legislative Decree of 24th July 1992 no. 958, as subsequently amended.

Under the provisions of Article 17 of Law no. 109/94, as subsequently amended, the following may participate in the competition: freelance professionals, either individually or in partnership, in the forms referred by the Law of 23rd November 1939 no. 1815, as subsequently amended; associations of professionals as referred to in paragraph 6, sub-paragraph a) of Article 17 of Law no. 109/94; engineering firms referred to in sub-paragraph b) of the same; and temporary groupings of the above mentioned or groupings that the members have declared their wish to constitute, to which are to be applied in as far as compatible the provisions of Article 13 of Law no. 109/94, as subsequently amended. It must be indicated in the form of a declaration who is to assume the mantle of head of and agent for the group and such a person must be, in consideration of the provisions of the paragraph below, an architect.

In accordance with Article 17, paragraph 8 of the Law of 11th February 1994, no. 109, as subsequently amended, and the Royal Decree of 23/10/1925 no. 2537, Art. 52, entrants who participate in association must indicate, during the presentation of the project, the name of the architect who is to be personally responsible for the carrying out of the work.

2. Information Pack

The information pack necessary for participating in the first phase of the competition, which contains indications on the design project and a plan of the site, can be required by letter or fax from the above addresses or by consulting the Internet site. Those who reach the second phase will receive complete documentation which contains all the elements necessary to the carrying out of the project as specified herein.

2.4 Jury

The Jury is made up of permanent and substitute members and is the same for both phases of the contest. Should a permanent member be absent, a substitute will be appointed on a permanent basis by the President of the Jury. The substitute members will participate fully in the workings of the Jury but without the right to vote.

An appointee of the Office for Public Competitions of the City Council of Milan will work with the Jury as secretary, but without the right to vote.

The Jury will be assisted by a Technical Commission in it's selection of the profiles in the first phase and the preliminary trialling of the projects in the second.

In any case, the Jury’s decision will be definite, even on matters pertaining to disqualification as per clause 7, matters on which the Technical Commission will give a preliminary judgement.

2.5 Technical Commission

The Technical Commission for the preliminary audit of projects will be composed as follows:

2.6 Exclusions

The following are not eligible to enter:

. members of the jury;
. members of the Secretarial and Administrative Offices;
. members of the Technical Commission;
. family of the above (up to third degree of imparentation);
. employees and associates of the jury members and the organisation encharged with the publishing of this competition;
. subjects encharged with the preparation and distribution of this and related documents;
. employees of and contract holders with the organisation encharged with the publication of this competition.

First Phase
The following documentation is needed for entry:

. A maximum of 12 photographic 35mm slides illustrating the entrant’s work, whether carried out or not;
. A maximum of 12 A4 pages of pictures and text illustrating the entrant’s work, whether carried out or not;
. A profile or curriculum vitae of no more than four A4 pages in which are listed projects realised, results obtained in project competitions (award winning projects or commendations), and cultural awards pertaining the topic of this competition;
. An expertise of no more than two A4 pages illustrating the approach to the topic of this competition and indicating the specific competences of each member of the entering group.

This presentation should include the above mentioned items, in the prescribed amount also in case of a team

All the material must be bound in a single document, A4 size, with three copies submitted (which will not be returned to the entrants).

3.1 Visits to the Complex

These will be organised for the 7th September 1999 and 14th September at 9.30 a.m. Booking should by fax to the secretarial office during the week prior to the visits.



3.2 Result of the first phase of the competition

Within 65 days from the closing date for entries, a maximum number of ten entrants, will be chosen by the jury to participate at the second phase. The jury will take into account the following criteria:

. Cultural awareness expressed by the architectural works and projects submitted;
. Capability to solve complex project related problems in the face of a variety of different organisations present in the same area;
. Innovative ideas in the field of museums;
. The capability, suitability and compatibility in the various sectors of the groupings created ad hoc by the entrants.



4. Second Phase

Those selected for the second phase will have to elaborate a preliminary project according to the requirements of the functional programme and from the documentation provided by the organisers of the competition, according to the law abiding at the time of the publication of this document.

They will be furthermore invited to a meeting at the complex with representatives of the organisers of the competition, the Technical Commission and the Secretarial and Administrative Department. At the meeting may attend the legal representative or a delegate from among the group members, accompanied by not more than one member. The records of the meeting will be available to all entrants.

The selected entrants will receive a dossier of documentation along with the graphics necessary for the completion of the project in a series of paper documents and CD Roms in the DWG and DXF formats. These are:

. A general map of the sector of the city at a scale of 1:500;
. A general map of the area at a scale of 1:2000;
. A general map of the complex at a scale of 1:500;
. Drafts and important sections of the related buildings at a scale of 1:200;
. A series of colour photographs;
. A three-dimensional base for the insertion of the relief model at 1:500.



4.1 Clarification.

The selected entrants may submit questions for further clarification to the Secretarial and Administrative Department by writting, within the 20th November 1999. Within 15 days from this date, all entrants will receive a synthesis of the questions and answers by fax or e-mail, or both.



4.2 Requirements of the project and it's consignment.

The requirements of the project are those foreseen for the preliminary project according to Article 16 of Law No. 109 of 1994, and therefore:

A general map of the area showing the subject of the project and the proposed interactions with surrounding functions and public spaces (transport services, mobility, parking) at a scale of 1:2000;
A general map showing the subject of the project in the Ansaldo area at 1:500;
Graphics (plans, prospects and sections) describing the architectural proposals for the different functions at 1:500/1:200.
Perspectives, axionometries or other illustrating the planning choices at any scale;
On a free scale, construction details useful for the comprehension of the eventual construction technologies or innovative plant engineering or of special features of implementation of the museum spaces in order to evaluate the economic impact.
A relief model at 1:500.
The drafts (no more than seven), should be mounted on light rigid panels in A/0 format. Provided they contain the above details, forms, colours and materials may be freely choosen.

The drafts must also be consigned in A3 format bound in an album with five further pages of the same format in which, besides the synthesis of the project, should contain:

. The organisation of roles, responsibilities and management criteria foreseen by the entrant for the carrying out of the project;
. Economic impact of the work in preliminary and parametric form;
. Timetable and schedule of the work.

Other and different matters or papers will not be admitted and will entail the risk of exclusion.

All this must be consigned according to the rules for the consignment of the materials for the first phase by the 31st January, 2000, to the above address.



4.3 Preliminary Trialling of the Plans

The Technical Commission will conduct an enquiry into each project, which enquiry will limit itself to the feasibility of the project, its costing and to the satisfaction of the criteria in 4.2.



4.4 The work of the Jury

Within 20 days of the closing date, the entrants will be invited to illustrate personally to the Jury their criteria and plans.

The decision of the Jury will be by of the voters majority.

The Jury will, at the end of the competition, make public its judgement and reasoning and express its judgement on the individual projects.



4.5 Criteria of the Jury’s Reasoning

The Jury will take account of the following criteria in order:

Quality of the architectural solutions and cultural plan;
The general effect of the project as it relates to the complexity and variety of the enterprises present and the professional relationships between them;
An innovative approach to the specific requirements of a museum system dedicated to different cultures;
The reuse of the industrial buildings;
Practicality and concreteness of the building programme.
Proclamation of the winner and award of the work
In accordance with Legislative Decree 157/95, Article 7 paragraph 2 sub-paragraph C, the winner will be awarded the preliminary, final and executive planning of the new centre, in accordance with the rules and conditions which govern the exercise of professional activity in Italy and as per Law 109/94 and its successive amendment. The planning must be done in accordance with the stipulations by the commissioning body.

The payment for the preliminary final and executive planning will be calculated or the basis of the professional tariff for engineers and architects.

The liability of the competition organisers is limited to the planner legally representing the group and not to consultants, technicians, firms and companies who may have collaborated.

Should within 12 months the award of the work not have been made by the competition organisers, the winner will be indemnified to the sum of Italian Lire 200 million, equivalent to 103,291.38 Euros.

Reimbursements
Entrants completing the formalities in 4.2 will be reimbursed Italian Lire 40 million, equivalent to 20,658.28 Euros.

Property Clause
Intellectual property rights and copyright remain with the entrants with the exception of the winner, whose work will become copyright of the organisers of the competition on the conferment of the work. The organisers reserve the right to put on public display, publish or allow the publication of material for promotional cultural purposes without financial recompense.

Language
The language of the competition shall be English and Italian.

Disqualification
An entrant may be disqualified for one of the following reasons:

. on late presentation of the material requested;
. if the conditions and limitations are not respected;
. if the entrant attempts to influence directly or indirectly the decision of a member of the technical commission or the jury;
. if the entrant makes public the project or part of it before the jury has expressed its verdict.

Transport and Insurance
The cost of mailing and insurance, if required by the entrants, of the materials must be borne by them, which material will remain the property of the organisers of the competition.



10. In pursuance of Article 4 of the Law of 7th August 1990 No. 241, as subsequently amended, it is hereby declared that the person responsible for the procedure of the competition is Dr. Alessandra Mottola Molfino.

Acceptance of the Rules
Entry to the competition implies on the part of every entrant the unconditional acceptance of all the rules of this competition.
