International Urban Competition For Zone "C" And Zone "C1" At Marijin Dvor In Sarajevo




Pursuant to authorization of the Government of Sarajevo Canton and University of Sarajevo, the Sarajevo Canton Planning Institute in collaboration with Association of Architects Sarajevo and UIA - Union International of Architects, Paris, France issues the public, anonymous, polling and single-stage


1. GENERAL CONDITIONS

1.2. COMPETITION PURPOSE:

Collection of ideas on physical organization of Zone "C" and Zone "C1" at Marijin Dvor in Sarajevo, using the data and guidelines provided by the Competition Brief.


1.3. TYPE OF COMPETITION:

Open.


1.4. COMPETITION CLASSIFICATION:

Ideas Competition.


1.5. COMPETITION ORGANIZATION:

One-stage.


1.6. REGISTRATION PROCEDURE:

Applications for the competition shall arrive by, and not later than, the 90th day from the day of publishing, by registered mail or authorized courier to the address of the competition Promoter.

The application may be submitted individually, or in case of a team participation, it shall be presented by the team leader - legal representative.

The following information shall be filled in the application form:

- Last name of the competitor or team leader
- First name of the competitor or team leader
- Last and first names of team members
- Address
- Country
- Telephone number
- Fax number: (Specify when fax is working to

receive communications from the Promoter)

- Date
- Signature

Receipt on payment of 100 DM fee shall be attached to the application for registration. The payment shall to be by way of:

PARTICIPATION IN THE INTERNATIONAL URBAN COMPETITION FOR ZONE "C" AND ZONE "C1" AT MARIJIN DVOR IN SARAJEVO.


1.7. ELIGIBILITY:

All legal and natural persons, whether individuals or teams of authors from Bosnia and Herzegovina and other countries worldwide are eligible to take part in the Competition, enrolled in the registers of their respective professional associations or, at any rate, enrolled in the professional registers of their country, and thus authorized to practice and take part in urban-architectural competitions as of the day of the competition registration.


1.8. INELIGIBILITY:

The following persons cannot take part in the Competition:

- Members of the Jury, Professional Technical Adviser, members of the Technical Committee, Secretary of the Jury, members of the Secretariat, their spouses, close relatives or other relatives, up to and including the third degree.
- Employees of the Authority and Promoter issuing the announcement, as well as the employees with short-term contracts, and consultants of the same Authority and Promoter who have taken part in drawing up the Competition Rules and attached documents.
- Employers or those having whatsoever link to members of the Jury, whether through work or continuous or known relationships.
- Those employed by Associations, Institutions or Public Administrative Bodies, except those who hold special authorizations, or are in any case regulated by laws, regulations or Union contracts. In the case of teams, the aforesaid categories, if participating without authorization, cannot be appointed co-ordinators or team leaders nor, should the team win the competition, if lacking any specific authorization, can they be automatically deemed consultants.
- Those who take part in drawing up the Competition Rules and attached documents.


1.9. NUMBER OF ENTRIES:

Entrants are entitled to apply to the Competition with only one entry.


1.10. The official language of the competition shall be English.



2. COMPETITION DOCUMENTS

2.3. THE JURY SHALL JUDGE:

Entrants' ideas implying a free interpolation of the physical organization aimed at integrating the Zone "C" and Zone "C1" at Marijin Dvor in Sarajevo into the physical and functional structure of the City, and linking the old and the new part of the City.



3. ENTRIES


3.1. Exposition of the entry

about the development and construction of the subject area along with relevant indicators on 10 A3 pages in the English language.


3.2. GRAPHIC ATTACHMENTS:

a) Area development including shapes of surfaces and buildings, and traffic infrastructure, scale 1:5,000
b) Arrangement, purpose of buildings, horizontal and vertical dimensions, scale 1:1,000
c) Axonometric view



4. ENTRY FORMAT


Two panels on a light but rigid support, size 70 x 100 cm.
Along with two panels and textual justification on the A3 format, the authors may submit the graphic attachments and textual justification copied also on a CD-ROM, whereby the drawings shall be in TIF, DWG and DXF format and the text in WORD format.
The panels shall have eyelet holes at the top, placed 2 cm below the upper edge and 2 cm from the sides to facilitate the presentation.



5. ANONYMITY

The entrants shall submit their entries without any signs which might compromise their anonymity.
Authors or teams of authors shall submit their entries under the designation of their own professional register or of the Authority issuing the announcement.
The authors may submit their entries under an ID-Code consisting of two alphabet letters plus four numbers, both of a total size of 4 cm. The ID-Code shall be exclusively written in the top right corner of the envelope containing the submitted entry.
The professional adviser shall assign a working code to each entry received according to the Competition Rules.
The Secretariat shall register the entries according to the order of their receipt by the Promoter.



6. IDENTIFICATION OF AUTHORS

Along with their entry, the textual part of the A3 format and two panels plus, possibly a CD-ROM, the authors shall submit a sealed envelope with the following information:
Envelope with designation AUTHOR: name or names of author or authors from the team of authors with office address of author or team of authors, number of account to which possible prize-money will be paid, proposal for distribution of possible prize-money to members of the team of authors signed by all members of the team, and numbers of accounts to which possible prize-moneys will be paid according to the proposed distribution.statement on agreement or disagreement to announce the name of the author or the team of authors and associates of the entry at the exhibition or to publish it in the press, in case the entry be not awarded.

The statement should read as follows:

(name of author / names of all authors from the team of authors) freely and without coercion hereby do / do not authorize the Promoter to announce my / our name as the author / authors along with the entry at the exhibition, in the press, or in other public communication media.

This statement is made in case my / our entry be not awarded.

In case the statement from the author / authors is not attached, he / they will be deemed to have freely and without coercion accepted and approved announcement of his / their name/s at the exhibition of entries, in the press, or in other public communication media. Lack of such a statement does not exclude the entry from the competition.


6.1. It shall deemed that the prize-winning author / authors or the compensation-awarded author / authors freely and without coercion accept and approve announcement of their names at the exhibition of entries, in the press or in other public communication media.



7. TIMETABLE


7.1. Enounceming of competition:


January 1st, 2000.
Deadline for registration: 30 March 2000.


7.2.

Competition documentation shall be taken over until and on the 90th day from the day of publishment of the competition.
The competition documentation shall be taken over from the Promoter through application for the competition (a separate form) against payment of the documentation fee.
The competition documentation fee shall amount to 100 DEM.
The fee shall be paid to the Promoter's account through the corresponding bank in Germany:

7.3.


The Promoter shall not refund the fee payment to the competitors.


7.4

The Authority and the Promoter shall insure the entries for the period while the entries are with the Promoter until conclusion of the competition, for the amount of 200 DM, but the insurance of the entries during shipment may be effected by the author or the authors team on their own account.


7.5.

Deadline for reception of questions by promoter: 29.april 2000.

7.6.

While putting the questions, the competitors should indicate the fax number or E-mail address to which the respective replies can be forwarded.


7.7.

The Professional Technical Adviser shall answer the questions within 7 days to enquirer's address only by fax or E-mail.


7.8.

Deadline for sending answers to participants: 15. May 2000.


7.9.

The deadline for submittal of entries shall be 1st August, 2000. by 4 p.m., if handed directly to the Promoter.
The deadline for reception of entries is 15 August 2000.
Participant are responsible for ensuring that their entries reach the organiser by 15 August 2000.
For the entries mailed, date and hour of the post stamp clearly imprinted on the parcel shall be relevant.
Entries can be submitted via other forms of official forwarding provided that a document on date and hour of hand-over of the parcel to the forwarder be ensured.
Since the postal authorities require the sender's address to be indicated, that of the own professional register or of the Authority issuing the competition shall be given.
Should the entry sent to the competition be lost, neither the Authority nor the Promoter shall accept any claims by the entrants.

The Authority and the Promoter shall assume no responsibility should the package containing the entries for the competition arrive with the postage charged to the recipient.

Jury meeting and announcement of results: September 2000.


7.10.

7.11.

The Jury shall complete its work not later than 60 days from the date specified for submittal of the entries.


7.12.

Upon completion of the work of the Jury, an exhibition of the entries for the competition shall be held in the premises of Collegium Artisticum at Skenderija Cultural and Sports Center in Sarajevo, of which all entrants will be informed.
If, for technical reasons, the exhibition of the entries cannot be arranged in the above mentioned premises, the Promoter shall inform all the entrants in due time on the alternative venue.



8. PRIZES


8.1. According to the decision of the Jury, the Promoter shall award the following prizes:

1st prize 50,000 DEM
2nd prize 40,000 DEM
3rd prize 30,000 DEM

3 compensations amounting to
10,000 DEM each

Total compensation amount awarded
30,000 DEM.

TOTAL PRIZE-MONEY BUDGET:
150,000 DEM


8.2.

The Jury may distribute the total prize-money amount of 150,000 DEM in another way, should they deem it justified.


8.3.

The Jury's decision not to allot the entire prize-money budget shall be unanimous and made public.

10. WORK OF THE JURY

10.1. The Jury shall adopt the Competition Set including:

a) Announcement of the International Competition
b) Competition Brief
c) Competition Rules
d) Documentation Bases


10.2. The work of the Jury shall be carried out at the Promoter's office.


10.3. The Jury shall prepare a final report to contain the following:

a) number of entries
b) number of disqualified entries and reasons for disqualification
c) list of entries judged along with their respective basic indicators
d) decision on award of prizes
e) exposition for the prizes awarded
f) suggestions and instructions for further elaboration of the ideas awarded.


10.4.

The final report shall be submitted via the Promoter to the Government of Sarajevo Canton within 10 days after the selection of the entries, all within the timetable specified by this competition.



11. FINAL PROVISIONS OF THE COMPETITION:


11.1.

By taking part in the International Urban Competition for Zone "C" and Zone "C1" at Marijin Dvor in Sarajevo,competitors - authors of the entries for the competition -shall freely, voluntarily, and without any coercion agree to and adopt the competition set and accept it as an Agreement between the Promoter and the competitors.


11.2.

The Promoter shall have no obligation to engage authors of the prize-winning or compensation-awarded entries for the purpose of elaboration of the ideas awarded.


11.3.

By applying to take part in the competition, the authors of the prize-winning and/ or compensation-awarded entries give their consent for the promoter to use their ideas in draw-up of the plan for the zone "C" and zone "C1" area, whereby the authors retain the copy-right of their competition entry.


11.4.

Entries not satisfying any provision of the Competition shall not be considered, but they shall be processed by the Technical Committee and presented to the Jury by the Professional Technical Adviser.

Only the Jury shall be authorized to disqualify an entry for not complying with formal conditions of the competition.

The Jury shall be authorized to disqualify an entry for other reasons as well, without having to explain the reasons in writing.


11.5. The Promoter shall not be obliged to return the entries to the authors.


12. SETTLEMENT OF DISPUTES

12.1.

In case of a disagreement - a dispute between the Promoter and the competitors - authors of the entries for the competition- not related to the judgement or the award of the prizes, the Promoter and the author of the entry will try to settle it by agreement.

Should the agreement not be reached, the disagreement - dispute will be solved before the UIA Arbitration Board - Commission for International Competitions.

For solving of disagreements - disputes, substantive and adjective laws of the Federation of Bosnia nd Herzegovina will be applied.


12.2.

The costs incurred during the settlement of such disagreements or the arbitration procedure shall be equally shared by the Promoter and the author of the entry for the competition.
