CASLa Floating Architectural Centre contest in Almere



1. Introduction

Because of its structural and public contribution to the city Almere, the CASLa foundation has been asked by the city council to function as developer, owner and manager of an Architectural Centre. At the same time the Architectural Centre will provide a location for archaeological developments. The interest in archaeology has risen considerably after findings on the route of the A27 motorway. The city council of Almere has
therefore asked CASLa to organise a contest for the design of two buildings. The Architectural Centre will be realised in 2001, the Archaeological centre will be finished after that, although the exact date is not yet known. Therefore CASLa has decided to give the contest the name of the Architectural Centre.

The most important goals of CASLa are to promote the interest for architecture, urban development and landscape architecture, and to stimulate the quality of town and country planning. CASLa plays a critical and promotional part and tries to observe problems. It stimulates involvement on the in and outside of Almere and functions as a platform for professionals. CASLa organises debates, exhibitions and tours, publishes walking and cycling routes, manages documentation, and organises events as well as advises on the organisation of events. The Architectural Centre will provide an important part of the cultural diversity in Almere. In the Centre the historical materials of the city will be united. They have been dispersed over numerous parties who have contributed in the past and present to the development of the city. The new centre will combine the functions of museum, documentation centre, exhibition area, cinema, and should provide a suitable atmosphere for lectures and meetings.

The Architectural Centre should stand out in its architecture, programme and the stimulating and challenging part it plays in the development and innovation in the city. It should invite curiosity about the city and the processes that have built it.

The presented questions as well as all the rules involved in this contest are specified. The contest programme is legally binding to the organizer, the city council of Almere and the members of the jury.

By signing up the participants accept the programme and its rules to be legally binding.

The contest programme is drawn up according to the model contest programme as described in Kompas and as named in the Covenant Contests in the field of architecture town planning and landscape architecture.

This contest falls within the European Guideline Services and has been announced according to the procedures of a design contest.

2. Location and assignment, preconditions, programme of requirements

Location
Both buildings will situated on a landing at the eastern shore of Weerwater. The landing should be reached through the Lumièrepark. Over the next few years the park will change into a cultural city park. Attractive walking routes will connect the park with the city centre. Furthermore, the park can be reached by boat. At the moment an art object, a cafe and a parking area are part of the plan. Enclosed you will find a map with a demarcation line (appendix 1).

The assignment will be:
To make two designs: one for the Architectural Centre and one for the Archaeological Centre.

Preconditions
(These are the same for both buildings)

The design must be able to be realised in the layout of the Lumièrepark (see appendix 1)
The project must be realised within a buildingbudget of Dfl 2,500,000. A budgetplan should accompany the designs. (The designs will be subjected to tests on their financial feasibility.)
The design must include the obligatory elements as stated in the programme of requirements.

Programme of requirements:

(These are the same for both buildings)
The design should include the following: a reception, a point of sale, office space for six people, an assembly room/hall, a cinema, exhibition space, an archive/library, sanitary facilities. The design should aim at a multifunctional use of space.
The cinema, reception area, library, point of sale and exhibition space can be combined in one area, for which 60% of the available space is reserved.
The remaining 40% is reserved for office space, sanitary facilities, archive and storage.
The reception area should also offer an area at which beverages and snacks can be purchased. This area should not be a café, but should provide
visitors with refreshments. Furthermore, this facility will be important when third parties rent the building. The reception area should be able to
accommodate a maximum of 50 people.
The limited space should be used as efficiently as possible, the building will therefore need a flexible floorplan. The solution will include a partly adaptation of the interior and the help of technical applications.
The building must be suitable for placement on a pontoon.
The total surface area must not exceed 500m².
A landing will be placed in the water, which will be the entrance to the buildings (see appendix 2). Public utilities will be present on the
landing. The landing is not a part of the design.

Entries that are not in accordance with the obligatory elements will not be accepted.


Non-obligatory elements:

There are two important components that influence the atmosphere of the surroundings: the Weerwater, a lake in the centre of Almere, and the Lumièrepark. In the Lumièrepark several art objects will be placed. The two buildings that are to be designed are individual buildings and are not
included in the layout of the Lumièrepark. However, the way in which the designs fit into their surroundings will be taken into account by the jury. The two floating buildings should be able to be taken to a different location at the shore of the Weerwater.

After a testing phase the jury will assess in what way the designs have dealt with the non-obligatory. The jury will take the results into account at the final assessment

3. Contest regulations

The contest 'Casa CASLa Floating Architectural Centre in Almere' has been organised by the CASLa Foundation, Markt 110, 1354 BA Almere-Haven. Contactpersons are: Jurgen van Staaden and Barbara Nieuwkoop. The contest is an open project contest.

Aim
The contest aims at finding a feasible design which incorporates a multifunctional use of the space inside the building.


Who can enter the contest

Architects who are registered in the architect register (of the Stichting Bureau Architectenregister- Postbus 85506, 2508 CE Den Haag) Architecture students of Academies or of the Technical Universities of Delft or Eindhoven. People from other disciplines such as industrial designers, people who are professionally involved with urban planing, landscape architects, artists and those who study the above mentioned, provided they are part of a team with an architect or a student of architecture. The above also applies to contestants from abroad. Architects who are not from the Netherlands should be registered in their own country according to the legislation of that country.

Debarred from the contest are the members of the jury and their firms, as well as those who have been in any way involved in the preparations of the contest.

How to enter the contest

Contestants can enter from 1 November 1999 to 1 March 2000. The registration fee is Dfl 100 per entry. It is possible to enter more than one design. The CASLa accountnumber: 7371717, Swistcode ING BNL 2A of the Postbank NV,

The entire contestprogramme can be downloaded from the internet at: www.casla.org. You can also sign up by e-mail, post or fax. The programme will be dispatched to you by post. The registration fee should be made payable to accountnumber 7371717 in the name of CASLa in Almere, stating contest. Proof of payment should be enclosed with the address letter stating the designer's name etc. (see below). The designs must be in possession of CASLa on 29 February at the latest.



How to submit the designs

The following rules apply to each design:
The design must be sent in twofold (one for the jury and one for the exhibition).
All drawings, images etc. must appear on one plate made out of a rigid material of A0 size maximum. It is not allowed to use other than A0 sizes.
Furthermore the jury wants a drawn ground plan which clearly shows how the space inside the building is used or what its possibilities will be.
In addition the jury needs a model of the buildings in A3 size maximum.
The design must be accompanied by an explanation of 200 words maximum.
The design must have a motto or title. The motto must be written on every item of the entry, including, documents and packaging.
The entry must be sent in a closed envelope with the motto/title and stating 'name letter'. A written statement must be included inside the envelope. The statement firstly declares that the contestant is the owner of the intellectual property of the design, and includes the name, address and phone number of the contestant. Thirdly, contestants must state their architect registration number or, when students, their subject/major and the name of the institute they attend. The information stated in the name letter will be disconnected from the design.

Entries and accompanying data that are not in conformity with the stated rules shall be excluded from the contest.

Each design should be exclusive, second options or variants are not allowed.

The designs themselves must be entered anonymously, but with the motto/title clearly stated on them. The motto/title must appear on every item of the entry, as well as the packaging.

In case of several entries, each design must bear a separate motto/title and must be packed and posted separately.

The designer must remain anonymous. Therefore anything that may disclose the identity of the designer or the origins of the design are not allowed on the design nor on the items that accompany it. Prohibited on the designs and accompanying items are: the handwriting of the designer, other indications that could reveal the designer's identity, signatures, wax seals, stamps etc.

The entry must be accompanied by two letters:

A name letter, which is a sealed envelope on which is written: the motto and 'name letter'. This envelope contains:
The name and address of the contestant (in case of a team the name and address of the person that is responsible must be entered);
A statement which declares that the design is the intellectual property of the designer;
The designer's architect registration number or, when students, their subject/major and the name of the institute they attend.

An address letter, which is a sealed envelope on which is written the motto and 'address letter'. This envelope contains:
A postal address (this address must be different from the address of the contestant) and proof of payment of the registration fee. The address letter will be used to contact the designer while maintaining anonymity.

After the jury has reached a decision she is entitled to open all name letters and to disclose the names of the contestants.

Any questions regarding the programme of the contest must be submitted in writing before 15 December 1999. The questions will be answered before 31 December 1999.

After the closure of the question round all questions and their answers plus any relevant information will be put in writing and made available to all contestants. From that time onwards this document will function as an appendix to the contest programme and will be legally binding in the same way.

It is not allowed to consult with anyone in any way outside the above-mentioned procedure.

Jury
The entries will be judged by a jury consisting of the following members:
Ruud Brouwers (director Stimuleringsfonds voor Architectuur), Bert Dirrix (architect), Ellen Marcusse (urban planner), Liesbeth van der Pol (architect) and Pieter Birkhoff (director of projects of Housing association Goede Stede).

Jurgen van Staaden and Barbara Nieuwkoop will take up a joint position as a secretary to the jury, giving up their right to vote.

When one of the members of the jury is not able to act as a judge a substitute member with the same qualification will be called upon.

The jury judgement will be made independently of the contestants and the judgement will be autonomous.


Judgement criteria
The most important criterion is the extend to which a solution has been found for the multifunctional use of the space inside the building. Other criteria are whether the buildings have an open and approachable character.

Judgement procedure:
Testing period:
After the designs have been submitted they will be tested against the rules and regulations of the contest in week 9 of the year 2000.

The entries will be tested against the preconditions as mentioned in the contest programme and complementary appendices. The entries are also tested against the contest regulations as mentioned in the contest programme. Entries that fail to comply with any of the above stated rules or conditions shall be excluded from the contest. This will be decided by
CASLa in consultation with the jury.

Judging:
Judging the entries will take place, depending on the number of entries, in two rounds. Round 1 will take place from 1 - 3 March 2000, round 2 from 13 - 17 March 2000.
The jury will assess the way in which entries have dealt with the assignment, the precondition and programme of requirements, and will judge the entries on individual criteria.

Subsequently, taking into account each aspect of each design, the jury will announce which designs are qualified for the award, and will also announce
a ranking order. The organiser as well as the contestant shall accept the outcome unconditionally.

In the period of 27 - 31 March the final decision of the jury will be made public and the name letters will be opened.

In April 2000 the report of the jury will be available. The report will be public and in writing.
The report of the jury will contain a general interpretation of the assessment criteria, the development of the assessment and will state in which round the designs that were not awarded dropped out.

The report will contain an overview of what the testing against the criteria has produced for each entry that made it to the last round.

Furthermore the report of the jury will contain an evaluation of the results of the contest and recommendations to the organisers.

Awards

The first prize is to execute the design.
The second prize is a sum of Dfl. 10,000. This shall be transferred to the appropriate account within one month after announcing the winner.

The organiser has the intention of assigning the realisation of the project to the designer who has been awarded the first prize according to the above stated rules and conditions.

The designer whose entry will be realised is legally bound to co-operate to execute the design according to the rules stated in the contest programme.
The order by which the project is realised will be under the following conditions: The European Guideline of Services (Richtlijn Diensten).

Compensation
If the organiser, after consultation with the jury, has legitimate reasons not to execute the winning design, he is authorised to designate another design to be executed. The organiser is legally bound to offer the initial winner full compensation of expenses the designer has made to enter his/her design.

If the organiser decides not to execute any of the winning designs, he is not bound to any compensation provided that none of the entries shall be executed, provided that the two projects are not executed at all.




Publicity, publications and exhibition

It is not allowed for contestants, members of the jury or people other than the project leader to make public any information that is connected with the entries, their contents or the contest itself, before the decision of the organiser has been made public.

The winning designs will all be exhibited after publication of the winners. Th ereport of the jury as well as the entered design will be included in this publication. The enetered designs will be sold during the exhibition. This way the designs that did not win will have a chance to be executed in the future. The sellingprice of the designs an dthe distributive code betweeb the designer and the organiser will be determined at a later stage.

Copyrights
The entered designs will be offered for sale during the exhibition. Therefore the entries become property of the organiser. Designers who object to selling must make this known in the accompanying letter. These designs will not be offered for sale during the exhibition and can be returned if the designer wishes. The design that are not sold can also be returned if the designer wishes.

During the period in which the entered items are in possession of the organiser, he has the right to publish and exhibit the items as stated in the above rules and regulations without being indebted to the designer. If the organiser decides to publish or exhibit the entries in any other way he must have permission of the designer to do so.

Disputes
Disputes - including those that are regarded as such by only one party - that occur between the organiser, contestants and members of the jury as a result of the contest shall be presented to the Arbitration Institute of Architecture (Arbitrage Instituut Bouwkunst). Arbitration will take place according to the Arbitration regulations of the Arbitration Institute of Architecture Foundation (Stichting Arbitrage Instituut Bouwkunst) as stated three months before the date of closure of the contest.
