1.1 Il Concorso.

Il presente bando ha per oggetto un Concorso Internazionale di progettazione architettonica e di programma di destinazioni d'uso per il sito di Ponte Parodi in Genova, Italia.
La partecipazione al Concorso è aperta a tutti i professionisti in possesso dei requisiti di cui all'art. 3.1 di questo bando e si articolerà attraverso una fase di Preselezione e due fasi successive.

Nella fase di Preselezione si richiede l'invio di un dossier con curriculum dettagliato ed immagini di opere e progetti (come indicato al successivo articolo 4.1). Un massimo di 16 partecipanti sarà selezionato e potrà accedere alla Prima fase. Tra questi saranno compresi almeno 4 progettisti o gruppi di progettazione di cui tutti i componenti siano nati dopo il 31 dicembre 1959.

Nella Prima fase si domanda ai progettisti selezionati di elaborare delle proposte architettoniche e di programma di destinazioni d'uso per il sito di Ponte Parodi. Quattro progetti verranno ammessi alla Seconda fase.

Nella Seconda fase i concorrenti definiranno maggiormente i progetti precedentemente consegnati, integrandoli e/o modificandoli tenuto conto degli eventuali suggerimenti ( di cui al successivo punto 6.1) formulati dalla Giuria del Concorso.

Fase di Preselezione:

· Pubblicazione del bando di Concorso: Maggio 2000.
· Termine per la presentazione delle candidature: 7 Luglio 2000.
· Pubblicazione della lista dei 16 concorrenti selezionati: 24 Luglio 2000.

Prima fase:

· Workshop introduttivo: 7/9 Settembre 2000.
· Consegna degli elaborati della Prima fase: 30 Novembre 2000.
· Pubblicazione della lista dei 4 concorrenti ammessi alla Seconda fase: 20 Dicembre 2000.

Seconda fase:

· Presentazione delle 4 proposte finaliste: 5 Gennaio 2001.
· Consegna degli elaborati della Seconda fase: 28 Aprile 2001.
· Proclamazione del vincitore: 25 Maggio 2001.

1.2 La committenza:

Il Concorso è bandito dalla Società Porto Antico di Genova SpA cui sarà data in concessione l'area oggetto del bando.
Porto Antico di Genova SpA è una società controllata per l'80 % dal Comune di Genova e per il 20 % dalla Camera di Commercio di Genova.
L'autorità Portuale ha già manifestato, con l'accordo dell'Amministrazione Comunale, il proprio interesse a diventare azionista della Società Porto Antico al momento della realizzazione del progetto di Ponte Parodi.
In definitiva quindi, i Committenti possono essere indirettamente considerati il Comune di Genova, quale società controllante di Porto Antico e l'Autorità Portuale, quale concedente dell'area oggetto del Bando e potenziale azionista della stessa Società Porto Antico.

1.3 Il contesto:

Tra tutte le città italiane, Genova è forse quella che, nell'ultimo decennio, ha cambiato più radicalmente il suo aspetto.
L'Acquario ed i Magazzini del Cotone ( opera di Renzo Piano ), il Teatro Carlo Felice ( opera di Aldo Rossi e Ignazio Gardella), lo stadio Luigi Ferraris ( Vittorio Gregotti ), il Matitone ( Skidmore & Owings ), la nuova facoltà di Architettura ( Ignazio Gardella ), il museo di Sant'Agostino ( Franco Albini e Franca Helg) ed un attento restauro del patrimonio artistico e monumentale ( Palazzo Ducale, Commenda di Prè, Cattedrale di San Lorenzo ) sono solo alcune delle tappe di un cambiamento radicale, di una vera e propria metamorfosi che in pochi anni ha ribaltato un immobilismo protrattosi per oltre un secolo e mezzo.
Fondata storicamente sul porto e più recentemente sulla grande Impresa di Stato, Genova sta ora vivendo un momento di grande trasformazione.
Il ridimensionamento della grande Industria di Stato sta lasciando il passo ad un tessuto di piccole e medie aziende nelle aree in via di recupero e le potenzialità della nuova imprenditorialità stanno facendo massa critica definendo nuovi orizzonti di industria pulita e nuove tecnologie.
Il porto ha ormai consolidato il suo ruolo centrale all'interno del bacino del Mediterraneo e, con i suoi trentamila addetti tra occupati diretti e indotto, costituisce la prima azienda cittadina le cui decisioni hanno ricadute immediate sull'insieme delle relazioni commerciali e sociali della città.
Il nuovo Piano Regolatore Portuale ha inteso fornire il proprio contributo per un rinnovato modello di sviluppo della città; ciò in un momento in cui il Comune di Genova sta producendo un notevole sforzo in questa direzione: la città ha infatti avviato, anche grazie agli interventi realizzati nell'antico bacino portuale, un processo di rilancio culturale e turistico.
Dalle originarie banchine portuarie ormai dismesse si è passati ad una zona multi funzionale legata prevalentemente al tempo libero: l'Acquario, un complesso cinematografico multisala , la Città dei Bambini, la Biblioteca E. De Amicis, il Museo dell'Antartide, una pista di pattinaggio sul ghiaccio sono solo alcuni esempi delle funzioni che hanno dato vita ad un'area culturale urbana concentrata nell'area dell'ex Expo colombiana ed oggi gestita dalla Porto Antico di Genova SpA. Più oltre, a ponente dell'arco del porto, si è andata sempre più affermando la volontà di recupero, con un nuovo sistema ricettivo alberghiero ed edifici residenziali.
Proseguendo verso ponente si è assistito ad una ulteriore trasformazione. La "Darsena", un tempo zona di ricovero e manutenzione per i mezzi navali militari, oggi ospita la Facoltà di Economia e Commercio e vi sono programmate le localizzazioni del Museo del Mare e della Navigazione, della Facoltà di Ingegneria, di un Museo per le Arti Contemporanee, di un Centro di Musica Contemporanea e di un edificio residenziale con annessi servizi per il Centro Storico.
Si tratta evidentemente di una forte trasformazione fisica e funzionale che comporterà delle mutazioni notevoli nell'intorno.
Ponte Parodi, posto esattamente al centro dell'antico bacino portuale, si propone quale ultimo elemento di rilievo del processo di recupero dell'arco storico del porto di Genova.
Su questo molo si intende incidere con forza, per realizzare un nuovo grande polo a contenuti culturali e ludici in grado di assumere la veste di fulcro dell'intero sistema.
L'arco portuale procede verso ponente con il Terminal Crociere ed il Terminal Traghetti.

1.4 Il sito:

Sorto tra il 1883 ed il 1886 su progetto dell'ing. Adolfo Parodi a ridosso degli approdi storicamente consolidati del complesso della Darsena, Ponte Parodi si estende su una superficie di 23.000 m2 circa.
Utilizzato inizialmente per la movimentazione delle merci e successivamente per le attività di sostegno all'adiacente silos granario Hennebique, negli anni '60 vide sorgere sui suoi spazi l'imponente mole di 108.900 m3 del nuovo silos che oggi lo caratterizza.
Dalla terrazza all'ultimo piano di questi, ad 80 metri sul livello del mare, si può godere un panorama a 360° dell'intera città.
Due magazzini di ragguardevoli dimensioni completano le costruzioni presenti sulla banchina. Il totale dei volumi fuori terra su Ponte Parodi è pari a 160.000 m3 circa.

1.5 Strumenti Urbanistici di riferimento:

Dal punto di vista delle relazioni con gli strumenti urbanistici vigenti, l'area è soggetta alla disciplina di:

· PRG ( Piano Regolatore Generale),
· PRP (Piano Regolatore Portuale),
· PTCP (Piano Territoriale di Coordinamento Paesistico),
· PTCC (Piano Territoriale di Coordinamento della Costa) .

In particolare il PRG ed il PRP hanno già trovato, rispetto alle indicazioni funzionali contenute nei rispettivi elaborati, un primo importante momento di attuazione nel Programma di Riqualificazione Urbana della Darsena Comunale e nelle intese programmatiche intervenute tra gli Enti competenti a riguardo degli insediamenti universitari previsti.
In questo contesto il progetto di riqualificazione di Ponte Parodi, oggetto del presente bando di Concorso, assume un significato fondamentale, elemento di sintesi e rappresentazione di tutte le relazioni urbanistiche, produttive e culturali che pianificazione cittadina e portuale hanno posto a base dello sviluppo della città di Genova.
Al riguardo si rimanda al punto 2.2. e 3.5.

Obiettivi del Concorso:

2.1 Richieste per le destinazioni d'uso:

Il Concorso è finalizzato alla realizzazione su Ponte Parodi di un polo di rilievo internazionale a contenuti culturali e ludici a servizio della città. L'area, di grande qualità scenografica, è posta al centro del porto storico di Genova ed è in concessione alla Porto Antico di Genova SpA da parte dell'Autorità Portuale.
L'intervento si propone di continuare il processo avviato con le Manifestazioni Colombiane del 1992, ossia di proseguire il programma di recupero a funzioni urbane del porto antico e di integrazione di quest'ultimo con il tessuto urbano della Città Storica.
Un'area centrale e ricca di molteplici e differenti valori come Ponte Parodi deve essere progettata tenendo conto della sua localizzazione e della cultura della città.
Per questo motivo si richiede ai partecipanti di elaborare un programma di destinazioni d'uso che tenga in considerazione anche il seguente tema e le successive indicazioni e vincoli:

"Genova città mediterranea."

Genova è stata una delle quattro repubbliche marinare medioevali, insieme con Venezia, Pisa ed Amalfi. Le relazioni che si instaurarono con il mondo mediterraneo, fin dai tempi in cui gli abitanti di Focea e i Fenici si insediarono in questo golfo propizio alle attività portuali e i Liguri vi si installarono a loro volta, le conferirono, nel tempo, un'importanza di prim'ordine. Molteplici avvenimenti storici si svolsero in questo spazio relativamente angusto tra Porta Soprana, la Valbisagno e la Valpolcevera, all'interno della cinta del Barbarossa e più specificatamente nell'antico Porto, teatro di eventi memorabili: le partenze dei pellegrini e dei crociati per la Terrasanta che nella Commenda trovarono un punto di incontro significativo e strategico; le imprese di Andrea Doria, figura carismatica ed altre considerevoli e note vicende.
Il potere dei Dogi seppe trovare la sua collocazione tra potenti regni vicini, quale la Francia e la Spagna, stipulare accordi con il Levante ed il Ponente, rafforzare la sua presenza sulla costa Nord e Sud del Mediterraneo e riuscì ad avventurarsi oltre le Colonne d'Ercole. Il commercio si svolgeva attraverso molteplici mercati permettendo l'attuazione di innumerevoli scambi che si rivelarono fondamentali per l'evoluzione e lo sviluppo della civiltà mediterranea. Nello stesso tempo Genova inventò, tra l'altro, un sistema bancario che diede alla sua economia uno slancio senza precedenti: i suoi banchieri riuscirono - come sottolinea Fernand Braudel - a imporre le loro leggi all'economia dell'Europa e, attraverso questa, all'economia mondiale.
Una nuova spinta dinamica si è verificata ultimamente nelle attività del porto di Genova, evidenziandone le considerevoli potenzialità di ulteriore sviluppo nei contatti con gli altri paesi del Mediteraneo.

1. indicazioni:

· Relazioni e Compatibilità con la Città Storica:

Le destinazioni d'uso proposte dovranno essere tali da favorire un indotto per la Città Storica in termini di turismo stanziale e di promozione.
L'area del tessuto storico immediatamente retrostante all'arco portuale, in cui si trova buona parte del patrimonio culturale della città, costituisce l'ambito di sostegno logistico all'area di Ponte Parodi. Le attività da insediarsi su Ponte Parodi dovranno pertanto essere compatibili con il suo tessuto economico e commerciale.

· Compatibilità con gli adiacenti insediamenti universitari presenti e futuri:

Le destinazioni d'uso proposte dovranno essere compatibili con l'adiacente facoltà di Economia e Commercio ( già insediata ) ed Ingegneria ( da insediarsi ); non dovranno comunque essere interferenti con il corretto svolgimento delle attività didattiche e scientifiche.

· Relazioni con il polo portuale legato al traffico crocieristico:

Il polo crociere-traghetti, con i suoi oltre tre milioni di passeggeri, rappresenta una risorsa fondamentale nello sviluppo della città. Le prospettive di sviluppo del settore trovano riscontro nelle previsioni del Piano Regolatore Portuale attraverso l'incremento e la razionalizzazione degli accosti e attraverso la razionalizzazione dei servizi a supporto di questa attività.

· Potenzialità attrattive:

L'insieme delle destinazioni d'uso proposte dovrà costituire un forte richiamo per un rilevante flusso di turisti di età e di interessi diversificati.

2. Vincoli:

· Vitalità e fruizione dell'area:

Gli spazi pubblici esterni saranno attrezzati ad uso pubblico e il loro accesso non potrà essere inibito in alcun momento della giornata.

· Limitazioni delle destinazioni d'uso:

Le destinazioni d'uso proposte dovranno derivare da un'attenta osservazione delle attività già presenti o previste nell'area circostante, in modo tale da non creare tra di loro irragionevoli conflitti di interesse.
Secondo quanto indicato dal Piano Regolatore Generale, sono escluse alberghi ed abitazioni private .

· Potenzialità gestionali:

Il progetto vincitore verrà sottoposto a project financing. Di conseguenza, le destinazioni d'uso proposte dovranno evidenziare capacità di autofinanziamento senza irragionevoli rischi di impresa.

2.2 Richieste per gli spazi e la mobilità:

E' prevista l'eliminazione dei magazzini attualmente presenti su Ponte Parodi.
Ai concorrenti è riservata la facoltà di optare per la demolizione ( totale o parziale) o il riutilizzo della struttura del Silos granario.
I volumi massimi consentiti fuori terra non dovranno superare quelli attuali.
Oltre alla soddisfazione delle esigenze emergenti dal programma di destinazioni d'uso proposto, i progetti elaborati dovranno tenere conto dei seguenti punti:

· La testata di Ponte Parodi dovrà garantire un affaccio della città sul mare. L'intero Ponte Parodi, o una porzione di questo, potrà essere concepito come grande piazza sul mare.

· I Terminal Crociere di Ponte dei Mille e Ponte Doria dovranno poter estendere le proprie funzioni a parte della superficie di Ponte Parodi la quale dovrà essere organizzata in maniera tale da fornire i necessari servizi di supporto al traffico crocieristico.

· Dovranno essere realizzati parcheggi in numero almeno sufficiente per le previsioni di utilizzo delle destinazioni d'uso proposte. Essi integreranno quanto complessivamente definito dal Piano Regolatore del Porto e dal Piano Regolatore Generale.

· Per l'accessibilità e la viabilità nell'area di Bando dovranno essere garantite:

· Pronunciata pedonalità degli spazi pubblici di superficie.
· Agevole accessibilità veicolare a tutti gli edifici ed alle strutture di servizio al traffico crocieristico.
· Minima commistione della viabilità portuale con quella interna e dei parcheggi.

Per la definizione degli spazi destinati all'attività crocieristica , di quelli pubblici delle aree limitrofe, per l'accessibilità e le condizioni di mobilità generali dell'ambito su cui insiste l'area di bando e per gli strumenti urbanistici di riferimento, si rimanda alla documentazione di supporto che verrà fornita e commentata nel corso del Workshop dei giorni 7/9 Settembre 2000 e/o nei giorni immediatamente successivi.
Ulteriori indicazioni inerenti le modalità di intervento saranno rese note nel corso del Workshop.
La presenza al Workshop del Capogruppo o del professionista selezionati si rende quindi indispensabile ed il mancato rispetto di questa condizione sarà considerato motivo di esclusione di cui al successivo punto 3.2.
3
Procedure del concorso:

3.1 Condizioni di partecipazione:

La partecipazione al Concorso è aperta agli Architetti e agli Ingegneri italiani e stranieri singoli o associati.
I partecipanti dovranno comunque essere abilitati alla progettazione in base a specifiche previsioni di legge secondo le modalità riconosciute dagli organismi internazionali preposti; ad essi non dovrà essere inibito l'esercizio della libera professione, sia per legge, sia per contratto, sia infine per provvedimento disciplinare, fatte salve le incompatibilità di cui al successivo articolo 3.2.
Ai sensi dell'art.17, comma 1, della legge n.109/94 e successive modificazioni e integrazioni, possono partecipare alla gara liberi professionisti singoli o associati, anche mediante raggruppamenti temporanei o associazioni, società di professionisti, società di ingegneria.
I partecipanti al Concorso potranno avvalersi di consulenti o collaboratori; questi potranno essere privi di abilitazione alla progettazione in base a specifiche previsioni di legge ( secondo le modalità riconosciute dagli organismi internazionali preposti ), ma non dovranno trovarsi nelle condizioni di incompatibilità di cui all'articolo 3.2.
Collaboratori e consulenti non potranno far parte né collaborare , ad alcun titolo, con più partecipanti, pena l'esclusione di tutti i soggetti che hanno trasgredito la norma. I loro compiti e le loro attribuzioni saranno definiti all'interno del gruppo senza il coinvolgimento dell'Ente Banditore; dovrà tuttavia essere dichiarata la loro qualifica e la natura della consulenza e/o della collaborazione.
Nei raggruppamenti temporanei, i requisiti di capacità tecnica devono essere posseduti dal raggruppamento.
A tutti i componenti del gruppo è riconosciuta la parità dei diritti e la paternità della proposta .
I concorrenti che partecipano in forma associata dovranno indicare, in sede di presentazione del progetto, il nominativo del responsabile dello svolgimento dell'incarico che assumerà la veste di capogruppo/legale rappresentante presso l'Ente Banditore per tutta la durata del Concorso.
I contatti , le comunicazioni e gli aspetti economici saranno rapportati esclusivamente al capogruppo.

3.2 Condizioni di esclusione:

Non possono partecipare al Concorso:

· I componenti effettivi o supplenti della Giuria, i loro associati o collaboratori.
· I componenti della Segreteria e del Gruppo di Lavoro del Concorso, i loro coniugi ed i loro parenti ed affini fino al terzo grado compreso.
· Gli amministratori ed i dipendenti dell'Ente Banditore.
· Coloro che hanno partecipato alla stesura del bando e dei documenti allegati.
· I concorrenti che non abbiano presenziato al Workshop di cui al precedente punto 2.2.

3.3 Calendario del Concorso:

Pubblicazione della lista dei 16 concorrenti selezionati: 24 Luglio 2000.

Prima fase del Concorso:

Workshop introduttivo: 7/9 Settembre 2000.
Consegna degli elaborati della Prima fase: 30 Novembre 2000.
Lavori della Giuria: 1/19 Dicembre 2000.
Pubblicazione della lista dei 4 concorrenti ammessi alla Seconda fase: 20 Dicembre 2000.

Seconda fase del Concorso:

Presentazione delle 4 proposte finaliste: 5 Gennaio 2001.
Consegna degli elaborati della Seconda fase: 28 Aprile 2001.
Lavori della Giuria: 1/18 Maggio 2001.
Proclamazione del vincitore: 25 Maggio 2001.
Esposizione dei progetti: Giugno / Agosto 2001.

3.4 Proroghe:

L'Ente Banditore potrà prorogare i termini solo eccezionalmente allo scopo di conseguire un generale vantaggio per il miglior esito del Concorso.
L'eventuale provvedimento di proroga sarà pubblicato e divulgato con le stesse modalità del bando di Concorso, con un congruo anticipo e, comunque, prima che sia decorsa la metà del periodo originariamente stabilito per la presentazione degli elaborati.

3.5 Documentazione fornita da Porto Antico di Genova SpA:

Fase di Preselezione:

Sarà attivo un sito internet in cui vengono fornite informazioni e documentazione fotografica riguardanti il Concorso " Ponte Parodi e la città di Genova": www.portoantico.it/portoantico/ponteparodi. Chiunque abbia interesse alla consultazione può avervi accesso.
Per ulteriori chiarimenti su calendario e procedure è a disposizione la Segreteria Organizzativa del Concorso.

Prima e Seconda fase del concorso:

Durante il Workshop che si terrà a Genova, presso gli spazi di Porto Antico SpA nei giorni 7/9 Settembre 2000 verrà fornito ai partecipanti il seguente materiale:

· Cartografia riguardante l'area di progetto.
· Cartografia riguardante l'ambito in cui si colloca l'area di progetto.
· Planimetrie, prospetti e sezioni principali degli edifici e delle strutture significative presenti nell'ambito di progetto.
· Tracciati delle principali reti infrastrutturali presenti nell'ambito di progetto.
· Documentazione fotografica ( aerofotogrammetrie, immagini panoramiche e a raso ).
· Strumenti Urbanistici di riferimento: PRG ( Piano Regolatore generale), PRP ( piano regolatore Portuale), PTCP (Piano Territoriale di Coordinamento Paesistico), PTCC (Piano Territoriale di coordinamento della costa) e relativa normativa di riferimento.
· CD-ROM contenente il materiale di cui è disponibile versione digitalizzata.

Per ulteriori chiarimenti sul materiale che sarà distribuito ci si potrà rivolgere alla Segreteria del Concorso entro e non oltre 30 giorni dalla consegna degli elaborati.
Nel corso della Prima e della Seconda fase, le informazioni fornite dalla Segreteria Organizzativa del Concorso in risposta ad eventuali domande formulate da un singolo concorrente verranno rese note unitamente alle domande stesse a tutti i partecipanti attraverso pubblicazione nel sito internet di cui sopra.

3.6 Giuria e Gruppo di Lavoro del Concorso:

La Giuria del Concorso è composta da 11 membri effettivi e da 3 membri supplenti.
Per la validità delle sue decisioni, tenuto conto di quanto successivamente indicato al punto 3.8, è richiesta la presenza di tutti i suoi membri.
Qualora un membro effettivo venga a trovarsi nella definitiva impossibilità a partecipare alle riunioni, verrà sostituito da un membro supplente su designazione del Presidente della Giuria. A tal fine i membri supplenti partecipano ai lavori della Giuria, pur senza diritto di voto.
La Giuria potrà avvalersi della consulenza di esperti.
Ai lavori della Giuria partecipa inoltre un segretario senza diritto di voto.

Il suo ruolo è consistito nella redazione del bando di Concorso.

3.7 Criteri di valutazione:

Fase di Preselezione:

Nella fase di Preselezione la valutazione dei dossier pervenuti e la scelta dei 16 soggetti ammessi alla prima fase verrà operata dalla Giuria del Concorso.
Dato l'interesse che il Concorso possa affermarsi anche come un'occasione di sperimentazione e ricerca, si includeranno nel gruppo dei 16 selezionati almeno 4 progettisti o gruppi di progettazione di cui tutti i componenti siano nati dopo il 31 dicembre 1959.
Per la Preselezione, la Giuria del Concorso si orienterà verso le idee innovative, la capacità di soluzione di problemi complessi e la qualità architettonica riscontrabili nell'esperienza di quanti abbiano consegnato il curriculum richiesto.

Prima fase del Concorso:

Per formulare il proprio giudizio, la Giuria terrà conto dei seguenti elementi:

· Programma di destinazioni d'uso ed approccio al tema "Genova città mediterranea".
· Qualità ed attrattività della soluzione architettonica.
· Adesione all'immagine complessiva della città.
· Capacità di diventare un nuovo punto di riferimento per la città.
· Approccio innovativo alle problematiche ed alle suggestioni specifiche dell'area e relazioni con la Città Storica.
· Impostazione generale del progetto che dovrà riflettere contemporaneamente immaginazione e rigore.
· Attenzione al rapporto tattile e visivo con l'acqua.
· Soluzione proposta per la realizzazione della Piazza sul mare.
· Potenzialità di finanziamento del progetto da parte di investitori privati.

Seconda fase del Concorso:

La valutazione dei 4 progetti avverrà sulla base delle soluzioni adottate per tener conto degli eventuali suggerimenti formulati dalla Giuria.
Il progetto vincitore dovrà inoltre emergere per la coerenza delle soluzioni architettoniche adottate in relazione al programma di destinazioni d'uso scelto e per la validità delle relative prospettive di gestione economica .

Le decisioni della Giuria sono insindacabili e questa condizione si intende automaticamente accettata dai partecipanti con l'invio dei dossier richiesti nella fase di Preselezione.

3.8 Lavori della Giuria del Concorso:

Fase di Preselezione:

La Giuria del Concorso si riunirà nel periodo 10/21 Luglio 2000 per selezionare i 16 concorrenti ammessi alla Prima fase.
Durante la prima seduta, con votazione a maggioranza, la Giuria del Concorso designerà il suo Presidente.
Entro 6 giorni dall'espletamento delle procedure relative alla Preselezione, saranno inviate ai concorrenti selezionati le lettere di invito a partecipare al Workshop introduttivo della Prima fase; parimenti verrà data comunicazione ai non ammessi dei nominativi dei 16 selezionati.

Prima fase del Concorso:

La Giuria del Concorso si riunirà nel periodo 1/19 Dicembre 2000 per selezionare le 4 proposte ammesse alla Seconda fase.
I suoi lavori saranno riservati, ma di essi sarà redatto un verbale da conservarsi agli atti del Concorso.
Le decisioni saranno prese a maggioranza relativa di 7 membri su 11.

Seconda fase del Concorso:

La Giuria si riunirà nel periodo 1/18 Maggio 2001 per selezionare la proposta vincitrice del Concorso.
Le decisioni saranno prese a maggioranza relativa di 9 membri su 11.

3.9 Segreteria Organizzativa del Concorso:

Presso la Porto Antico S.p.A. è istituita la sottoindicata Segreteria Organizzativa del Concorso che avrà il compito di:

· Ricevere le domande di partecipazione alla fase di Preselezione.
· Inoltrare ai candidati ammessi alla Prima fase del Concorso l'invito di partecipazione al Workshop.
· Istruire i lavori del Workshop.
· Fornire le necessarie informazioni ai concorrenti durante le fasi del Concorso.
· Mantenere i rapporti con i concorrenti ed aggiornare il sito internet del Concorso secondo i chiarimenti richiesti e le eventuali modifiche del Calendario.
· Assistere, senza diritto di voto, ai Lavori della Giuria, anche al fine di fornire ad essa ogni utile informazione sugli aspetti organizzativi del Concorso.
· Inoltrare ai candidati ammessi alla Seconda fase del Concorso l'invito alla presentazione dei loro progetti .
· Comunicare ai candidati non ammessi alla Seconda fase la non ammissione e l'elenco dei candidati ammessi.
· Ricevere gli elaborati consegnati e trasmetterli alla Giuria.
· Comunicare a tutti i candidati i risultati del Concorso.

3.10 Rimborsi e conferimento dell'incarico:

Al termine della Prima fase, a ciascuno dei 16 concorrenti che avrà consegnato gli elaborati richiesti sarà riconosciuto un rimborso spese forfetario di Lire 40.000.000. ( Euro:20.658,27).

Al termine della Seconda fase, a ciascuno dei 4 concorrenti finalisti che avrà consegnato le proposte tenendo conto di quanto successivamente indicato nel punto 6.1 sarà riconosciuto un rimborso spese forfetario di Lire 80.000.000.( Euro:41.316,55).

Il Concorso si concluderà con la proclamazione di un vincitore il quale riceverà l'incarico della progettazione, in base alle norme e alle condizioni che regolano l'esercizio dell'attività professionale in Italia.
L'impegno dell'Ente Banditore al conferimento dell'incarico è stabilito nei confronti del gruppo vincitore e non si estende a consulenti, tecnici e società che abbiano collaborato con esso nella fase concorsuale.
Qualora l'Ente Banditore non proceda direttamente o tramite altro soggetto al conferimento dell'incarico entro 12 mesi dalla comunicazione dell'esito del Concorso, al vincitore sarà corrisposta la somma di Lire 200.000.000 ( Euro: 103.291,37 ) a titolo di compenso.

Non sarà assegnato alcun premio ex aequo.

3.11 Proprietà ed utilizzazione dei progetti, esposizione e pubblicazione:

Il diritto di proprietà intellettuale ed il copyright dei progetti consegnati è dei concorrenti.
E' possibile che, nella Seconda fase del Concorso, la Giuria inviti i 4 finalisti a tenere in considerazione proposte di destinazioni d'uso avanzate da altri concorrenti, ivi compresi quelli non selezionati per l'ultima fase.
Sia l'Ente Banditore sia eventuali operatori interessati alla fase del project financing di cui al successivo punto 6.1 potranno richiedere per il progetto vincente destinazioni d'uso differenti da quelle previste che siano compatibili con l'idea architettonica del progetto.
L'Ente Banditore e gli eventuali operatori interessati al finanziamento dell'opera potranno altresì chiedere ulteriori modifiche architettoniche che comunque non pregiudichino l'idea generale del progetto.
Avvenuta la proclamazione del vincitore, l'Ente Banditore si riserva la facoltà di organizzare una mostra aperta al pubblico dei 16 progetti partecipanti al Concorso, di pubblicare le proposte selezionate o di consentirne la pubblicazione a scopi di promozione culturale, senza ulteriori compensi per gli autori.

3.12 Lingue:

Italiano ed Inglese sono le lingue del Concorso.
Entrambe devono figurare nelle indicazioni esplicative delle tavole richieste ai partecipanti e nelle relazioni di accompagnamento dei progetti.

3.13 Squalifica:

Un progetto potrà essere squalificato per una delle seguenti ragioni:

· Se presentato in ritardo sulle scadenze indicate.
· Se le condizioni e le limitazioni imposte dall'Ente Banditore, automaticamente accettate all'atto della consegna dei dossier richiesti nella fase di Preselezione, non vengono rispettate.

3.14 Trasporto e Assicurazione:

I partecipanti al Concorso dovranno sostenere le spese di spedizione e, qualora lo desiderino, di assicurazione degli elaborati.
In caso di smarrimento del materiale inviato, l'Ente Banditore non si assume alcuna responsabilità.

4
Preselezione:

4.1 Elaborati richiesti e modalità di consegna:

Per accedere alla Prima fase si richiede a ciascun progettista o gruppo partecipante di far pervenire all'Ente Banditore un dossier formato UNI A4 contenente la seguente documentazione nelle due lingue richieste:

· Un curriculum di lunghezza non superiore a 4 cartelle in cui siano evidenziati i progetti realizzati ed i risultati ottenuti in Concorsi di progettazione ( progetti premiati o selezionati ).

· Un massimo di 20 cartelle riguardanti le proprie opere realizzate e non realizzate. L'esposizione di ciascun progetto non dovrà occupare più di una cartella e si articolerà in immagini, indicazioni delle dimensioni dell'intervento con le rispettive destinazioni d'uso e focalizzazione su eventuali elementi di innovazione o di rilievo nelle soluzioni architettoniche adottate.

Tutti gli elaborati da presentare dovranno essere consegnati a Porto Antico di Genova SpA, Palazzina S. Giobatta, Via al Porto Antico 16128 Genova entro e non oltre le ore 18.00 del giorno 7 Luglio 2000.
Tale termine si riferisce inderogabilmente alla consegna e/o al ricevimento degli elaborati e non alla spedizione degli stessi.

4.2 Esito della Preselezione al Concorso:

Il giorno 24 Luglio 2000 la Giuria del Concorso renderà noti i nomi dei 16 concorrenti ammessi alla Prima fase.
La Segreteria provvederà ad invitare al Workshop introduttivo i 16 selezionati dandone comunicazione anche ai non ammessi.

Prima fase:

5.1 Workshop introduttivo:

Nei giorni 7/9 Settembre si terrà a Genova, presso gli spazi di Porto Antico di Genova SpA un Workshop introduttivo cui saranno invitati i 16 concorrenti selezionati per la Prima fase (il professionista o il capogruppo potrà essere accompagnato al massimo da una sola altra persona). Durante i lavori del Workshop verranno approfonditi gli obiettivi del Concorso, le esigenze cui dovranno rispondere i progetti e le modalità di intervento nell'area di Bando.
Verrà inoltre fornita una cartografia adeguata alle esigenze della progettazione e sarà possibile visitare il sito di Ponte Parodi e le sue adiacenze nel corso di sopralluoghi guidati.
Gli atti del Workshop saranno messi a disposizione di tutti i concorrenti.

5.2 Elaborati richiesti e modalità di consegna:

I concorrenti dovranno esprimere le loro idee e formulare le loro proposte in:

1 dossier in formato UNI A3 ad album contenente:

· Relazione programmatica:

in un massimo di 4 cartelle dovrà esporsi il programma di destinazioni d'uso proposto, indicando la metratura e la volumetria complessiva dell'intervento e specificando in particolare:

· L'organizzazione e la distribuzione in percentuale delle destinazioni d'uso.
· Una valutazione sommaria dei costi di realizzazione.
· Una eventuale proposta di realizzazione per fasi.

· Relazione architettonica:

in un massimo di 10 cartelle dovranno esporsi gli elementi caratterizzanti il progetto, ponendo particolare attenzione a:

· Caratteristiche del manufatto architettonico proposto.
· Relazioni tra il manufatto architettonico ed il contesto.
· Funzionalità alla risoluzione delle esigenze delle destinazioni d'uso proposte.

Il dossier potrà inoltre contenere diagrammi, schizzi, fotografie del modello e quant'altro sia necessario a meglio descrivere l'idea di progetto.

· Riduzione a colori in formato UNI A3 delle tavole di progetto.

5 tavole formato UNI A1, con lato lungo basso, montate su supporto rigido e leggero in cui devono comprendersi:

· Una planimetria di scala adeguata che evidenzi l'inserimento del progetto proposto nel contesto.
· Una planimetria di scala adeguata che rappresenti più in dettaglio l'area di progetto.
· Sezioni, prospetti in scala adeguata, fotomontaggi, assonometrie, prospettive, schizzi e qualunque altra rappresentazione atta a meglio descrivere il progetto.
· Uno schema o un diagramma che evidenzi le relazioni intercorrenti fra le destinazioni d'uso proposte, fra esse e la logica di progetto, eventuali sviluppi per fasi o evoluzioni nelle destinazioni d'uso.

Gli elaborati richiesti dovranno essere fatti pervenire a Porto Antico di Genova SpA, palazzina S. Giobatta, via al Porto Antico Genova entro e non oltre le ore 18.00 del giorno 30 Novembre 2000.
Tale termine si riferisce inderogabilmente alla consegna e/o al ricevimento degli elaborati e non alla spedizione degli stessi.

5.3 Esito della Prima fase del Concorso:

In conclusione ai lavori della Giuria per la valutazione delle 16 proposte della Prima fase, il giorno 20 Dicembre 2000 verranno resi noti i quattro concorrenti ammessi alla Seconda fase.
La Segreteria provvederà ad invitare i quattro finalisti alla presentazione di cui al successivo punto 6.1 e ad informare i rimanenti partecipanti alla Prima fase dell'esito della medesima.

Seconda fase:

6.1 Presentazione agli operatori dei progetti selezionati:

Il giorno 5 Gennaio 2001 si terrà presso gli spazi di Porto Antico di Genova SpA una presentazione nel corso della quale la Giuria presenterà le 16 proposte della prima fase ed esporrà le motivazioni delle proprie scelte.
I quattro finalisti saranno invitati ad illustrare i propri progetti .
I programmi di destinazione d'uso dei 4 progetti selezionati, unitamente agli eventuali suggerimenti della Giuria di cui tener conto nella Seconda ed ultima fase saranno esposti all'attenzione di eventuali operatori interessati alla fase di project financing che seguirà la conclusione del Concorso.
Il soggetto finanziatore avrà la facoltà di chiedere la consulenza di un proprio esperto di fiducia.

6.2 Elaborati richiesti e modalità di consegna:

I 4 finalisti rielaboreranno i progetti della Prima fase tenendo conto degli eventuali suggerimenti della Giuria.
Si richiede che consegnino:

1 Dossier in formato UNI A3 ad album contenente:

· Relazione programmatica per un massimo di 15 cartelle il cui contenuto dovrà mettere in maggior evidenza gli elementi della relazione di cui al precedente punto 5.2 ed evidenziare quanto ritenuto utile dalla Giuria per formulare il proprio giudizio finale come previsto nel precedente punto 3.7.

· Eventuale Integrazione della relazione architettonica per un massimo di 8 cartelle formato UNI A3.

4 tavole in formato UNI A0, con lato lungo basso, montate su supporto rigido leggero in cui devono comprendersi:

· Planimetria generale dell'area con l'inserimento del progetto e delle soluzioni degli spazi pubblici limitrofi.
· Planimetria del complesso scala 1:500.
· Elaborati grafici ( piante, prospetti e sezioni ) in scala 1:500 e 1:200.
· Prospettive, assonometrie o qualsiasi altra rappresentazione idonea a illustrare le scelte progettuali.

Un modello volumetrico in scala 1:1000 di cui verrà fornita la base per l'inserimento nel modello del contesto urbano. Il materiale del modello è a scelta del concorrente.

E' ammessa la consegna di materiale aggiuntivo di varia natura ( filmati multimediali o quant'altro ) se finalizzato ad una migliore comprensione del progetto.
Il termine di consegna è fissato per il giorno 28 Aprile 2001.
Tale termine si riferisce inderogabilmente alla consegna e/o al ricevimento degli elaborati e non alla spedizione degli stessi.

6.3 Proclamazione del vincitore:

Il giorno 25 Maggio 2001 verrà proclamato il vincitore del Concorso.
I 16 progetti che hanno partecipato al Concorso verranno esposti presso gli spazi della Porto Antico SpA di Genova per un periodo di circa tre mesi.

Ponte Parodi and the city of Genoa
International Competition

1.1 The Competition.

The subject of this notice is an International Competition for the architectural engineering and program of foreseen functions for Ponte Parodi in Genoa, Italy.
Participation in the Competition is open to all professionals who possess the requirements described in art. 3.1 of this notice. The Competition consists of a Pre-selection phase plus two subsequent phases.

In the Pre-selection phase participants must submit a dossier containing a detail curriculum and pictures of works and projects (as indicated in article 4.1). A maximum of 16 participants will be selected and may be admitted to Phase one. These will include at least 4 designers or engineering groups of which all members were born after 31 December 1959.

In Phase one the selected designers must develop architectural proposals and a program of functions for Ponte Parodi. Four projects will be admitted to Phase two.

In Phase two the candidates will further define the projects that were previously submitted, providing additional information and/or modifying such projects taking into consideration any suggestions (as described in point 6.1) made by the Competition Jury.

Pre-selection phase:

· Publication of the notice of Competition: May 2000.
· Candidate presentation deadline: 7 July 2000.
· Publication of the list of 16 selected candidates: 24 July 2000.

Phase one:

· Introductory Workshop: 7/9 September 2000.
· Phase one document submittal: 30 November 2000.
· Publication of the list of 4 candidates admitted to Phase two: 20 December 2000.

Phase two:

· Presentation of the 4 final proposals: 5 January 2001.
· Phase two document submittal: 28 April 2001.
· Announcement of the winner: 25 May 2001.

1.2 The customer:

The notice of Competition is published by the company Porto Antico di Genova SpA, to which the area that is the subject of the notice of competition will be granted in concession.
80% of Porto Antico di Genova SpA is controlled by the City of Genoa and 20% by the Genoa Chamber of Commerce.
The Port Authority, in agreement with the City Administration, has already expressed interest in becoming a shareholder of the Porto Antico company when the Ponte Parodi project is realised.
Therefore, the Customers can be indirectly considered to be the City of Genoa, as the Porto Antico controlling company, and the Port Authority, that grants the area that is the subject of the Notice and is a potential shareholder of said Porto Antico company.

1.3 The context:

Among all Italian cities, Genoa is perhaps the one whose appearance has undergone the most radical changes over the last decade.
The Aquarium and the Cotton Warehouses (by Renzo Piano), The Carlo Felice Opera Theatre (by Aldo Rossi and Ignazio Gardella), the Luigi Ferraris Stadium (Vittorio Gregotti), the Matitone (Skidmore & Owings), the new faculty of Architecture (Ignazio Gardella), the museum of Sant'Agostino (Franco Albini and Franca Helg) and an attentive restoration of the artistic heritage and monuments (Palazzo Ducale, Commenda di Prè, San Lorenzo Cathedral) are only some of the milestones within a radical process of change, a real metamorphosis that in just a few years has reversed the stagnation that has persisted for more than one hundred fifty years.
Historically founded on the port and more recently on the great Government Enterprise, Genoa is now undergoing a major transformation.
The reorganisation of the large Government Industry is making room for a system of small and medium enterprises in the areas going through a recovery and the potentials of the new entrepreneurial structure are reaching a critical mass, defining new horizons of clean industry and new technologies.
The port has now consolidated its central role within the Mediterranean basin and, with its workforce of thirty thousand that includes direct employees and sideline businesses, is the leading city company whose decisions have immediate repercussions on all the city's commercial and social relationships.
The new Port Plan intends on making its own contribution for an improved city development model. This is taking place at a time when the City of Genoa is making considerable efforts along these lines: in fact, the city has began a process to strengthen culture and tourism, also thanks to the projects involving the old port basin.
The original port wharves (long since abandoned) have become a multi-purpose area involved mainly with leisure activities: the Aquarium, a cinema multiplex, the City of Children, the E. De Amicis Library, the Antarctic Museum and an ice skating rink are only some of the examples of the functions that have created an urban cultural area located in the zone that once hosted the Columbus Expo and that today is managed by Porto Antico di Genova SpA. Beyond this area, to the west of the port arc, the recovery activities have become quite extensive, as confirmed by the construction of a new hotel system and residential buildings.
Continuing toward the west, we note that additional transformations have taken place. The "Darsena", once a shelter for military vessels where maintenance was carried out, now hosts the Faculty of Economics and Commerce and is the site of the Maritime and Navigation Museum, the Faculty of Engineering, a Contemporary Art Museum, a Contemporary Music Centre and a residential building with annexed services for the Historical Centre.
It is clear that this major physical and functional transformation will lead to significant changes in the surrounding areas.
Ponte Parodi, located in the exact centre of the old port basin, intends on becoming the final important element in the process to revitalise the historical port arc of Genoa.
Great efforts will be made on this wharf to create a new and important cultural and recreational centre that will become a reference for the entire system.
The port arc continues to the west where the Cruise Terminal and the Ferry Terminal are located.

1.4 The site:

Built between 1883 and 1886 based on a design by engineer Adolfo Parodi next to the historically consolidated berths of the Darsena complex, Ponte Parodi extends over a surface area of approximately 23,000 m².
Initially utilised for handling cargo and then for activities to support the adjacent Hennebique grain silo, the huge 108,900 m³ of the new silo was built in the 1960s and today is the distinguishing feature of that area.
There is a spectacular 360° view of the entire city from the terrace of the last floor of the silo, 80 metres above sea level.
Two huge warehouses complete the constructions on the wharf and the total above-ground volume on Ponte Parodi is about 160,000 m³.

Illustrative photographs of the adjacent areas, of the context and of the specific site that is the subject of the Notice of competition, can be consulted in the Competition Internet site described in point 3.5.

1.5 Reference Urban Planning Tools:

With regard to the relationships with the current urban planning tools, the area is subject to the regulations set forth by the:

· PRG (Master Plan),
· PRP (Port Plan),
· PTCP (Landscape Co-ordination Plan),
· PTCC (Coast Co-ordination Plan).

In particular, the PRG and the PRP have already been implemented, with respect to the functional indications contained in the respective documents, in the Urban Requalification Program of the City Darsena and in the programmed agreements between the competent Institutions relative to the foreseen university sites.
Within this context the Ponte Parodi requalification project, the subject of this notice of Competition, assumes significant importance, since it is a synthesis and representation of all the urbanistic, productive and cultural relationships that city and port planning have established as the basis for the development of the city of Genoa.
To this regard see points 2.2 and 3.5.

Competition Objectives:

2.1 Requests for foreseen functions:

The Competition has been established to create an international cultural and recreational centre on Ponte Parodi to serve the city. This spectacular and attractive area is located in the centre of the historical port of Genoa and is granted under concession to Porto Antico di Genova SpA by the Port Authority.
The project proposes to continue the process that began with the Columbus Events in 1992, i.e. to continue the program to recover the urban functions of the old port and to integrate the latter within the urban network of the Historical City.
A central area with many different characteristics like Ponte Parodi must be designed while considering its location and the culture of the city.
For this reason, participants are requested to develop a program of functions that also takes into account the following theme as well as the subsequent information and constraints:

"Genoa: Mediterranean city."

Genoa was one of the four medieval seafaring republics together with Venice, Pisa and Amalfi. The relationships that were established with the Mediterranean world, from the period in which the inhabitants of Phocacea and the Phoenicians settled in this gulf suitable for port activities, followed by the Ligurians, over time made Genoa a port of absolute importance. Numerous historical events took place within a relatively narrow space between Porta Soprana, the Valbisagno and the Valpolcevera valleys, within the walls of Barbarossa and more specifically in the old Port, the site of memorable milestones: the departure of the Pilgrims and Crusaders for the Holy Land for which the Commenda was an important and strategic meeting point; the enterprises of Andrea Doria, a charismatic figure, in addition to other noteworthy and renowned events.
The power of the Doges was wielded to find its place in the powerful nearby kingdoms, such as France and Spain, and to stipulate agreements with the East and the West, to strengthen its presence on the North and South coast of the Mediterranean and even to venture beyond the Columns of Hercules. Trade was carried out in the numerous markets where a myriad of exchanges were of fundamental importance for the evolution and the development of the Mediterranean civilisation. At the same time Genoa invented, among other things, a banking system that gave its economy an unprecedented boost: its bankers were able - as points out Fernand Braudel - to impose their laws on the economy of Europe and, through this, on the world.
A new dynamic drive occurred recently within the activities of the port of Genoa, demonstrating their enormous potential for further development in terms of contacts with other Mediterranean countries.

1. indications:

· Relationships and Compatibility with the Historical City:

The proposed functions must foster sideline business for the Historical City in terms of standing tourism and promotion.
The historical area just behind the port arc, where a large part of city's cultural heritage is located, is the logistic support environment for the Ponte Parodi area. Therefore, the activities to be established on Ponte Parodi must be compatible with its economic and commercial framework.

· Compatibility with the present and future adjacent university facilities:

The proposed functions must be compatible with the adjacent faculty of Economics and Commerce (already present) and Engineering (to be established); in any event, the educational and scientific activities should continue to be carried out without any interference.

· Relationships with the port centre related to cruise traffic:

The cruise-ferry centre, with its more than three million passengers, is a fundamental resource with regards to the city development process. The development prospects in the sector are included in the forecasts of the Port Plan through an increase and rationalisation of the berths and through the rationalisation of services to support such activity.

· Attraction potential:

The set of proposed functions must be a strong attraction for a large flow of tourists of different age groups and interests.

2. Constraints:

· Vitality and use of the area:

The external public spaces will be equipped for public use and access to them cannot be inhibited throughout the day.

· Use restrictions:

The proposed functions must derive from a careful observation of the activities already present or foreseen in the surrounding area, so as not to create unreasonable conflicts of interest.
According to what is indicated by the Master Plan, hotels and private residences are excluded.

· Management potential:

The winning project will be subjected to project financing. As a consequence, the proposed functions must indicate the self-financing capability without unreasonable company risks.

2.2 Requests for spaces and mobility:

Plans call for the elimination of the warehouses currently located on Ponte Parodi.
Participants have the right to opt for demolition (total or partial) or to reuse the grain silo structure.
The maximum above-ground volume cannot exceed the current volume.
In addition to satisfying the needs deriving from the proposed program of functions, the projects developed shall consider the following points:

· The head of Ponte Parodi must guarantee a view of the city over the sea. The entire Ponte Parodi, or a portion of it, may be designed as a large square by the sea.

· The Cruise Terminals of Ponte dei Mille and Ponte Doria must be able to extend their functions to a part of the surface area of Ponte Parodi which must be organised so as to provide the necessary support services for cruise traffic.

· Enough parking areas must be built to meet the requirements of the proposed uses. They will integrate what is defined overall by the Port Plan and the Master Plan.

· For the accessibility and traffic movement in the area involved with the notice of competition, the following must be guaranteed:

· Evident pedestrian areas in public spaces.
· Easy vehicle access to all buildings and to the cruise traffic service structures.
· Minimum mingling of port traffic with internal traffic and parking areas.

Refer to the support documentation that will be supplied and described during the Workshop on 7/9 September 2000 and the days immediately following said period for information concerning the definition of the spaces earmarked for cruise activities, of public spaces of the adjacent areas, the accessibility and general mobility conditions of the environment relative to the area described in the notice of competition and the reference urban planning tools.
Additional information regarding the operating procedures will be provided during the Workshop.
Therefore, the Group leader or the professional selected must attend the Workshop. If such persons do not attend, this condition will be considered grounds for exclusion as described in point 3.2.

3
Competition procedures:

3.1 Participation conditions:

Participation in the Competition is open to Italian and foreign architects and engineers, either as individuals or associates.
The participants must be qualified to carry out designing and engineering activities based on specific lawful provisions according to procedures recognised by the competent international bodies. They must not be prevented from carrying out their profession, either by law, by contract or finally as a result of disciplinary measures, except as a result of incompatibility as described in article 3.2.
According to art. 17, subparagraph 1, of law no. 109/94 and subsequent amendments and supplements, free-lance professionals, either as individuals or associates, also through temporary groups or associations, companies of professionals and engineering companies, may participate in the competition.
Competition participants may utilise the services of consultants or collaborators. Such consultants or collaborators need not possess the engineering and design qualification based on specific lawful provisions (according to procedures recognised by the competent international bodies), but must not be in the incompatibility conditions described in article 3.2.
Collaborators and consultants may not be part of nor collaborate, to any extent, with more than one participant, or all those who violate such a regulation will be excluded. Their tasks and their attributions will be defined within the group without involving the Organisation publishing the notice of Competition. However, their qualification and the nature of the consulting and/or collaboration must be declared.
For temporary groups, the group must have the necessary technical requirements.
All members of the group have equal rights and ownership to the proposal.
When submitting the project, the candidates who participate as associates must indicate the name of the person responsible for carrying out the assignment. Said person will act as the group leader/legal representative with the Organisation publishing the notice of Competition for the entire duration of the Competition.
The contacts, the communications and the economic aspects will be discussed exclusively with the group leader.

3.2 Exclusion conditions:

The following may not participate in the Competition:

· Regular or acting members of the Jury, their associates or co-workers.
· The members of the Competition Secretariat and the Work Group, their spouses and their relatives and similar relationships up to and including the third degree of family relations.
· The directors and employees of the Organisation publishing the notice of Competition.
· Those who were involved in preparing the notice and attached documents.
· The candidates who did not attend the Workshop described in point 2.2.

3.3 Competition calendar:

Pre-selection phase:

Publication of the notice of Competition: May 2000.
Candidate presentation deadline: 7 July 2000.
Publication of the list of the 16 selected candidates: 24 July 2000.

Phase one of the Competition:

Introductory Workshop: 7/9 September 2000.
Phase one document submittal: 30 November 2000.
Jury Works: 1/19 December 2000.
Publication of the list of the 4 candidates admitted to Phase two: 20 December 2000.

Phase two of the Competition:

Presentation of the 4 final proposals: 5 January 2001.
Phase two document submittal: 28 April 2001.
Jury Works: 1/18 May 2001.
Announcement of the winner: 25 May 2001.
Exhibition of projects: June / August 2001.

3.4 Extensions:

The Organisation publishing the notice of Competition may extend the terms as an exception only for the purpose of obtaining a general advantage to ensure the best possible results of the Competition.
Any extension will be published and divulged using the same procedures for the notice of Competition, with adequate advance notice and, in any case, before half of the period originally established for submitting the documents has expired.

3.5 Documentation supplied by Porto Antico di Genova SpA:

Pre-selection phase:

An Internet site (www.portoantico.it/portoantico/ponteparodi) will be created to provide information and photographic documentation concerning the Competition "Ponte Parodi and the city of Genoa". Access to the site is available to anyone interested in obtaining further information.

Phase one and Phase two of the competition:

During the Workshop that will be held in Genoa at the offices of Porto Antico SpA from 7/9 September 2000, participants will be supplied with the following material:

· Maps concerning the project area.
· Maps concerning the environment in which the project area will be located.
· Layouts, elevations and main cross-sections of the buildings and major structures in the project environment.
· Plans of the main infrastructural networks in the project environment.
· Photographic documentation (aerial photographs, panoramic and ground-level pictures).
· Reference Urban Planning Tools: PRG (Master Plan), PRP (Port Plan), PTCP (Landscape Co-ordination Plan), PTCC (Coast Co-ordination Plan) and relative reference regulations.
· CD-ROM containing the material for which a digitalised version is available.

For additional information about the material that will be distributed, contact the Competition Secretariat no later than 30 days from the document submittal date.
During Phase one and Phase two, the information supplied by the Competition Organising Secretariat as an answer to any questions submitted by a single candidate will be published together with the questions to all participants in the aforementioned Internet site.

3.6 Competition Jury and Work Group:

The Competition Jury consists of 11 regular members and 3 acting members.
Considering what is described in point 3.8, all its members must be present for its decisions to be deemed valid.

If it is impossible for a regular member to attend the meetings, that member will be replaced by an acting member as designated by the Chairman of the Jury. For this purpose the acting members will participate in the works of the Jury, though without having the right to vote.
The Jury may consult experts.
A secretary, without having the right to vote, will also participate in the works of the Jury.

The Work Group is responsible for preparing the notice of Competition.

3.7 Evaluation criteria:

Pre-selection phase:

During the Pre-selection phase the Competition Jury will evaluate the dossiers received and select the 16 subjects admitted to phase one.
Given the interest that the Competition may generate also as an opportunity for experimentation and research, the group of 16 subjects selected will include at least 4 designers or engineering groups whose members were born after 31 December 1959.
For Pre-selection, the Competition Jury will favour innovative ideas, the ability to solve complex problems and the architectural quality as confirmed in the experience of those who submitted the request curriculum.

Phase one of the Competition:

To reach its judgement, the Jury will consider the following factors:

· Program of functions and approach to the topic "Genoa: Mediterranean city".
· Quality and attractiveness of the architectural solution.
· Coherence with the overall image of the city.
· Capacity to become a new point of reference for the city.
· Innovative approach to the problems and to the specific suggestions of the area and relations with the Historical City.
· General layout of the project that should consider imagination and rigour at the same time.
· Focus on the tactile and visual relationships with the water.
· Solution proposed for the creation of the Square by the sea.
· Project financing potential by private investors.

Phase two of the Competition:

The 4 projects will be evaluated on the basis of the solutions adopted to take into consideration any suggestions provided by the Jury.
The winning project should also be the result of the coherence of the architectural solutions adopted in relation to the selected program of functions and the validity of the relative economic management prospects.

The decisions by the Copetition Jury are final and this condition is understood to be automatically accepted by the participants upon submitting the dossiers requested during the Pre-selection phase.

3.8 Competition Jury Works:

Pre-selection phase:

The Competition Jury will meet from 10/21 July 2000 to select the 16 candidates to be admitted to Phase one.
During the first meeting, with a majority vote, the Competition Jury will designate its Chairman.
Within 3 days from completing the Pre-selection procedures, the selected candidates will be sent invitations to participate in the Phase one introductory Workshop. At the same time those not admitted will be provided with the names of the 16 candidates selected.

Phase one of the Competition:

The Competition Jury will meet from 1/19 December 2000 to select the 4 proposals to be admitted to Phase two.
The works of the Jury will be confidential but minutes of such works will be drafted and filed in the Competition archives.
The decisions will be reached with a relative majority of 7 out of 11 members.

Phase two of the Competition:

The Jury will meet from 1/18 May 2001 to select the winning proposal of the Competition.
The decisions will be reached with a relative majority of 9 out of 11 members.

3.9 Competition Organising Secretariat:

The Competition Organising Secretariat indicated below will be established at Porto Antico S.p.A. and will have the following tasks:

· To receive the requests to participate in the Pre-selection phase.
· To send candidates admitted to Phase one of the Competition an invitation to participate in the Workshop.
· To develop the activities for the Workshop.
· To provide the necessary information to the candidates during the different phases of the Competition.
· To maintain relations with the candidates and to update the Competition Internet site according to the clarifications requested and any changes in the Calendar.
· To attend, without having the right to vote, the Jury Works, also to provide the Jury with useful information about the organisational aspects of the Competition.
· To send candidates admitted to Phase two of the Competition the invitation to submit their projects.
· To notify candidates not admitted to Phase two that they were not admitted and to provide them with the list of those admitted.
· To receive the documents submitted and to deliver them to the Jury.
· To communicate the results of the Competition to all candidates.

3.10 Reimbursements and conferral of the assignment:

At the end of Phase one, a lump-sum expense reimbursement of Lit. 40,000,000 (Euro: 20,658.27) will be paid to each of the 16 candidates who submit the requested documents.

At the end of Phase two, a lump-sum expense reimbursement of Lit. 80,000,000 (Euro: 41,316.55) will be paid to each of the 4 finalists who submit the proposals considering what was subsequently indicated in point 6.1.

The Competition will end with the announcement of the winner who will receive the project assignment based on the regulations and conditions that govern professional practices in Italy.
The commitment by the Organisation publishing the notice of competition to confer the assignment is established for the winning group and does not extend to consultants, technicians and companies that collaborated with said members during the competition.
If the Organisation publishing the notice of competition does not confer the assignment directly or through another subject within 12 months from the announcement of the results of the Competition, the winner will be paid Lit. 200,000,000 (Euro: 103,291.37) as compensation.

No awards will be assigned ex aequo.

3.11 Ownership and use of projects, exhibition and publication:

Candidates own the copyright for the projects submitted.
During Phase two of the Competition, the Jury may invite the 4 finalists to take into consideration proposals for functions submitted by other candidates, thereby including those not selected for the last phase.
The Organisation publishing the notice of Competition and any operators interested in the project financing phase described in point 6.1 may request functions for the winning project that are different from those foreseen that are compatible with the architectural concept of the project.
The Organisation publishing the notice of Competition and any operators interested in financing the work may also request additional architectural changes that, in any case, will not alter the general idea of the project.
Each change - in foreseen functions or architectural spaces - shall not distort the general idea of the project.
Once the winner has been announced, the Organisation publishing the notice of Competition reserves the right to organise a public exhibition of the 16 projects participating in the Competition, to publish the selected proposals or to allow them to be published for cultural promotion purposes, without implying any additional compensation for the authors.

3.12 Languages:

Italian and English are the languages used in the Competition.
Both must be included in the explanations relative to the drawings requested from the participants and in the reports submitted with the projects.

3.13 Disqualification:

A project may be disqualified for one of the following reasons:

· If submitted later than the indicated deadlines.
· In case of non-compliance with the conditions and the restrictions imposed by the Organisation publishing the notice of Competition that were automatically accepted upon submitting the dossiers requested during the Pre-selection phase.

3.14 Transport and Insurance:

Competition participants will be responsible for the mailing expenses and, if desired, the insurance costs for the documents.

Pre-selection:

4.1 Requested documents and submittal procedures:

To be admitted to Phase one, the Organisation publishing the notice of Competition must receive a dossier (size UNI A4) containing the following documentation in the two languages as indicated:

· A curriculum with a length of no more than 4 pages describing the projects developed and the results obtained in engineering Competitions (projects awarded or selected).

· A maximum of 20 pages concerning personal works that were or were not realised. The description of each project should not be more than one page long and will consist of pictures, the dimensions of the project with the respective foreseen functions and a focus on any innovative elements or important factors in the architectural solutions adopted.

All the relative documents should be submitted to Porto Antico di Genova SpA, Palazzina S. Giobatta, Via al Porto Antico 16128 Genoa by 6:00 p.m. on 7 July 2000.
This deadline exclusively refers to the delivery and/or the receipt of the documents and not to the mailing date.

4.2 Competition Pre-selection Results:

On 24 July 2000 the Competition Work Group will announce the names of the 16 candidates admitted to Phase one.
The Secretariat will invite the 16 selected candidates to the introductory Workshop, and will also notify those that were not admitted.

Phase one:

5.1 Introductory Workshop:

An introductory Workshop will be held in Genoa from 7/9 September 2000 at the offices of Porto Antico di Genova SpA. The 16 candidates selected for Phase one will be invited to attend such a Workshop (the professional or the group leader may be accompanied by a maximum of one other person). More detailed information about the objectives of the Competition, the needs that must be satisfied by the projects and the intervention procedures in the area involved with the notice of competition will be provided during the Workshop activities.
Maps adequate for the engineering requirements will also be provided and it will be possible to visit Ponte Parodi and its adjacent areas during the guided inspections.
The proceedings of the Workshop will be placed at the disposal of all candidates.

5.2 Requested documents and submittal procedures:

The candidates must express their ideas and develop their proposals in:

1 dossier (size UNI A3) as an album containing:

· Program report:

in a maximum of 4 pages the candidate must describe the proposed program of functions, indicating the surface area and overall volume of the project and specifying in particular:

· The organisation and distribution (as a percentage) of the functions.
· A summary evaluation of development costs.
· A possible development proposal by phases.

· Architectural report:

in a maximum of 10 pages the candidate must describe the main features of the project, with particular attention focused on:

· Characteristics of the proposed architectural product.
· Relations between the architectural product and the context.
· Functions to satisfy the needs of the proposed functions.

The dossier may also contain diagrams, sketches, photographs of the model and whatever else is necessary to improve the description of the project.

· Colour reductions (size UNI A3) of the project drawings.

5 drawings (size UNI A1), with horizontal long side, mounted on a rigid and lightweight support that must include:

· a layout with adequate scale indicating how the proposed project is inserted within the context.
· a layout with adequate scale providing a more detailed representation of the project area.
· cross-sections, views and elevations with an adequate scale, photomontage, axonometries, perspectives, sketches and any other representation that will improve the description of the project.
· a diagram or plan that highlights the interrelationships among the proposed functions, between them and the project logic, and any developments for phases or evolutions in foreseen functions.

All the relative documents should be submitted to Porto Antico di Genova SpA, Palazzina S. Giobatta, Via al Porto Antico 16128 Genoa by 6:00 p.m. on 30 November 2000.
This deadline exclusively refers to the delivery and/or the receipt of the documents and not to the mailing date.

5.3 Results of Phase one of the Competition:

At the end of the Jury works to evaluate the 16 proposals of Phase one, the four candidates admitted to Phase two will be announced on 20 December 2000.
The Secretariat will invite the four finalists to the presentation as described in point 6.1 and will inform the remaining participants about the results of Phase one.

Phase two:

6.1 Presentation to operators of the selected projects:

A presentation will be made on 5 January 2001 at the offices of Porto Antico di Genova SpA during which the Jury will present the 16 proposals of phase one and will explain the reasons for its decisions.
The four finalists will be invited to illustrate their projects.
The programs of functions of the 4 selected projects, together with any suggestions by the Jury to be taken into consideration in the second and last phase, will be presented to any operators interested in the project financing phase that will follow the end of the Competition.
Financing subjects will have the right to consult their own experts.

6.2 Requested documents and submittal procedures:


The 4 finalists will rework the projects of Phase one taking into account the Jury's suggestions.
They must submit the following:

1 Dossier (size UNI A3) as an album containing:

· Program report for a maximum of 15 pages whose content must focus on the elements of the report described in point 5.2 and emphasise what is considered useful by the Jury to develop a final judgement as foreseen in point 3.7.

· Any supplements to the architectural report for a maximum of 8 pages (size UNI A3).

4 drawings (size UNI A0), with horizontal long side, mounted on a rigid and lightweight support that must include:

· General layout of the area with insertion of the project and the solutions concerning the adjacent public areas.
· Layout of the complex with scale 1:500.
· Graphs (plans, elevations and cross-sections) with scale 1:500 and 1:200.
· Perspectives, axonometries or any other representation suitable to illustrate the design solutions.

A volumetric model with scale 1:1000 for which the base will be provided to insert the model in the urban context. The material for the model will be selected by the candidate.

Additional material that makes it easier to understand the project may also be submitted (multimedial films or any other material).
The submittal deadline is 28 April 2001.
This deadline exclusively refers to the delivery and/or the receipt of the documents and not to the mailing date.

6.3 Announcement of the winner:

The winner of the Competition will be announced on 25 May 2001.
The 16 projects that participated in the Competition will be exhibited at the offices of Porto Antico SpA di Genova for a period of about three months.
