REGOLAMENTO
DEL CONCORSO
Oggetto e obiettivi del concorso 01.
Il Comune di Roma bandisce un Concorso Internazionale di Progettazione in due fasi per
l'ampliamento della Galleria Comunale d'Arte Moderna e Contemporanea (G.C.A.M.C.).
Dopo anni di continui cambiamenti di sede, chiusure e frammentarie riaperture, la Galleria
ha finalmente trovato nel 1995 una prima stabile collocazione nell'ex Convento delle
Carmelitane in Via Francesco Crispi. Attualmente essa occupa parte dell'ex stabilimento
della Birra Peroni, uno degli esempi di edifici industriali della capitale, eretto nei
primi decenni del secolo ai margini della struttura urbana consolidata della città.
Lo stabilimento occupa una superficie di quasi due ettari all'interno del quartiere
Salario-Nomentano; esso è suddiviso in tre blocchi, prospettanti il primo su piazza
Alessandria, il secondo su via Mantova ed il terzo su via Reggio Emilia, per un volume
complessivo di quasi 200.000 mc.
La sede attuale della Galleria Comunale d'Arte Moderna e Contemporanea è il risultato di
un progetto redatto dagli uffici tecnici del Comune nel 1995, quale parte del "Piano
di Recupero n. 13 - Piazza Alessandria", approvato nel 1982, che ridefiniva l'assetto
dell'intero stabilimento, la cui attività produttiva era già cessata nel 1971.
La Galleria occupa il blocco prospettante su via Reggio Emilia, delimitato da via Nizza,
via Cagliari e da un confine interno. Ad oggi sono stati recuperati i soli edifici della
portineria con fronte su via Reggio Emilia e i due edifici simmetrici retrostanti,
originariamente adibiti a scuderie e magazzini. I lavori, iniziati nel marzo 1996, sono
terminati nel 1999; oltre al restauro e alla rifunzionalizzazione degli edifici, sono
stati realizzati due piani interrati al di sotto della corte per la sua intera lunghezza,
ed una copertura in vetro su capriate metalliche fra i due edifici simmetrici.
Oggetto del Concorso è la progettazione di un intervento nella restante parte del lotto,
quella interessata dagli edifici con fronte esterno su via Nizza e via Cagliari e che si
affacciano sulla corte interna.
Congruentemente con le indicazioni contenute nel "Piano degli Interventi relativi
alle aree ed agli edifici del Complesso ex Birra Peroni" - già predisposto - in
questa porzione dell'area dovranno trovare posto attività dedicate all'esposizione
dell'arte contemporanea ed attività ad essa connesse, funzioni didattiche e documentarie,
oltre a spazi di servizio e supporto ed alla necessaria dotazione di parcheggi.
La Galleria Comunale d'Arte Moderna e Contemporanea occupa un'area di superficie
complessiva pari a 5.750 mq, 1.900 mq la prima parte del lotto già recuperata, e 3.850 mq
la rimanente porzione, con edifici di superficie utile lorda complessiva pari a circa
10.000 mq, per un totale di circa 43.000 mc di volume fuori terra.
Per la realizzazione dell'opera oggetto di Concorso sono disponibili 20 miliardi di Lire
(pari a Euro 10.329.138).
Il livello di progettazione richiesto dal Concorso è quello del progetto preliminare. Il
Comune di Roma affiderà al vincitore del Concorso la progettazione definitiva ed
esecutiva dell'opera.
Procedure del Concorso 02.
2.1. L'Ente banditore è il Comune di Roma
Il presente Bando di Concorso viene pubblicato sulla Gazzetta Ufficiale delle Comunità
Europee (G.U.C.E.) e sulla Gazzetta Ufficiale della Repubblica Italiana (G.U.R.I.) e su
due quotidiani a tiratura nazionale; sarà inoltre disponibile su Internet.

2.3. Tipo di Concorso
Concorso di progettazione architettonica, in due fasi. Il Concorso è aperto agli
architetti e agli ingegneri della Unione Europea, della Svizzera e della Norvegia e del
Liechtenstein, regolarmente iscritti agli albi dei rispettivi ordini professionali o,
comunque, ai relativi registri professionali nei paesi d'appartenenza, e per questo
autorizzati all'esercizio della professione e alla partecipazione a concorsi di
progettazione architettonica alla data dell'iscrizione al Concorso.
Saranno accettate le iscrizioni pervenute da singoli professionisti, associazioni,
società o gruppi di progettazione, previa indicazione dell'architetto o dell'ingegnere
che funge da capogruppo e legale rappresentante.
Prima fase del Concorso 03.
3.1. Iscrizione al Concorso
Le iscrizioni si apriranno il giorno 10 settembre 2000 e le domande di iscrizione dovranno
pervenire entro il giorno 15 novembre 2000, a mano o a mezzo raccomandata del servizio
postale di Stato o corriere autorizzato, all'indirizzo della Segreteria del Concorso di
cui al punto 2.2. (Se consegnate a mano dovranno pervenire entro le ore 17.00).
N.B. La domanda di iscrizione può essere presentata fino alla data prevista dal Bando per
la consegna degli elaborati di progetto (punto 3.6); per motivi tecnico-organizzativi i
concorrenti iscritti oltre il giorno 10 ottobre 2000 non potranno presentare richieste di
chiarimenti sul Bando e sulla documentazione allegata (punto 3.5).
La domanda di iscrizione dovrà essere presentata da un singolo progettista, sia che
intenda partecipare individualmente sia quale capogruppo di un gruppo di progettazione;
nel caso di associazioni o società la domanda sarà presentata dal legale rappresentante,
purché architetto o ingegnere.
Considerato il tema del concorso, si suggerisce di prevedere la presenza nel gruppo di
progettazione di un museologo.
I nominativi degli eventuali ulteriori componenti il gruppo di progettazione saranno
comunicati al momento della consegna del progetto secondo le modalità specificate al
successivo punto 3.7.
La domanda, compilata secondo il fac-simile allegato al presente Bando di Concorso dovrà
indicare:
- Cognome e nome del concorrente o del capogruppo
- Indirizzo
- N° di iscrizione all'Ordine o al Collegio professionale
- Numero di telefono
- Numero di fax (specificando gli orari in cui è in funzione in automatico)
- Indirizzo di posta elettronica
- Data
- Firma
Alla domanda d'iscrizione va allegata la ricevuta dell'avvenuto pagamento della tassa
d'iscrizione di Euro 130 (Lit. 251.715), come rimborso spese per la documentazione del
Concorso. Il versamento va effettuato a mezzo bollettino di c/c postale n. 37433000 o
bonifico bancario tramite una delle tre banche co-tesoriere del Comune di Roma di seguito
elencate:

Il versamento va intestato a:

3.2. Condizioni di esclusione
Non possono partecipare al Concorso:
a) i componenti della giuria, i loro coniugi, parenti e affini fino al terzo grado
compreso;
b) amministratori, consiglieri, consulenti e impiegati (anche con contratti a termine) del
Comune di Roma che abbiano bandito il Concorso o contribuito in qualsiasi modo alla
stesura del bando e della documentazione a esso allegata;
c) coloro che risultino impiegati o datori di lavoro o che abbiano vincoli di
collaborazione o relazioni continuative e notorie con membri della giuria;
d) impiegati di associazioni, istituzioni o pubbliche amministrazioni, fatta eccezione per
coloro che abbiano ricevuto specifiche autorizzazioni o la cui posizione sia stata
regolarizzata attraverso leggi o regolamenti o contratti sindacali specifici. Nel caso di
gruppi di progettazione, gli appartenenti alla categoria sopra menzionata, se privi di
autorizzazione, non possono iscriversi come capogruppo; in caso di vittoria, e in assenza
di autorizzazione specifica, saranno automaticamente considerati consulenti;
e) coloro i quali, a qualsiasi titolo, hanno preso parte alla stesura del bando e della
documentazione a esso allegata.
3.3. Documentazione del Concorso
L'Ente banditore invierà ai partecipanti, entro e non oltre il quindicesimo giorno
successivo al ricevimento della domanda di iscrizione, i seguenti materiali:
a) Bando di Concorso b) Documentazione storica e fotografica
c) CD rom contenente la cartografia
3.4. Programma culturale e programma funzionale
I concorrenti per la redazione del progetto dovranno attenersi alle indicazioni contenute
nei successivi capitoli "PROGRAMMA CULTURALE" e "PROGRAMMA
FUNZIONALE", i quali costituiscono parte integrante del presente Bando di Concorso.
3.5. Domande di chiarimento sul Bando e sulla documentazione allegata
Ogni richiesta di ulteriori informazioni di carattere tecnico deve essere inviata per
iscritto, via fax o e-mail, alla Segreteria del Concorso (punto 2.2) entro e non oltre il
giorno 10 ottobre 2000.
Una sintesi delle richieste di chiarimenti ricevute dai partecipanti con le risposte ai
quesiti più rilevanti sarà inviata dall'Ente Banditore, via fax o E-mail a tutti i
concorrenti che risulteranno iscritti entro il 10 ottobre 2000.
Le risposte ai quesiti saranno comunque disponibili presso la Segreteria del Concorso e
consultabili in Internet.
N.B. L'Ente Banditore non accetterà richieste di chiarimenti sul Bando e sulla
documentazione allegata da parte di concorrenti che si siano iscritti successivamente al
10 ottobre 2000.
3.6. Consegna degli elaborati di progetto
I progetti devono essere consegnati entro le ore 17:00 del giorno 15 novembre 2000 presso
la Segreteria del Concorso. Qualora la consegna sia affidata a un vettore (servizio
postale di Stato o corrieri autorizzati), la spedizione dovrà comunque avvenire entro la
mezzanotte del medesimo giorno e il plico dovrà pervenire entro i dieci giorni
successivi. Ogni ritardo è ritenuto motivo di esclusione. La presentazione degli
elaborati avviene in forma anonima. Deve essere omessa qualsiasi indicazione che possa
svelare l'anonimato del concorrente. Qualora l'amministrazione postale richieda
l'indicazione del mittente, andrà indicato l'Ordine o il Collegio professionale di
appartenenza del Capogruppo. L'Ente banditore non è responsabile nei confronti dei
concorrenti nel caso di smarrimento del plico; non assume inoltre alcuna responsabilità
nel caso in cui il plico dovesse pervenire con spese di spedizione a carico del ricevente.
3.7. Elaborati di progetto
La proposta progettuale dovrà essere contenuta in un album formato A3, consegnato in
duplice copia.
Tale album dovrà contenere un massimo di otto fogli formato A3 stampati su entrambi le
facciate di relazione corredata con schemi e/o schizzi, e sei tavole formato A3 stampate
su di una sola facciata contenenti gli elaborati grafici di progetto (in totale
quattordici fogli più le copertine). Le copertine potranno, a scelta del concorrente,
essere utilizzate ai fini della rappresentazione.
La relazione potrà essere in lingua italiana o inglese.
Le sei tavole A3 contenenti gli elaborati grafici di progetto saranno costituite da:
- Tav. 1: Planimetria di inquadramento generale, con inserimento della pianta a livello
coperture dell'area di progetto, scala 1:1000;
- Tavv. 2/3: Piante del piano terra e di un altro piano significativo, sezioni e prospetti
significativi dell'intervento proposto, scala 1:500;
- Tavv. 4/5/6: assonometrie e/o prospettive, particolari architettonici, e/o quanto
ritenuto opportuno per la comprensione del progetto.
La scelta delle modalità grafiche di rappresentazione è libera.
La copertina dell'album e le sei tavole contenenti gli elaborati grafici di progetto
dovranno riportare in alto a destra il motto di Concorso, composto di un massimo di
quattro parole e tre cifre arabe.
Pena l'esclusione, non sono ammessi elaborati ulteriori o difformi.
Il medesimo motto che compare sulle sei tavole e sulla copertina dell'album sarà
riportato sull'esterno di una busta OPACA sigillata, al cui interno saranno contenute le
generalità del singolo progettista o del gruppo di progettazione.
All'interno della busta verranno altresì inclusi:
- scheda riepilogativa contenente l'elenco completo del gruppo di progettazione suddiviso
in: Capogruppo, Progettisti, Consulenti, Collaboratori;
- dichiarazione di ciascun concorrente di rispetto delle condizioni di cui al punto 2.5.
"Condizioni di esclusione";
- designazione del capogruppo sottoscritta da tutti i componenti del gruppo compresi gli
eventuali consulenti e/o collaboratori;
- autorizzazione a esporre il progetto e a citare i nomi dei progettisti e degli eventuali
consulenti e collaboratori (la mancanza di tale autorizzazione non costituisce motivo di
esclusione dal Concorso);
- il capogruppo e i progettisti dovranno inoltre allegare una dichiarazione di iscrizione
all'albo o al registro professionale del paese di appartenenza; nel caso di rapporto di
lavoro con enti, istituzioni o amministrazioni pubbliche, dovranno allegare la lettera di
autorizzazione; ai fini del Concorso, il capogruppo è l'unico interlocutore dell'Ente
banditore; a tutti i progettisti del gruppo è comunque riconosciuta, a parità di titoli
e diritti, la paternità del progetto.
Il plico contenente tutti gli elaborati richiesti e la busta opaca sigillata deve
riportare all'esterno soltanto la seguente intestazione:

Dalla busta deve essere omessa qualsiasi indicazione che possa svelare l'anonimato del
concorrente. Qualora l'amministrazione postale richieda l'indicazione dell'indirizzo del
mittente andrà indicato quello dell'Ordine o del Collegio professionale di appartenenza o
quello dell'Ente banditore del Concorso; nel caso di smarrimento del plico, l'Ente
banditore non accetterà alcuna rivalsa da parte dei concorrenti.
L'Ente banditore non assume alcuna responsabilità nel caso in cui il plico contenente gli
elaborati del Concorso dovesse pervenire con spese di spedizione a carico del ricevente.
N.B. Nel caso in cui il progetto sia selezionato per il secondo grado di Concorso NON
saranno ammesse sostituzioni o integrazioni del gruppo di progettazione rispetto ai
nominativi indicati nella busta di cui sopra neanche ai fini delle successive mostre o
pubblicazioni. Il gruppo potrà essere integrato con consulenti specialistici che, in tal
caso, compariranno come consulenti, solo per essi dovrà essi dovrà essere allegata in
sede di consegna finale, la dichiarazione di rispetto di quanto previsto al punto 3.2
(Condizioni di esclusione).
3.8. Istruttoria tecnica
Il segretario del Concorso coadiuvato da tre funzionari dell'Ente Banditore provvederà
all'istruttoria tecnica dei materiali e alla verifica della rispondenza degli elaborati
consegnati ai requisiti del Bando di cui al punto 3.7.
3.9. Giuria
La giuria è composta da nove membri effettivi e due membri supplenti.
Qualora un membro effettivo risulti assente, esso verrà immediatamente e definitivamente
sostituito da un membro supplente su designazione del Presidente della Giuria. A tal fine
i membri supplenti partecipano integralmente ai lavori della giuria pure senza diritto di
voto.

Partecipa ai lavori della Giuria senza diritto di voto e redige i verbali, il segretario
del Concorso coadiuvato da tre funzionari dell'Ente banditore. Come primo atto al suo
insediamento la Giuria nominerà il presidente fra i suoi componenti.
3.10. Criteri per la formazione del giudizio
Il giudizio sarà basato sulla valutazione della qualità architettonica dei progetti, la
rispondenza al programma ed alle richieste funzionali, l'aderenza ai regolamenti vigenti,
gli aspetti economici e la fattibilità tecnica.
In particolare sarà compito della Giuria esaminare i progetti tenendo conto dei seguenti
criteri che l'Ente banditore ritiene indispensabili per la valutazione dei progetti:
- qualità dell'immagine architettonica;
- rapporto tra il nuovo intervento con le parti già recuperate della Galleria Comunale
d'Arte Moderna e Contemporanea;
- interpretazione e qualità del programma proposto per l'organizzazione del complesso
museale;
- flessibilità delle soluzioni funzionali proposte;
- inserimento nel contesto urbano;
- accessibilità e facilità di fruizione delle varie parti del complesso.
3.11. Esito della prima fase del Concorso
Al termine dei lavori la giuria indicherà cinque progetti meritevoli di essere ammessi, a
pari merito, al secondo grado del Concorso, tenendo conto della qualità della soluzione
architettonica proposta e del soddisfacimento del programma funzionale.
La giuria indicherà anche cinque ulteriori progetti meritevoli di menzione, cui verrà
riconosciuto un rimborso spese di L. 5.000.000 (+ I.V.A. e oneri previdenziali se dovuti)
ciascuno, senza graduatoria.
I concorrenti ammessi al secondo grado saranno invitati tramite lettera raccomandata o
telegramma, a partecipare alla seconda fase concorsuale. Entro dieci giorni dalla
comunicazione dell'invito i concorrenti selezionati sono tenuti a confermare la
partecipazione alla seconda fase di concorso, tramite lettera raccomandata o telegramma.
In caso di ritiro da parte di un concorrente ammesso al secondo grado di Concorso NON è
prevista alcuna sostituzione con un concorrente segnalato.
I concorrenti ammessi al secondo grado del Concorso ed i concorrenti menzionati potranno
essere invitati, a successivi eventuali concorsi di architettura ristretti relativi a temi
analoghi, organizzati a cura dell'Ente banditore.
3.12. Conclusione della prima fase del Concorso
La giuria renderà pubblici i risultati della prima fase del Concorso entro le ore 18.00
del giorno 5 dicembre 2000. Contestualmente verranno esposti al pubblico i progetti
selezionati per il secondo grado del Concorso ed i progetti menzionati.
Seconda fase del Concorso 04.
4.1. Obiettivi della seconda fase del Concorso
La seconda fase del Concorso ha come obiettivo la progettazione preliminare
dell'ampliamento della Galleria Comunale d'Arte Moderna e Contemporanea.
I concorrenti che presenteranno, nei tempi previsti, un progetto conforme al programma
funzionale e completo di tutti gli elaborati richiesti riceveranno ognuno un rimborso
spese di L. 35.000.000 (+ I.V.A. e oneri previdenziali se dovuti).
4.2. Documentazione integrativa per la seconda fase del Concorso
I concorrenti, a completamento ed integrazione di quanto fornito con il Bando di Concorso,
riceveranno le indicazioni emerse dalle raccomandazioni della giuria e eventuali altre
precisazioni da parte dell'Ente banditore, tra cui una sintesi del prezziario in vigore
presso il Comune di Roma per la stima dei costi.
4.3. Seminario preliminare
I concorrenti ammessi alla seconda fase saranno invitati a partecipare a un seminario
destinato a discutere preliminarmente e ad approfondire gli obiettivi programmatici della
seconda fase del Concorso, le esigenze dell'Ente banditore, il quadro di riferimento
economico e operativo, il contesto procedurale e normativo.
Il seminario si svolgerà entro il 15 dicembre 2000. La partecipazione al seminario è
obbligatoria per almeno un rappresentante di ciascun gruppo di progettazione ammesso alla
seconda fase; i progettisti dovranno confermare la loro partecipazione (fax o telegramma)
entro cinque giorni dalla comunicazione della data di svolgimento del seminario
preliminare.
4.4. Elaborati di progetto da presentare per la seconda fase del Concorso
Gli elaborati richiesti comprendono quanto previsto dal progetto preliminare ai sensi
dell'art. 16 della Legge n. 109/94 e succ. mod., ed in particolare:
a) planimetria generale dell'area con l'inserimento del progetto e delle soluzioni degli
spazi pubblici limitrofi, scala 1:1.000;
b) planimetria della soluzione progettuale, scala 1:500;
c) piante di tutti i piani, sezioni e prospetti del nuovo intervento, scala 1:200;
d) prospettive, assonometrie e qualsiasi rappresentazione grafica idonea ad illustrare le
scelte progettuali;
e) album formato A3 (numero di pagine libero) contenente la relazione illustrativa ed un
computo metrico estimativo sommario delle opere previste con preventivo dei costi;
f) plastico, scala 1:200. La scelta del materiale è libera. Sarà fornita ai progettisti
la base su cui realizzare il modello, in quanto sarà predisposto un plastico del contesto
nel quale saranno inseriti i singoli modelli dei progetti.
Gli elaborati grafici costituenti la proposta progettuale dovranno essere contenuti in sei
tavole formato A0.
Tutti gli elaborati, in bianco e nero o a colori, dovranno essere consegnati in duplice
copia.
Una copia delle sei tavole formato A0 dovrà essere consegnata montata su pannelli rigidi
leggeri; la seconda copia dovrà essere piegata in formato A4.
4.5. Consegna degli elaborati di progetto
Gli elaborati di progetto (di cui al precedente punto 4.4) dovranno essere consegnati
entro le ore 17.00 del giorno 1 marzo 2001.
La partecipazione alla seconda fase del Concorso avverrà in forma palese. Ciascun
elaborato dovrà essere contrassegnato dal nome del progettista, nel caso di gruppo dai
nomi dei membri del gruppo e da quello del capogruppo.
4.6. Commissione tecnica
Una commissione tecnica, composta da tre professionisti, nominati dall'Ente Banditore
provvederà alla verifica degli aspetti formali e degli aspetti tecnici relativi al
soddisfacimento del programma funzionale, delle normative urbanistiche ed edilizie, al
rispetto del programma economico e operativo. La commissione tecnica è coadiuvata dal
segretario del Concorso e da due funzionari dell'Ente Banditore.
4.7. Giuria
La composizione della Giuria è la medesima della prima fase.
Qualora, nell'intervallo di tempo tra la prima e la seconda fase, si rendessero necessarie
sostituzioni oltre a quelle risolvibili con i membri supplenti, l'Ente banditore
provvederà alle necessarie sostituzioni comunicandole ai progettisti selezionati prima
del seminario preliminare.
I lavori della giuria si concluderanno entro il 20 marzo 2001.
4.8. Formazione del giudizio e conclusione della procedura concorsuale
I progettisti saranno chiamati ad illustrare personalmente e pubblicamente il progetto
alla giuria i criteri e le soluzioni adottate.
Al termine dei suoi lavori, entro le ore 18.00 del terzo giorno dal loro inizio, la Giuria
renderà pubblico il giudizio formulato rendendo altresì noti la relazione conclusiva dei
lavori e i giudizi espressi sui singoli progetti.
Il giudizio valuterà la qualità architettonica dei progetti, il soddisfacimento degli
obiettivi programmatici e funzionali, la compatibilità con le norme vigenti,
l'economicità delle soluzioni presentate e la loro realizzabilità tecnica.
Premi 05.
Verrà proclamato un solo vincitore per il quale è previsto un premio di L. 70.000.000 (+
I.V.A. e oneri previdenziali), che si aggiunge al rimborso spese degli ammessi al secondo
grado.
Non sono previste premiazioni ex-equo.
Le decisioni della giuria sono vincolanti per l'Ente banditore.
L'Amministrazione Comunale intende affidare al vincitore l'incarico per la progettazione
definitiva ed esecutiva; il premio di L. 70.000.000 comprende il corrispettivo per la
progettazione preliminare).
Proprietà dei progetti 06.
L'Ente banditore conserva la piena proprietà di tutti i materiali relativi al vincitore,
agli ammessi al I grado ed ai menzionati, secondo le disposizioni di legge regolamenti in
merito ai diritti d'autore, riservandosi il diritto di esporre e pubblicare i progetti
presentati, senza che gli autori abbiano a esigere diritti.

Partecipando al Concorso i concorrenti accettano tutte le norme del Bando. Ogni deroga

Trasporto e assicurazione 09.
I partecipanti al Concorso dovranno sostenere le spese di spedizione e, qualora lo
desiderino, di assicurazione degli elaborati. L'Ente banditore declina ogni
responsabilità eccedente il periodo di custodia dei progetti fino ai 60 giorni successivi
alla conclusione della esposizione finale dei progetti.
Controversie 10.
Al di fuori delle norme specifiche del presente Bando si fa riferimento alle
raccomandazioni relative ai concorsi internazionali di architettura e urbanistica,
approvate dalla Conferenza Generale dell'UNESCO del 1978. Se eventuali controversie non
saranno risolte in via amichevole si farà riferimento al Foro di Roma.

PCOMPETITION RULES
Aim and Objectives of the Competition 01.
The Municipality of Rome is announcing an International Design Competition in two stages
for the extension of the Municipal Gallery of Modern and Contemporary Art (M.G.M.C.A.).
After years of continual changes of site, closings and fragmentary re-openings, in 1995
the Gallery finally found an early fixed site in the former Carmelite Convent in Via
Francesco Crispi. At present, it is occupying part of the former Peroni Brewery, one of
the capital's industrial buildings, built in the early last century on the edges of the
built-up city.
The brewery occupies an area of almost two hectares in the Salario-Nomentano district; it
is divided into three blocks, the first one facing Piazza Alessandria, the second one
facing Via Mantova and the third facing Via Reggio Emilia. The total volume is almost
200,000 cubic metres.
The present seat of the Municipal Gallery of Modern and Contemporary Art is the result of
a design drawn up by the Municipal Technical Offices in 1995, as part of the
"Regeneration Plan n. 13 - P.zza Alessandria", approved in 1982, which redefined
the arrangement of the whole Industrial unit, which had ceased production in 1971.
The Gallery occupies the block facing onto Via Reggio Emilia, bounded by Via Nizza, Via
Cagliari and an internal boundary. So far, the only parts to have been recuperated are the
porter's lodge fronting Via Reggio Emilia and the two symmetrical buildings behind,
originally stables and stores. The work, which began in March 1996, terminated in 1999;
besides the restoration of the buildings and their preparation for the new functions, two
underground floors were constructed under the whole length of the courtyard, and a glass
roof was created over the metal trusses between the two symmetrical buildings.
The Object of the Competition is a design for the remaining part of the lot, i.e., the
area with the buildings facing outwards onto Via Nizza and Via Cagliari and inwards into
the internal courtyard.
In line with the instructions contained in the "Plan of Interventions relating to the
areas and buildings of the former Birra Peroni Industrial Unit" - already drawn up -
a place must be found in this area for activities devoted to exhibitions of contemporary
art and other activities connected with it, didactic and documentary operations, as well
as service and support areas and the necessary parking facilities.
The Municipal Gallery of Modern and Contemporary Art occupies a total surface area of
5,750 m2; the first part already reclaimed is 1,900 m2 and the remaining part of the lot
measures 3,850 m2, with useful surface buildings having a gross overall surface area of
about 10,000 m2, for a total volume of about 43,000 cubic metres above ground.
A total of 20 billion lire (10,329,138 Euros) is available for the execution of the work
envisaged by this Competition. The level of planning called for by the Competition is that
of a preliminary design. The Municipality of Rome will assign to the winner of the
Competition the task of producing the definitive and executive design for the work.
Competition procedures 02.
2.1. The Municipality of Rome is the Bidding Authority
This Competition Announcement is being published in the Gazzetta Ufficiale delle Comunità
Europee (G.U.C.E.) and the Gazzetta Ufficiale della Repubblica Italiana (G.U.R.I.) and in
two national newspapers; it will also be available on Internet.

2.3. Type of Competition
It is an architectural design Competition in two stages.
The Competition is open to architects and engineers in the European Union, Switzerland,
Norway and Liechtenstein who are regularly enrolled in the registers of the relevant
professional associations or, at any rate, in the relevant professional directories in
their own countries and thus authorised to practise their professions and take part in
architectural Designs Competitions as of the date of entry to the Competition.
Entries from individual professionals, associations, companies or design teams will be
accepted; the name of the architect or engineer acting as team leader and legal
representative must be given.
First stage of the Competition 03.
3.1. Registration for the Competition
Registration will open on September 10th 2000 and applications must be received at the
address of the Competition Secretariat, given in paragraph 2.2, by November 15th 2000, by
hand or by registered letter delivered by the State postal service or by an authorised
carrier (if delivered by hand, the application must be received by 5.00 p.m.).
N.B. The application for registration may be presented until the date envisaged by this
Announcement for delivery of the designs (par. 36); for technico-organisational reasons,
competitors registering after October 10th 2000 may not forward a request for any
explanation of the Announcement and the enclosed documentation (paragraph 3.5.).
The application to register must be presented by a single designer whether he or she
intends to take part individually or as leader of a design team; in the case of
associations or companies, the application will be presented by the legal representative,
provided that the same is an architect or engineer.
Considering the subject of the competition, we would suggest that the presence of a museum
specialist in the design team should be envisaged.
The names of any other members of the design team will be communicated when the design is
delivered pursuant to the specifications set out in the following paragraph 3.7.
The application, compiled in accordance with the facsimile annexed to this Announcement,
must give the following details:
- Surname and first name(s) of the participant or team-leader;
- Address;
- Registration number in the relevant Professional Order or College;
- Telephone number;
- Fax number (specify the times when the machine is functioning automatically);
- E-mail address;
- Date;
- Signature.
The application must be accompanied by the receipt proving that the registration fee of
130 euros (251,715 lire) has been paid, covering the expenses for the Competition
documentation. Payment of the fee is to be effected by means of postal c/c no. 37433000 or
by bank draft through one of the three banks acting as co-treasurers for the Municipality
of Rome, listed below:

3.2. Ineligibility
The following categories may not participate in the Competition:
a) members of the jury, their spouses, relatives, up to and including the third degree of
relationship;
b) administrators, councillors, advisers and employees (even those with short-term
contracts) of the Municipality of Rome involved with the Competition or who have
contributed in any way whatsoever to drafting the Announcement and the documentation
contained therein;
c) any person who proves to be an employee or employer or collaborator or who has
continuous and known relations with members of the jury;
d) employees of associations, institutions or public administrations, with the exception
of those who have received specific authorisation or whose position has been regularised
by specific laws or regulations or trade union contracts. In the case of design teams,
persons belonging to the aforesaid categories, if lacking authorisation, may not be
registered as team leaders. If the Competition is won by such persons, lacking specific
authorisation they will automatically be considered consultants;
e) anyone who has contributed to drafting the Announcement and the documentation contained
therein.
3.3. Documentation for the Competition
The Bidding Authority will send the following materials to the participants, by and no
later than the fifteenth day following receipt of the application for registration:
a) Announcement of the Competition b) Historical and photographic documentation
c) A CD-ROM containing the cartography.
3.4. Cultural requirements and functional requirements
When preparing the design, competitors must keep to the instructions contained in the
following chapters: "CULTURAL REQUIREMENTS" and "FUNCTIONAL
REQUIREMENTS", which form an integral part of this Announcement.
3.5. Requests for explanations about the Competition and about the enclosed documentation
Each request for further information of a technical nature must be forwarded in writing,
by fax or by e-mail, to the Competition Secretariat (paragraph 2.2.) by and no later than
October 10th 2000.
A summary of the requests for explanations received from participants with the answers to
the most important questions will be sent by the Bidding Authority by fax or e-mail to all
competitors who prove to have registered before October 10th 2000.
Replies to the questions will be available in any case from the Competition Secretariat
and can be consulted on the Internet.
N.B. The Bidding Authority will not accept requests for explanations about the
Announcement and the documentation included therein from competitors who have registered
after October 10th 2000.
3.6. Submission of entries
Entries must be submitted to the Competition Secretariat by 5.00 p.m. on November 15th
2000.
Should delivery be entrusted to a carrier (State postal service or authorised carriers),
the entry must in any case be handed in by midnight the same day and the package must
arrive within the following ten days. Any delay will be considered motive for
ineligibility. Presentation of the designs is to be anonymous. Any information whatsoever
that may reveal the identity of the sender must be omitted. Should the post office request
the name of the sender, the Order or Professional College of the team leader must be
indicated. The Bidding Authority is not liable for loss of the package; nor does it assume
any liability if the package should arrive with postage costs charged to the addressee.
3.7. Designs
The designs must be contained in an A3 format album, in two copies.
This album must contain a maximum of eight A3 format pages printed on both sides for the
report, accompanied by diagrams and/or sketches, and six A3 format panels, printed on only
one side, containing the drawings (fourteen sheets in all, plus the cover). The covers
may, if the competitor so desires, be illustrative.
The report may be written in either English or Italian.
The six A3 panels containing the designs for the project will consist of:
- Panel 1: Site plan, as a general background, with a roof-level plan of the area covered
by the design, scale 1:1000;
- Panels 2/3: Plans of the ground floor and one other significant floor, significant
cross-sections and projections of the proposed intervention, scale 1:500;
- Panels 4/5/6: Axonometric drawings, and/or projections, architectural details, and/or
whatever is considered useful for understanding the project.
There is a free choice with regard to the graphic means employed for the above.
The cover of the album and the six panels containing the drawings must have the
Competition phrase, consisting of no more than four words and three Arab numerals, at the
top right-hand corner.
Additional or different drawings are not allowed, on pain of exclusion.
The same phrase and numbers that appear on the six panels and the album cover will also
appear on the outside of an OPAQUE sealed envelope, inside which the personal details of
the single designer or design team will be contained.
This envelope will also contain:
- a paper containing the complete list of the design team, divided as follows: Team
leader, Designers, Consultants, Collaborators;
- a statement from each competitor as to his or her compliance with the conditions set out
in paragraph 3.2.: "Ineligibility";
- Designation of the team leader, signed by all the members of the group, including any
consultants and/for collaborators;
- permission to exhibit the design and give the names of the designers and any consultants
and collaborators (failure to give such permission will not be taken as a reason for
exclusion from the Competition);
- the team leader and the designers must also include a statement that they are enrolled
in the Album or Professional Directory of their country; in the case of employment by
organisations, institutions or public administration authorities, the team leader and
designers must include a letter of authorisation; for the purposes of this Competition,
the team leader is the only spokesperson with regard to the Bidding Authority; however all
members of the team, all qualifications and rights being equal, are recognised as authors
of the project.
The package containing all the drawings requested and the sealed opaque envelope must bear
on the outside only the following address:

There must be no indication whatsoever on the envelope that might reveal the identity of
the competitor. Should the postal authorities request the sender's address, that of the
Professional Order or College to which the sender belongs should be given, or that of the
Bidding Authority. Should the package be lost, the said Authority will not accept any
claim for compensation from the Competitors.
The Bidding Authority will not accept any liability should the package containing the
entry for the Competition arrive with postage charged to the addressee.
N.B. Should the entry be selected for the second stage of the Competition, any
substitutions or additions to the design team as named in the aforesaid envelope will NOT
be permitted, not even for purposes of subsequent exhibitions or publications. The team
may include specialist consultants who, in this case, will be named as consultants; only
for such persons may the statement respecting the conditions set out in paragraph 3.2.
(Conditions of ineligibility) be added at the final stage.
3.8. Technical survey
The Competition Secretary, assisted by three executives of the Bidding Authority, will be
responsible for the technical survey of the material and check that the designs submitted
respond to the requirements set out in paragraph 3.7.
3.9. Jury
The Jury consists of nine active members and two supplementary members.
Should an active member be absent, he or she will immediately and definitively be replaced
by one of the supplementary members, appointed by the President of the Jury. For this
reason, the supplementary members will be present at all the Jury's meetings, although
without the right to vote.

The Competition secretary, assisted by three executives of the Body giving Notice of the
Competition, will be present at meetings of the Jury to write the minutes, but without the
right to vote. The first act performed by the Jury at their first meeting will be to
appoint the President from among their members.
3.10. Criteria for Assessment
The assessment will be based upon an evaluation of the architectural quality of the
designs, their correspondence with the project requirements and functional requirements,
adherence to the regulations in force, economic aspects and technical feasibility.
In particular, it will be the Jury's task to examine the designs, taking into account the
following criteria which the Bidding Authority considers essential for judging the quality
of the designs:
- quality of the architectural image;
- rapport between the new intervention and the parts of the Municipal Gallery of Modern
and Contemporary Art already restored;
- interpretation and quality of the project suggested for the organisation of the museum
unit;
- flexibility of the functional choices suggested;
- placement within the urban context;
- accessibility and ease of exploration of the various parts of the unit.
3.11. Outcome of the first stage of the Competition
When the Jury has finished its task , it will choose five projects of equal merit that
deserve to be admitted to the second stage of the Competition, taking into account the
quality of the architectural choices suggested and their fulfilment of the functional
requirements.
The Jury will also choose five other projects worthy of merit; each of these will be
awarded a refund of expenses amounting to 5,000,000 lire (+ VAT and social security costs,
if charged), with no classification of merit.
Competitors admitted to the second stage will be invited by registered letter or telegram
to take part in the aforesaid second stage of the Competition. Within ten days of the
invitation's being communicated, the chosen competitors must confirm their participation
in the second stage of the competition by means of registered letter or telegram.
Should one of the competitors admitted to the second stage of the Competition withdraw, it
is not envisaged that another competitor will take his or her place.
The competitors admitted to the second stage of the Competition and the competitors worthy
of merit may be invited to any subsequent architectural competition limited to similar
themes, organised by the Bidding Authority.
3.12. Conclusion of the first stage of the Competition
The Jury will make public the results of the first stage of the Competition by 6 p.m. on
December 5th 2000. Simultaneously the designs chosen for the second stage of the
Competition and the designs found worthy of merit will be exhibited to the public.
Second stage of the Competition 04.
4.1. Objectives of the second stage of the Competition
The objective of the second stage of the Competition is to produce a preliminary design
for the extension of the Municipal Gallery of Modern and Contemporary Art.
Competitors who present a design conforming to the functional requirements and complete
with all the required drawings within the period specified, will each receive a refund of
expenses amounting to 35,000,000 lire (+ VAT and social security costs, if charged).
4.2. Additional documentation for the second stage of the Competition
To complement and complete the material supplied with the Competition Announcement,
competitors will receive the information arising from the Jury's recommendations and any
further explanations suggested by the Bidding Authority, among them a summary of the price
list in force in the Municipality of Rome, in order to estimate costs.
4.3. Preliminary Seminar
Competitors admitted to the second stage will be invited to take part in a seminar for a
preliminary and thorough discussion of the objectives of the programme for the second
stage of the Competition, the requirements of the Bidding Authority, the financial and
operational frame of reference and the procedural and regulatory context.
The seminar will be held by December 15th 2000. Participation in the seminar is obligatory
for at least one representative of each design team admitted to the second stage; the
designers must confirm that they will take part (by fax or telegram) within five days of
being advised of the date when the preliminary seminar will take place.
4.4. Drawings to be presented for the second stage of the Competition
The drawings required include the ones envisaged by the preliminary plan pursuant to
article 16 of Law no. 109/94 and subsequent amendments, in particular:
a) a general location plan of the area with the siting of the project and the solutions
suggested for the surrounding public spaces, scale 1:1,000;
b) a site plan of the project, scale 1:500
c) plans of all the floors, cross-sections and elevations of the new intervention, scale
1:200;
d) projections, axonometric drawings and any suitable drawings to illustrate the proposals
for the project;
e) an A3 format album (any number of pages) containing the description and an estimated
metric calculation of the envisaged works and an estimate of costs;
f) a relief model, scale 1:200. Any material may be used. Designers will be provided with
a base on which to execute the model, since a model will be prepared of the context into
which the single models will be inserted.
The drawings that make up the proposal must be supplied on six AO format panels.
All drawings, in black and white or in colour, must be submitted in duplicate.
AO format panels must be mounted before being submitted on lightweight rigid frames; the
second copy must be folded into A4 format.
4.5. Submission of the drawings
The drawings (as of paragraph 4.4 above) must be submitted by 5.00 pm on March 1st 2001.
Participation in the second stage of the Competition will not be anonymous. Each drawing
must be signed by the designer or, in the case of a team, by the members of the team and
the team leader.
4.6. Technical committee
A technical committee with three professional members by the Bidding Authority will be
responsible for assessing the formal and technical aspects relative to fulfilment of the
functional requirements, town-planning and building regulations and respect of the
financial and operational requirements. The technical committee is to be assisted by the
Competition Secretary and by two executives of the Bidding Authority.
4.7. Jury
The members of the Jury are the same as at the first stage.
If it is necessary to substitute any member(s) between the first and second stages, with
persons other than the supplementary members, the Bidding Authority will provide for the
necessary replacements and advise the selected designers before the preliminary seminar
takes place.
The Jury's task will be completed by March 20th 2001.
4.8. Assessment and conclusion of the Competition procedure
The designers will be called upon to illustrate their design for the Jury personally and
publicly, explaining the criteria and choices adopted.
When they have concluded their task, by 6.00 pm of the third day after they began, the
Jury will make their decision public, also making known their final report and their
assessment of each individual design.
The assessment will evaluate the architectural quality of the designs, the fulfilment of
the objectives required and the functional aims, compatibility with the regulations
currently in force, the proposals' economic feasibility and their technical
practicability.
Prizes 05.
Only one winner will be proclaimed, for whom a prize of 70,500,000 lire (+ VAT and social
security) is envisaged, which is additional to the refund of expenses awarded to the
competitors admitted to the second stage.
No ex-equo prizes are envisaged.
The Jury's decision is binding upon the Bidding Authority.
The Municipal Administration intends to grant to the winner the task of drawing up the
definitive and executive plans for the site; the 70,000,000 lire prize includes the fee
for the preliminary designs.
Ownership of the designs 06.
The Bidding Authority shall retain full rights of ownership of all materials relating to
the winner, the designers passing the 1st stage and the ones worthy of merit, pursuant to
the laws relevant to authors' rights, reserving the right to exhibit the designs submitted
without the authors' claiming any rights to the same.
The designs submitted by the other competitors may be collected within the 60 days
following the exhibition and publication of the catalogue.
Publication of the Competition results 07.
Simultaneously with the announcement of the results of the competition, the designs will
be exhibited to the public; they will also be on show in an exhibition and will be the
subject of a printed publication.
Application of the Competition Rules 08.
By taking part in the Competition, the competitors will accept all the regulations
relating to it. Any non-compliance with the said regulations will be reported to the
Technical Committee and submitted to the Jury for consideration. The Jury will be
responsible for the elimination of any competitor.
Transport and insurance 09.
Persons taking part in the Competition must bear their own expenses for postage etc. and,
should they so wish, for insuring the designs. The Bidding Authority declines all
responsibility beyond the period in which the designs are in their custody up the 60 days
following the conclusion of the final exhibition of the drawings.
Disputes 10.
Apart from the specific norms laid down by this Competition Announcement, the
recommendations relating to international architectural and town-planning competitions
approved by the UNESCO General Conference in 1978 will apply. If any disputes arise that
cannot be solved amicably, the Rome Bar will be applied to.
