REGOLAMENTO
DEL CONCORSO
1. Obiettivi del concorso
Il Comune di Roma, di seguito definito "Ente banditore", bandisce un concorso
per la progettazione di due ponti pedonali di attraversamento del Tevere, con l'obiettivo
di connettere due aree d'importanza strategica per la città.
Il "PONTE DELLA MUSICA" (quartiere Flaminio), collegherà con una luce di circa
170 m il lungotevere Flaminio sulla riva sinistra, con piazza Gentile da Fabriano, al
vertice del tridente formato da via Guido Reni, viale Pinturicchio e viale del Vignola, e
con il lungotevere Maresciallo Cadorna e la sottostante via Capoprati sul lato opposto,
lungo la riva destra del fiume. Il nuovo ponte consentirà di saldare due parti
dell'espansione settentrionale del centro urbano, ricche di episodi architettonici
significativi per la vita sociale e culturale della città: da una parte il quartiere
Flaminio, con le infrastrutture sportive risalenti ai Giochi Olimpici del 1960 fra le
quali spiccano il Palazzetto dello Sport e lo Stadio Flaminio, entrambi di Pier Luigi
Nervi, il nuovo complesso dell'Auditorium, in costruzione su progetto di Renzo Piano, e il
recente progetto del Centro per l'Arte contemporanea (progettista Zaha Hadid) vincitore di
un concorso internazionale; dall'altra il quartiere della Vittoria, alle pendici di Monte
Mario, con l'Istituto storico e di cultura dell'Arma del Genio e l'annesso Museo, il
piazzale Maresciallo Giardino con Villa Mazzanti, la Casa delle Armi (o della Scherma) di
Luigi Moretti, l'Ostello della Gioventù, il complesso sportivo del Foro Italico e
l'Auditorium della Rai.
Il "PONTE DELLA SCIENZA" (quartiere Ostiense), collegherà con una luce di circa
100 m. la riva Ostiense, sul lato sinistro del Tevere, con il lungotevere dei Papareschi
sulla riva destra. Anche in questo caso il nuovo collegamento pedonale restituirà
continuità a due aree ex-industriali, racchiuse fra il fiume e la via Ostiense da una
parte e viale Guglielmo Marconi dall'altra. Quella sulla riva sinistra, in particolare, è
connotata dalla presenza di alcuni grandi impianti industriali dismessi, come le aree dei
Gasometri e dei Mercati Generali. Il Comune di Roma sta promuovendo una ampia azione di
riqualificazione urbana, attraverso il Progetto Urbano Ostiense – Marconi. Secondo
questo piano il nuovo Ponte della Scienza è il nodo centrale di una diffusa rete pedonale
e ciclabile che ha il compito di relazionare due importanti comparti di servizi pubblici
di carattere urbano, poli culturali dotati di aree verdi e parcheggi. In alcuni casi tali
trasformazioni sono già avvenute (l'ex-Centrale elettrica Montemartini, per esempio, che
è ora un museo, o l’ex-Mira Lanza, che ospita il Teatro India), in altri casi sono
in corso di pianificazione e progettazione (il nuovo Museo della Scienza e la Biblioteca
universitaria al Gasometro), in altri ancora tali spazi sono comunque già utilizzati per
attività sociali, culturali e universitarie, come avviene per l'esteso complesso
dell'ex-Mattatoio, solo poco più a Nord.
Il Comune di Roma, attraverso la Legge per Roma Capitale, provvederà alle spese per la
realizzazione dei due ponti. L’Ente Banditore affiderà ai vincitori del concorso la
progettazione definitiva ed esecutiva delle opere.
Al punto 4 di questo bando sono descritte nei dettagli le richieste di progetto.
2. Procedure del concorso
2.1 L'ente banditore è il Comune di Roma.
Il bando del concorso è pubblicato sulla Gazzetta Ufficiale della Repubblica Italiana
(G.U.R.I.) e sulla Gazzetta Ufficiale della Comunità Economica Europea (G.U.C.E.E.), sui
quotidiani Sole 24 Ore, Repubblica e Messaggero; sarà inoltre disponibile in Internet.

2.3 Tipo di concorso
Concorso architettonico di progettazione in una fase.
Il concorso è aperto agli architetti e agli ingegneri della Unione Europea, della
Svizzera e della Norvegia e del Liechtenstein, regolarmente iscritti agli albi dei
rispettivi ordini professionali o, comunque, ai relativi registri professionali nei paesi
d'appartenenza, e per questo autorizzati all'esercizio della professione e alla
partecipazione a concorsi di progettazione architettonica alla data dell'iscrizione al
concorso.
Saranno accettate le iscrizioni pervenute da singoli professionisti, associazioni,
società o gruppi di progettazione, previa indicazione dell'architetto o dell'ingegnere
che funge da capogruppo e legale rappresentante.
I partecipanti, singolarmente o in gruppo, possono presentare soltanto uno dei due
progetti. Uno stesso concorrente non può far parte di più di un gruppo, pena
l’esclusione dal giudizio di entrambi i gruppi.
2.4 Procedure d'iscrizione
Le iscrizioni devono pervenire, entro il giorno 3 Maggio 2000, a mano o a mezzo
raccomandata del servizio postale di Stato o corriere autorizzato, all'indirizzo della
Segreteria del concorso di cui al punto 2.2.
(Se consegnate a mano dovranno pervenire entro le ore 17.00).
N.B. La domanda di iscrizione può essere presentata fino alla data prevista dal bando per
la consegna degli elaborati (punto 3.3); per motivi tecnico-organizzativi i concorrenti
iscritti oltre il 25 Febbraio 2000 non potranno presentare richieste di chiarimenti sul
bando e sulla documentazione allegata (vedi punto 3.2).
La domanda di iscrizione dovrà essere presentata da un singolo progettista, sia che
intenda partecipare individualmente sia quale capogruppo di un gruppo di progettazione;
nel caso di associazioni o società la domanda sarà presentata dal legale rappresentante,
purché architetto o ingegnere.
I nominativi degli eventuali ulteriori componenti il gruppo di progettazione saranno
comunicati al momento della consegna del progetto secondo le modalità specificate al
successivo punto 3.4.
La domanda, compilata secondo il fac-simile allegato al presente bando di concorso dovrà
indicare:
- Cognome e nome del concorrente o del capogruppo
- Indirizzo
- N° di iscrizione all'Ordine o al Collegio professionale
- Numero di telefono
- Numero di fax (specificando gli orari in cui è in funzione in automatico)
- Indirizzo di posta elettronica
- Data
- Firma
Alla domanda d'iscrizione va allegata la ricevuta dell'avvenuto pagamento della tassa
d'iscrizione di Euro 130 (Lit. 251.715), come rimborso spese per la documentazione del
concorso. Il versamento va effettuato a mezzo bollettino di c/c postale n. 37433000 o
bonifico bancario tramite una delle tre banche co-tesoriere del Comune di Roma di seguito
elencate:

Il versamento va intestato a:

2.5 Condizioni di esclusione
Non possono partecipare al concorso:
a) i componenti della giuria, i loro coniugi, parenti e affini fino al terzo grado
compreso;
b) amministratori, consiglieri, consulenti e impiegati (anche con contratti a termine) del
Comune di Roma che abbiano bandito il concorso o contribuito in qualsiasi modo alla
stesura del bando e della documentazione a esso allegata;
c) coloro che risultino impiegati o datori di lavoro o che abbiano vincoli di
collaborazione o relazioni continuative e notorie con membri della giuria;
d) impiegati di associazioni, istituzioni o pubbliche amministrazioni, fatta eccezione per
coloro che abbiano ricevuto specifiche autorizzazioni o la cui posizione sia stata
regolarizzata attraverso leggi o regolamenti o contratti sindacali specifici. Nel caso di
gruppi di progettazione, gli appartenenti alla categoria sopra menzionata, se privi di
autorizzazione, non possono iscriversi come capogruppo; in caso di vittoria, e in assenza
di autorizzazione specifica, saranno automaticamente considerati consulenti;
e) coloro i quali, a qualsiasi titolo, hanno preso parte alla stesura del bando e della
documentazione a esso allegata.
3. Il concorso
3.1 Documentazione
L'Ente banditore invierà ai partecipanti, entro e non oltre il quindicesimo giorno
successivo al ricevimento della domanda di iscrizione, i seguenti materiali:
a) Bando di concorso
b) Cartografia
c) Documentazione
d) CD-ROM
L'Ente Banditore non assume responsabilità per eventuali ritardi postali nella consegna
della documentazione.
3.2 Richieste di chiarimenti sul bando e sulla documentazione allegata
Ogni richiesta di ulteriori informazioni di carattere tecnico deve essere inviata per
iscritto, via fax o e-mail, alla Segreteria del concorso (punto 2.2) entro e non oltre il
25 Febbraio 2000.
Una sintesi delle richieste di chiarimenti ricevute dai partecipanti con le risposte ai
quesiti più rilevanti sarà inviata dall'Ente Banditore, via fax o e-mail a tutti i
concorrenti che risulteranno iscritti entro il 25 Febbraio.
Le risposte ai quesiti saranno comunque disponibili presso la Segreteria del Concorso e
consultabili in Internet.
N.B. L'Ente Banditore non accetterà richieste di chiarimenti sul bando e sulla
documentazione allegata da parte di concorrenti che si siano iscritti successivamente al
25 Febbraio.
3.3 Consegna degli elaborati
I progetti devono esser consegnati entro le ore diciassette del 3 Maggio 2000 presso la
Segreteria del concorso. Qualora la consegna sia affidata a un vettore (servizio postale
di Stato o corrieri autorizzati), la spedizione dovrà comunque avvenire entro la
mezzanotte del medesimo giorno e il plico dovrà pervenire entro i quindici giorni
successivi. Ogni ritardo è ritenuto motivo di esclusione. La presentazione degli
elaborati avviene in forma anonima. Deve essere omessa qualsiasi indicazione che possa
svelare l'anonimato del concorrente. Qualora l'amministrazione postale richieda
l'indicazione del mittente, andrà indicato l'Ordine o il Collegio professionale di
appartenenza del Capogruppo. L'Ente banditore non è responsabile nei confronti dei
concorrenti nel caso di smarrimento del plico; non assume inoltre alcuna responsabilità
nel caso in cui il plico dovesse pervenire con spese di spedizione a carico del ricevente.
3.4 Le proposte progettuali
Le proposte progettuali vanno presentate su sei tavole formato A1 (59,4 x 84,1cm.) e da
DUE COPIE di un album rilegato, formato A3 composto da max. ventidue fogli (44 facciate)
incluse le copertine; sulla copertina anteriore dell'album, in ogni suo foglio e sulle
tavole A1 dovrà comparire, in alto a destra, il motto composto da max. quattro parole e
tre cifre arabe.
Gli elaborati richiesti comprendono quanto previsto per un progetto preliminare (come ai
sensi della legge n. 109 del 1994 e succ. mod.: relazione generale, studio di inserimento
ambientale, planimetria generale e schemi grafici, calcolo sommario della spesa, in
particolare studio sul concetto e sulla fattibilità strutturale).
I testi possono essere presentati in italiano o in inglese.
Gli elaborati richiesti dovranno utilizzare come sistema di misura il sistema metrico
decimale e riportare un riferimento metrico grafico, in modo da consentire anche
pubblicazioni in formato ridotto.
Le sei tavole, in bianco e nero o a colori, montate su pannelli rigidi leggeri,
contengono:
- planimetria generale dell'area con la rappresentazione del ponte e del suo inserimento
nel contesto urbano (scala 1/2.000);
- planimetria generale dell'area con l'inserimento del ponte (scala 1/500);
- piante, sezioni e prospetti del ponte alle quote significative, comprensive delle
fondazioni, del viadotto e dell'impalcato (scala 1/200);
- stralcio del prospetto longitudinale (scala 1/50);
- stralcio della sezione longitudinale (scala 1/50);
- sezione trasversale (scala 1/50);
- dettagli costruttivi dai quali si evincano le soluzioni tecnologiche proposte;
- assonometrie, prospettive, fotomontaggi e qualsiasi altra rappresentazione grafica
idonea a illustrare le scelte progettuali.
La modalità di composizione degli elaborati nelle sei tavole è libera; è possibile
comporre le tavole sia in verticale che in orizzontale.
L'album contiene:
- relazione, eventualmente illustrata con immagini e schemi grafici, con i criteri guida
delle scelte progettuali, le caratteristiche tecniche dei materiali, la descrizione delle
specifiche di accessibilità, sicurezza, durata e agevole manutenzione, la soluzione per
l'illuminazione notturna, l'inserimento urbanistico;
- calcolo preliminare della struttura e degli impianti;
- definizione schematica degli impianti e delle utenze a rete necessarie;
- computo metrico estimativo sommario delle opere previste e preventivo dei costi;
- le riproduzioni, ridotte in formato A3, delle sei tavole di progetto.
N.B. Le riproduzioni delle sei tavole di progetto dovranno essere stampate su una sola
facciata.
- L'album dovrà essere consegnato in DUE copie.
La scala di rappresentazione degli elaborati presentati nell'album è libera purché
rientri nel formato A3 (non sono ammessi elaborati più grandi piegati); la scelta di
orientamento dell'album (orizzontale o verticale) è libera; tutte le altre modalità di
allestimento sono libere (squadrature, materiali utilizzati per allestire le copertine,
inserimento di foto tratte da modelli ecc.).
Il medesimo motto che compare sulle sei tavole e sull'album sarà riportato sull'esterno
di una busta OPACA sigillata, al cui interno saranno contenute le generalità del singolo
progettista o del gruppo di progettazione. All'interno della busta verranno altresì
inclusi:
- scheda riepilogativa contenente l'elenco completo del gruppo di progettazione suddiviso
in: Capogruppo, Progettisti, Consulenti, Collaboratori.
- dichiarazione di ciascun concorrente di rispetto delle condizioni di cui al punto 2.5 -
Condizioni di esclusione;
- designazione del capogruppo sottoscritta da tutti i componenti del gruppo compresi gli
eventuali consulenti e/o collaboratori;
- autorizzazione a esporre il progetto e a citare i nomi dei progettisti e degli eventuali
consulenti e collaboratori (la mancanza di tale autorizzazione non costituisce motivo di
esclusione dal concorso).
- Il capogrupppo e i progettisti dovranno inoltre allegare:
dichiarazione di iscrizione all'albo o al registro professionale del paese di
appartenenza; nel caso di rapporto di lavoro con enti, istituzioni o amministrazioni
pubbliche, dovranno allegare la lettera di autorizzazione;
Ai fini del concorso, il capogruppo è l'unico interlocutore dell'Ente banditore; a tutti
i componenti del gruppo è comunque riconosciuta, a parità di titoli e diritti, la
paternità del progetto.
Il plico contenente tutti gli elaborati richiesti e la busta opaca sigillata deve
riportare all'esterno all'esterno soltanto la seguente intestazione:

3.5 Commissione Tecnica
La Commissione tecnica per la verifica preliminare dei progetti è formata da due esperti
nominati dall'Ente Banditore e da un esperto nominato da IN/Arch Lazio.
La Commissione predisporrà una relazione sulla rispondenza tecnica dei progetti
presentati al programma funzionale e ai criteri indicati al successivo punto 3.7; la
relazione sarà sottoposta alla Giuria.
3.6 Giuria
La Giuria, composta da nove membri effettivi e da due membri supplenti, elegge al suo
interno il Presidente. In caso di assenza, uno o più membri sono sostituiti dai membri
supplenti su proposta del Presidente. I supplenti prendono parte ai lavori della giuria
senza diritto di voto. Se necessario, un interprete assisterà la giuria.
I membri della Giuria sono:
Elias Torres Tur, Guy Nordenson, Sergio Crotti, Marco De Michelis, Mario Martone, Roberto
Linetti, Vittorio Nascé, Umberto Riva, Giuseppe Manacorda.
Membri supplenti:
Alessandro Carbone, Yves Nacher.
Il Segretario del concorso prende parte ai lavori della Giuria senza diritto di voto. La
Giuria concluderà i suoi lavori entro il 16 Giugno 2000. Nel caso in cui si rendesse
necessario nominare membri effettivi o membri supplenti diversi da quelli indicati, l'Ente
banditore provvederà a comunicarne i nominativi ai partecipanti.
3.7 Criteri per la formazione del giudizio e per l'attribuzione dei premi, concluesione
delle procedure concorsuali
Il giudizio valuta la qualità architettonica dei progetti, la rispondenza al programma e
alle sue richieste funzionali, l'aderenza ai regolamenti vigenti, gli aspetti economici e
la fattibilità tecnica.
In particolare sarà compito della commissione tecnica e della giuria esaminare i progetti
tenendo conto dei seguenti criteri che l'Ente Banditore ritiene indispensabili per la
valutazione dei progetti:
- qualità dell'immagine architettonica e ambientale, originalità strutturale;
- cura delle relazioni urbanistiche, con definizione - sia pure di massima - degli
attacchi sulle due rive e relative previsioni di trasformazione dello spazio pubblico e
della mobilità;
- flessibilità, come deve essere proprio di uno spazio pubblico pedonale, richiedendo
strutture semplici e lineari, disponibili per adattarsi alle interpretazioni anche più
imprevedibili, stabili e temporanee (i ponti devono prevedere il passaggio di acqua, luce,
gas: in più punti devono essere previsti attacchi disposti in pozzetti a scomparsa per
rispondere alle necessità di manifestazioni straodinarie, come feste, fiere e
esposizioni);
- accessibilità, curando l'efficacia delle relazioni dei ponti con la viabilità
carrabile e pedonale delle due rive, non prevedendo doppi livelli, né scale, né pendenze
superiori a quelle previste per l'accesso ai disabili (sono ammesse solo scale di discesa
sulle ripe);
- sicurezza, evitando ogni spazio esposto, curando balaustre e mancorrenti, evitando
passaggi obbligati troppo stretti e coni d'ombra, curando una efficace illuminazione;
- manutenzione, prevedendo strutture e impalcati che non comportino problemi
particolarmente onerosi di manutenzione ordinaria e straordinaria.
La Giuria, dopo aver steso una relazione conclusiva in cui sono contenuti i giudizi sui
progetti presentati, indicherà il progetto vincitore per ciascuno dei due ponti;
indicherà inoltre, un massimo di otto progetti meritevoli di menzione. La Giuria
procederà quindi all'apertura delle buste sigillate e renderà noti i nomi dei vincitori
e dei menzionati.
3.8 Risultati del concorso
I nomi dei vincitori, a disposizione di tutti i concorrenti, verranno inviati al Consiglio
Nazionale degli Architetti, al Consiglio Nazionale degli Ingegneri, agli Ordini
professionali territorialmente interessati e pubblicati sulla "Gazzetta Ufficiale
della Repubblica Italiana", sulla "Gazzetta Ufficiale della Unione Europea"
e in Internet.
3.9 Premi
Saranno attribuiti un massimo di dieci premi; due primi premi e un massimo di otto
menzioni.
Al primo classificato, per ognuno dei due ponti, un premio pari a Euro 25.000 (Lit.
48.406.750) + IVA ove dovuta.
A ciascuno dei menzionati un premio pari a Euro 5.000 (Lit. 9.681.350) + IVA ove dovuta.
Alla Giuria non è consentito conferire premi ex-aequo. L'Ente banditore è tenuto a
rispettare le decisioni della Giuria.
Nel caso in cui l'Ente Banditore dovesse provvedere alla progettazione di ulteriori Ponti
Pedonali, sarà bandito un ulteriore concorso mediante procedura ristretta ai soli
progettisti risultati menzionati.
3.10 Mostra e pubblicazione del progetto
I risultati del concorso saranno esposti in una mostra e pubblicati nel relativo catalogo.
L'Ente banditore ha piena proprietà degli elaborati, fatte salve le garanzie di legge e
nel rispetto dei diritti d'autore, riservandosi il diritto di mettere in mostra e
pubblicare i progetti presentati, senza che gli autori abbiano a esigere diritti.
4. Richieste di progetto
Impostazione strutturale, morfologia, costi
I due ponti della Musica e della Scienza si trovano in contesti urbanistici diversi ma
assolvono funzioni analoghe: connettere due sponde con attività in forte evoluzione ed
essere dei "presìdi di centralità", degli elementi del paesaggio urbano con
forte identità e riconoscibilità. I loro requisiti sono pertanto sostanzialmente
analoghi: ponti con la massima flessibilità d'uso. Si suggeriscono soluzioni semplici,
che non ospitano sovrastrutture stabili, facilmente adattabili ad allestimenti temporanei
anche complessi.
4.1 Norme tecniche di progetto (a cura di Mario Petrangeli)
Normativa di riferimento
Il progetto dovrà essere svolto in accordo con tutte le norme vigenti e in particolare:
Legge 5 novembre 1971, n.1086, recante norme per la disciplina delle opere in conglomerato
cementizio armato, normale e precompresso e a struttura metallica (GU 21/12/1971, n.321)
Legge 2 febbraio 1974, n.64, recante provvedimenti per le costruzioni con particolari
prescrizioni per le zone sismiche (GU 21/03/1974, n.76)
D.M. 4 maggio 1990 Aggiornamento delle norme tecniche per la progettazione, l'esecuzione e
il collaudo dei ponti stradali (GU 29/01/1991, n.24)

l'applicazione delle Norme tecniche per il calcolo, l'esecuzione e il collaudo delle
strutture in cemento armato, normale e precompresso e per le strutture metalliche

4.2 Geometria della piattaforma e della livelletta
Su questa larghezza deve trovare posto una fascia della larghezza di 6 m, la cui
ubicazione dovrà essere chiaramente indicata e motivata dal Concorrente, su cui in futuro
potrà avvenire il transito di veicoli assimilabili, come carichi, a quelli previsti per i
ponti di 2a categoria.
Il numero delle colonne di carico da considerare, in accordo alla normativa citata in 1),
deve essere pari a 2.
La livelletta proposta dovrà essere tale da:
- raccordasi alla viabilità esistente senza apprezzabili variazioni di quota di
quest'ultima;
- non comportare quote di intradosso impalcato inferiori ai limiti indicati nei profili
allegati.
4.3 Problemi idraulici - sostegni in alveo e spalle
Non sono consentiti sostegni nell'alveo di magra, e precisamente nelle zone indicate nei
profili allegati, mentre è possibile disporre pile intermedie nelle zone golenali, con
l'avvertenza che, qualora il Concorrente decida di avvalersi di questa facoltà, dovrà
considerare lo scalzamento provocato da questi sostegni, dando giustificazione dei valori
assunti.
Gli schemi "A" (Ponte della Musica) e "B" (Ponte della Scienza),
riportatii nelle tavole piegate accluse al bando, sono PRESCRITTIVI del posizionamento
delle spalle,.della quota minima di intradosso e della posizione dei sostegni.
Le quote di massima piena previste per un periodo di ritorno di 200 anni sono,
rispettivamente, di 20.0 mslm (Ponte della Musica) e 13.7 mslm (Ponte della Scienza). Ne
deriva che, nel caso del Ponte della Musica, va prevista l'eventualità che l'impalcato
sia sommerso.
Nel seguito si forniscono i criteri di verifica per questa eventualità.
Il Concorrente dovrà infine giustificare, in modo esauriente, le scelte delle modalità
costruttive dell'opera in relazione ai problemi idraulici che possono presentarsi durante
la fase di cantierizzazione.
4.4 Problemi geotecnici
A parte vengono forniti i sondaggi eseguiti in vicinanza delle future spalle.
Qualora il Concorrente disponga di sostegni intermedi nelle zone golenali dovrà
giustificare le scelte operate nella definizione delle fondazioni, correlando i risultati
delle indagini fornite con i dati reperibili in letteratura e con quant'altro ritenga
opportuno allo scopo.
Nel caso di cui sopra il Concorrente dovrà altresì indicare il programma delle prove che
ritiene necessarie per la redazione del progetto definitivo dell'opera, quantificandone i
costi.
4.5 Azioni di calcolo
Le azioni di calcolo sono quelle specificate dalla normativa citata in 4.1, con le
precisazioni seguenti:
- il peso delle finiture dovrà rispettare le indicazioni progettuali fornite dal
Concorrente; lo stesso dicasi per la pavimentazione per la quale, in ogni caso, non potrà
essere assunto un peso inferiore a 3 KN/m2;
- dovrà prevedersi un sovraccarico permanente lineare di 8 KN/m2 per una eventuale
conduttura di servizio, la cui posizione dovrà essere chiaramente indicata dal
progettista;
- per il Ponte della Musica dovranno considerarsi le azioni idrodinamiche anche
sull'impalcato il quale, come specificato in 3, potrà essere sommerso in caso di piena
eccezionale. A questo scopo la velocità della corrente può valutarsi pari a 3 m/sec;
- i carichi accidentali sono quelli propri delle passerelle pedonali ad esclusione della
fascia trafficabile della larghezza di 6m, specificata dal Concorrente, sulla quale è da
prevedersi il transito di due linee di carico per ponti di 2a categoria.
4.6 Criteri di verifica
Per le verifiche di sicurezza, da eseguirsi in accordo a tutte le Norme vigenti, valgono
le seguenti precisazioni:
- per le verifiche a fessurazione, nel caso di impiego di strutture in cemento armato
normale o precompresso, l'ambiente deve essere considerato moderatamente aggressivo per
quanto riguarda le strutture in elevazione, e fortemente aggressivo per le strutture di
fondazione e per gli elementi delle spalle contro terra e quindi non ispezionabili;
- nel caso di piena eccezionale che sommerga il Ponte della Musica, le azioni
idrodinamiche vanno combinate con le sole azioni permanenti con coefficienti
moltiplicativi pari ad 1 (verifiche agli Stati Limite Ultimi). Qualora le verifiche
vengano eseguite con il metodo delle tensioni ammissibili potranno accettarsi
sovratensioni nei materiali con possibilità di piccoli danneggiamenti locali, garantendo
comunque la stabilità d'insieme dell'opera;
- l'abbassamento massimo dell'impalcato sotto l'effetto dei carichi mobili (stradali e
pedonali) non dovrà essere superiore ad 1/ 500 della luce, intesa come distanza tra i due
sostegni a terra contigui che definiscono la luce in esame;
- per evitare sensazioni spiacevoli ai pedoni, il periodo proprio fondamentale fo del
ponte (calcolato considerando tutti i pesi propri ma senza i carichi accidentali) non deve
essere compreso tra 1,6 e 2,4 Hz. Per valori di fo maggiori di 5 Hz lo stato limite di
vibrazione può ritenersi automaticamente soddisfatto mentre per valori intermedi dovrà
verificarsi che in nessun punto dell'impalcato l'accelerazione verticale massima superi il
valore di 0,5 x ÷ fo;
- per strutture particolarmente snelle, quali quelle che impiegano funi o stralli come
elementi portanti principali, dovranno valutarsi in modo appropriato gli effetti dinamici
del vento e della folla a passo di marcia o di corsa.
4.7 Opere accessorie - Mezzi di costruzione
Nella stima dei costi va prevista l'impermeabilizzazione dell'estradosso dell'impalcato ed
il sistema di smaltimento delle acque di piattaforma che dovranno essere convogliate fino
a terra, ad eccezione dell'attraversamento dell'alveo di magra ove comunque dovranno
essere scaricate in maniera tale da non danneggiare in alcun modo la struttura del ponte.
Vanno altresì indicate le modalità costruttive dell'opera ed i mezzi ausiliari che esse
comportano, indicando i riflessi che tutto ciò avrà sul normale esercizio sia del fiume
che delle strade e zone interessate dalla costruzione.
4.8 Durabilità - Piano di manutenzione
La proposta progettuale dovrà tenere bene in evidenza i problemi connessi alla
durabilità dell'opera. Tutte le parti dovranno essere ispezionabili, di facile
manutenzione e sostituibilità.
Nel caso di impiego di materiali innovativi il Concorrente dovrà produrre una convincente
documentazione comprovante la richiesta durabilità del matariale base e dei dispositivi
di assemblaggio dei vari elementi strutturali.
Nella relazione generale dovrà farsi esplicita menzione degli aspetti salienti del piano
di manutenzione che dovrà essere redatto all'atto della progettazione.
4.9 Stima dei costi
La stima dei costi andrà fatta utilizzando come riferimento:
- ANAS Ente nazionale per le Strade. Ufficio Speciale Infrastrutture Giubileo 2000.

- Tariffa dei prezzi per opere edili e impiantistiche. Ministero dei Lavori Pubblici,

Gli elenchi citati sono contenuti nel CD-ROM allegato.
La stima dovrà comprendere tutte le opere accessorie, gli impianti, il costo delle
eventuali opere provvisionali necessari per la costruzione, il costo per le eventuali
indagini geognostiche integrative di quelle esistenti e quant'altro sia necessario per
avere l'opera finita e pronta per l'esercizio.
L'importo complessivo delle opere, al netto degli oneri accessori, non dovrà superare:
Ponte della Musica Euro 3.500.000 pari a Lit. 6.776.945.000
Ponte della Scienza Euro 2.300.000 pari a Lit. 4.453.421.000
5. Accettazione del regolamento del concorso
Partecipando al concorso, i concorrenti accettano tutte le norme del bando. Ogni deroga
sarà segnalata dalla Commissione tecnica e sottoposta al giudizio della Giuria. Solo la
Giuria è responsabile dell'eventuale eliminazione di un concorrente.
6. Trasporto e assicurazione
I partecipanti devono sostenere le spese di spedizione e, qualora lo desiderino, di
assicurazione degli elaborati. L'Ente banditore declina ogni responsabilità eccedente il
periodo di custodia degli elaborati (sei mesi dalla data di conclusione dei lavori della
Giuria). I progetti vincitori resteranno di proprietà dell'Ente banditore. Gli altri
progetti saranno a disposizione degli autori, che potranno ritirarli a proprie spese
presso la Segreteria del concorso entro sei mesi dalla data di conclusione dei lavori
della Giuria.
7. Controversie
A eccezione delle regole specifiche di questo concorso, si fa riferimento alle
raccomandazioni relative ai concorsi di architettura e di urbanistica approvate dalla
Conferenza generale dell'UNESCO nel 1978. Per le eventuali controversie non risolte in via
amichevole, si farà ricorso al Foro di Roma.

Two pedestrian bridges over the Tiber
International design competition
COMPETITION REGULATIONS
1. Objective of the competition
The Municipality of Rome, here in after called "Bidding Authority", announces a
competition for the design of two pedestrian bridges for the crossing of the Tiber, with
the objective of connecting two areas of strategic importance for the city.
The "PONTE DELLA MUSICA" (Flaminio neighbourhood), with a span of approximately
170 mts, will connect Lungotevere Flaminio on the left bank, at Piazza Gentile da
Fabriano, at the summit of the trident formed by Via Guido Reni, Viale Pinturicchio and
Viale del Vignola, with Lungotevere Maresciallo Cadorna and the neighbouring Via Capoprati
on the opposite side, along the righthand bank of the river. The new bridge will allow two
parts of the urban expansion of the centre to be connected, areas rich with architecture
of significance for the social and cultural life of the city: the Flaminio neighbourhood
on one side, with its sports infrastructures dating back to the 1960 Olimpic Games of
notice amongst which are the Palazetto dello Sport and the Stadio Flaminio, both by Pier
Luigi Nervi, the new Auditorium complex, under construction and designed by Renzo Piano,
and the recent project for the Centro dell'Arte Contemporanea (designed by Zaha Hadid)
winner of an international competition; the della Vittoria Neighbourhood on the other, at
the foot of Monte Mario, with the Istituto Storico e di Cultura dell'Arma del Genio and
attached museum, the Piazzale Maresciallo Giardino with Villa Mazzanti, the Casa delle
Armi ( or della Scherma) by Luigi Moretti, the Youth Hostel, the sports complex of the
Foro Italico and the Auditorium of the Rai.
The "PONTE DELLA SCIENZA" (Ostiense neighbourhood) with a span of approximately
100 mts, will connect the Ostiense bank, on the lefthand side of the Tiber, with the
Lungotevere dei Papareschi, on the righthand bank. In this case too the new pedestrian
link will restore continuity to two ex-industrial areas, encompassed by the river and the
Via Ostiense on one side and Viale Guglielmo Marconi on the other. The one on the left
bank, in particular,is notable for the presence of some large unutilized industrial
complexes, such as the areas of the Gasometer and the Mercati Generali. The Municipality
of Rome is promoting a far reaching programme of urban requalification, through the
Ostiense - Marconi project. In this plan the Ponte delle Scienze appears as the nodal
point for a wide network of pedestrian walkways and cycling lanes the purpose of which is
to relate two important compartments of urban public services, cultural centres equiped
with green areas and parking. In some cases such changes have already been made ( the
ex-Centrale Elettrica Montemartini, for example, which is now a museum, or the ex-Mira
Lanza, which now hosts the Teatro India), in others planning is still in course (the new
Museo della Scienza and the Biblioteca Universitaria at the Gasometro), in yet others
these areas are in any case alraedy being used for social, cultural and university
activities, as is the case of the ex-Mattatoio complex, just further North.
The Municipality of Rome, with the law for Roma Capitale, will underwrite the cost of the
two bridges. The Bidding Authority will commit the definitive planning and the execution
of the works to the winners of the competition.
The project requirements are described in detail at point four of this announcement of
competition.
2. Procedure for the competition
2.1 The Bidding Authority is the Municipality of Rome.
The annuncement of competition is published on the Gazzetta Ufficiale della Repubblica
Italiana (G.U.R.I.) and on the Gazzetta Ufficiale della Comunità Economica Europea
(G.U.C.E.E.), in the newspapers Sole 24 Ore, Repubblica and Messaggero; it will also be
available on Internet.

2.3 Type of competition
Architectural planning competition in one phase. The competition is open to the architects
and engineers of the European Union, of Switzerland and Norway and Liechtenstein,
regularly registered in the rolls of their respective professional association or, in any
case, in the professional rolls of their home country, and as a result of this authorized
to exercise their profession and to participate in architectural planning competitions as
at the date of entry for the competition.
Entries will be accepted from single professionals, associations, companies or project
groups, subject to the indication of the architect or engineer who is to act as head of
the group and legal representative.
The participants, singularly or in group, may only submit one of the two projects. No
competitor may belong to more than one group, this subject to the penalty of the exclusion
of both groups.
2.4 Entry Procedure
Entries must be sent , by 3rd May 2000, either by hand or by the registered mail service
of the Italian State Postal Service or by authorized courier, to the address of the
secreteriat of the competition indicated in paragraph 2.2.
(If delivered by hand they must be handed in by 17.00).
N.B.Application for entry may be presented up to the date indicated by the announcement of
competition for the consignment of the designs (paragraph 3.3); for technical and
organizational reasons, participants enrolled after 25th February 2000 may not present
requests for clarification on the announcement of competition and attached documentation.
(see paragraph 3.2).
The application for entry must be submitted by a single designer, be it that he intends to
participate singlely or be it as the head of a design group; in the case of associations
or companies the application must be submitted by the legal representative, provided that
he is an Architect or an Engineer.
The names of the other eventual components of the design group are to be communicated at
the time of consignment of the project according to the modalities specified in paragraph
3.4 here in after.
The application, completed as per the fac-simile attached to this announcement of
competition, must indicate:
- Surname and firstname/s of the single applicant or head of a design group
- Address
- Professional or association roll registration number
- Telephone number
- Fax number (specifying at what times it functions automatically)
- Electronic postal address
- Date
- Signature
To the application of entry must be attached the receipt testifying the payment of the
application tax of Euro 130 (ITLit. 251,715), by way of reembursement for expenses
incurred for the documentation for the competition. Payment must be made by postal current

2.5 Conditions of exclusion
The following may not participate in the competition:
a) the members of the jury, their spouses, relatives and relatives-in-law down to third
degree of kin.
b) administrators, councillors, consultants and employees (also if on limited term
contracts) of the Municipality of Rome which have announced the competition or may have in
any and whatever way contributed to the announcement and the documents attached;
c) those who result as being employees or employers or who collaborate with or have a
continuing and known relationship with members of the jury;
d)employees of associations, institutions or public administrations, with the exception of
those who have received specific authorization or whose position is regularized by law or
regulations or specific union contracts. In the case of design groups, those belonging to
the above mentioned categories, if not in possesion of specific authorization, may not
submit themselves as head of a group; should they win the competition, and in the absence
of specific authorization, they will automatically be considered consultants;
e) those who, for whatever reason , have taken part in the preparation of the announcement
of competition and the attached documentation.
3. The competition
3.1 Documentation
The Bidding Authority will send the participants, within fifteen days of the receipt of
the entry application, the following documents:
a) announcement of competition
b) cartography
c) documentation
d) CD-ROM
The Bidding Authority takes no responsibility for eventual delays in the delivery of the
documents attributable to the postal service.
3.2 Requests for clarification on the announcement of competition and attached
documentation.
Any request for further information and clarification of a technical nature must be made
in writing, by fax or E-mail, to the secreteriat for the competition (see paragraph 2.2)
by 25th February 2000.
A synthesis of the requests for clarification received from participants with the answers
to the more relevant questions will be sent by the Bidding Authority, by fax or E-mail, to
all the competitors who are registered as at 25th February.
The replies to the requests for further information will in any case be available at the
secreteriat for the competition and may be viewed on internet.
N.B. The Bidding Authority will not accept requests for further information and
clarification on the announcement of competition and the attached documentation from
competitors who have registered after 25th February.
3.3 Consignment of projects
Projects must be consigned to the secretariat of the competition by 17.00 of 3rd May 2000.
In those cases in which delivery of projects is assigned to a carrier (State Postal
Service or authorized courier), they must be sent off by midnight of the same day and must
be received within the following fifteen days. Any delay is considered valid reason for
exclusion.The presentation of the projects is to be made anonymously.Any indication of the
identity of the competitor must be omitted. Should the postal service require the
indication of the sender, the indication must be that of the roll or professional
association to which the head of the group belongs. The Bidding Authority is not
responsible to the competitors in case of loss of the parcel; nor does it assume any
responsibility in those cases in which the parcel is received with costs to be debited to
the receiver.
3.4 Proposed Projects
The proposed projects must be on six size A1 (59.4 X 84.1 cms) tables and TWO COPIES of a
bound album size A3, composed of a maximum of twenty-two sheets (44 sides) including the
cover; on the front cover of the album, on each and every sheet and on the A1 tables there
must appear, at the top on the right, the motto composed of a maximum of four words and
three arabic numbers. The projects must contain that which is required of a preliminary
project as per 1994 law n. 109 and subsequent modifications: general report, study for the
collocation within the environment, general plan and graphic schemes, a broadline
indication of costs, and in particular a study on the structural concept and feasibility.
The text may be in Italian or English.
The projects must utilize the metric decimal system as the system of measurement and
contain a metrographic reference in order to permit publication in reduced formats.
The six tables, in black and white or colour, mounted on light rigid panels, must contain:
- general plan of the area with the representation of the bridge and its insertion into
the urban context (scale 1:2,000);
- general plan of the area with the insertion of the bridge (scale 1:500);
- plans, sections and elevations of the bridge at significant levels, including the
foundations, the viaduct and the floor system (scale 1:200);
- extract of the longitudinal elevation(scale 1:50);
- extract of the longitudinal section (scale 1:50);
- transversal section (scale 1:50);
- construction details from which it is possible to deduce the technical solutions
proposed;
- axonometry, perspectives, photomontage and any other graphic representation suitable for
the purpose of illustrating the choice of plan.
Composition of the plans on the six tables is free; it is allowed to represent them either
vertically or horizontally.
The album must contain:
- report, eventually illustrated with pictures and graphic work, with the guiding criteria
for the choice of project, the technical characteristics of the materials to be employed,
safety, duration and maintenance, solution for night-time illumination, insertion into the
urban context;
- preliminary calculation of the structure and installations;
- schematic definition of the installations and of the municipal services (light, gas
etc.,) necessary;
- summary estimate of metric reckoning of the programmed work and forecast of costs;
- the reproductions, reduced to A3 format, of the six tables of the project.
N.B. The afore mentioned reproductions of the six tables must be printed on one side only
of the sheet.
- The album must be supplied in TWO copies.
The scale of representation of the projects presented in the album is free provided that
it does not exceed the A3 format (bigger folded projects are not permitted); the choice of
orientation of the album(vertical or horizontal) is free; all other modalities are free
(squaring, materials used for the cover, insertion of photographs drawn from models
etc.,). The same motto which appears on the four tables and the album must be reproduced
on the outside of an opaque, non-transparent sealed envelope, which is to contain the
particulars of the single designer or of the design group.
The envelope must also contain:
- resume schedule containing the complete list of the design group divided into :head of
the design group,designers, consultants, collaborators.
- an underwritten declaration from each competitor stating that he will respect the
conditions set out in paragraph 2.5 Conditions of Exclusion;
- designation of the head of the group underwritten by all members of the group, including
eventual consultants and/or collaborators;
- authorization to exhibit the project and to cite the names of the designers and eventual
consultants and collaborators (lack of said authorization does not constitute a valid
motive for exclusion from the competition).
- the head of the group and the designers must also attach: a declaration testifying that
they are members of their professional roll or association roll in their home country; in
cases where they are bound by contract to institutions, they must attach a letter of
authorization; for what pertains to the competition, the sole interlocutor with the
Bidding Authority is the head of the group; authorshipof the project is, given equal
qualifications and rights, in any case recognized to all members of the group.
The parcel, containing both the projects and the opaque sealed envelope, must have nothing
written on it except the following address:

3.5 Technical Commission
The technical commission for the preliminary verification of the projects is formed by two
experts nominated by the Bidding Authority and by one expert nominated by the IN/Arch
Lazio.
The comission will issue a report on the projects presented indicating their conformity to
the functional programme and the criteria indicated in paragraph 3.7 here in after; the
report will be submitted to the jury.
3.6 Jury
The jury, composed of nine effective members and two supply members, elects the Chairman
from amongst its members. In case of absence, one or more members are substituted by
supply members upon proposal of the Chairman. The supply members take part in the works of
the Jury without right of vote. If necessary, an interpreter will assist the Jury
The members of the Jury are:
Elias Torres Tur, Guy Nordenson, Sergio Crotti, Marco De Michelis, Mario Martone, Roberto
Linetti, Vittorio Nascé, Umberto Riva, Giuseppe Manacorda.
Substitute members are:
Alessandro Carbone, Yves Nacher.
The secretary for the competition takes part in the meetings of the Jury without right of
vote. The jury will conclude its works by 16th June 2000. In the case that it becomes
necessary to nominate effective members or supply members other than those indicated, the
Bidding Authority will comunicate the names to the participants.
3.7 Criteria for the formulation of judgement and attribution of prizes, conclusion of the
procedures of the competition
The judgement evaluates the architectural quality of the projects, their conformity to the
programme and its functional requirements, the respect of the regulations in force, the
economic aspects and technical feasability.
In particular, it will be the task of the technical commission and the jury to examine the
projects in the light of the following criteria which the Bidding Authority considers
indispensable for the evaluation of the projects:
- quality of the architecture and environmental appearance, originality of the structure;
- care taken over links to urban surroundings, with definition - even if approximate - of
the links to the two shores and relative forecast for the transformation of public areas
and viability;
- flexibility, as appropriate for a public pedestrian area, requiring simple and linear
structures, suited to being adapted even to the most unforseeable of interpretations,
whether permanent or temporary (the bridges must be prediposed for the ducting of water,
light and gas: suitably positioned along the bridge, there must be points of connection
hidden in wells with flush covers available in case of need for special events such as
fairs and exhibitions);
- access, with special attention to its effect on the roads and pedestrian walkways of the
two banks, without the use of double levels, stairs or gradients greater than those
foreseen for the disabled (the only staircases allowed are those for descent down the
embankments);
- safety, avoiding exposed spaces, paying attention to banisters and handrails, avoiding
obligatory narrow passageways with areas of shadow, and providing efficient illumination;
- maintenance, with a system of structures which do not present the need for expensive
ordinary and extraordinary maintenance.
The jury, after having prepared a conclusive report containing its evaluation of the
projects presented, will nominate the winning project for each of the two bridges; it will
also indicate a maximum of eight projects worthy of being nominated.
The jury will then open the sealed envelopes and will proclaim the name of the winner.
3.8 Results of the competition
The names of the winners, available to all competitors, will be sent to the Consiglio
Nazionale degli Architetti (National Council of Architects), the Consiglio Nazionale degli
Ingegneri (National Council of Engineers), to the Professional Orders territorially
concerned, and published in the "Gazzetta Ufficiale della Repubblica Italiana",
in the "Gazzetta Ufficiale della Unione Europea" and on Internet.
3.9 Prizes
A maximum of ten prizes will be attributed; two first prizes and a maximum of eight
nominations.
To the winner, for each of the two bridges a prize of Euro 25,000 (Lit. 48,406,750 +
V.A.T. where applicable).
To each of the nominated project designers a prize of Euro 5,000 (Lit. 9,681,350 + V.A.T.
where applicable).
The jury may not award ex-aequo prizes.
The bidding Authority is bound to respect the decision of the jury.
Should the Bidding Authority require further projects for pedestrian bridges, a new
restricted procedure announcement of competition will be issued only to the designers
whose projects received nomination.
3.10 Exhibition and publication of the projects
The results of the competition will be exhibited and published in the exhibition
catalogue. The Bidding Authority has full and complete ownership of the projects, legal
guarantees withstanding and in the respect of authors' rights, withholding the right to
exhibit and publish the projects presented, without the authors having faculty to exercise
rights.
4. Project requirements
Structural layout, morphology, costs
The two bridges, della Musica and della Scienza, are in different urban contexts but
perform the same funcions: to connect two river banks which are living a period of intense
evolution and be immediately recognizable and easily identifiable "nodal points"
within the context of the environment in which they are to be situated. Their requirements
are thus substantially the same: bridges with the graetest adaptability possible. Simple
solutions are suggested, which do not carry permanent superstructures, easily adaptable to
the most diverse of uses even of a complex kind.
4.1 Technical regulations for the projects (by Mario Paolo Petrangeli)
Legislation to be referred to
The project must be executed in accordance with current legislation, and in particular:

in reenforced concrete conglomerates, be it normal or precompressed, and for metallic

4.2 Geometrics of the platform and gradient
The total width of the bridges, net of parapets and eventual curbs, must not be inferior
to 12 mts.
Within said limit there must be an area 6 mts wide, the position of which must be clearly
indicated and explained by the competitor, in which, in future, vehicles capable of
carrying loads up to the limit of those foreseen for 2a category bridges may transit.
The number of load bearing columns to be considered, in compliance with the regulations
cited in paragraph 1, is to be equal to 2.
The gradient proposed must be such that it will:
- connect to the existing road network without appreciable change to the level of existing
roads;
- not require dimensions of paved intrados inferior to the limits indicated in the
profiles attached.
4.3 Hydraulic problems - channeled supports and gradient
Supports in the low water channel and, more precisely,in the areas indicated in the
attached profile are not allowed, whilst it is permitted to locate intermediate piers in
the high water bed, with the warning that, should the competitor opt for this solution, he
must consider the undermining provoked by such supports, justifying the values presumed.
The schemes "A" (Ponte della Musica) and "B" (Ponte della Scienza)
riproduced in the folded tables attached to the competition are prescriptive of the
positioning of the abutments, minimum quota for the intrados and the positioning of the
supports.
The maximum flood levels foreseen over a return period of 200 years are, respectively,
20.0 mslm (Ponte della Musica) and 13.7 mslm (Ponte della Scienza). It follows that, in
the case of the Ponte della Musica, one must foresee the possibility that the paving will
be submerged.
The criteria for verifying this eventuality are given herein after.
The competitor must also justify exhaustively the choice of type of construction of the
bridge in relation to the hydraulic problems which may present themselves during
construction.
4.4 Geotechnical problems
The soundings carried out in the vicinity of the abutments to be built are supplied
seperately. Should the competitor opt for intermediate supports located in the high water
bed, he must justify his choice in the definition of the foundations, correlating the
results of the supplied investigations with information available from other sources and
any other consideration he may feel to be suited to the purpose.
In cases such as the above, the competitor must also indicate the tests which he retains
necessary for the preparation of the final project of the bridge, quantifying their cost.
4.5 Computations
The computations are those specified by the regulations cited in paragraph 4.1, with the
following clarifications:
- the weight of the finishes must respect the indications given by the designer in the
project; thus also for the paving for which, in any case, one must not assume a weight
inferior to 3 KN/m2;
- allowance must be made for a permanent linear overload of 8KN/m2 for an eventual service
duct, the positioning of which must be clearly indicated by the designer;
- for the Ponte della Musica one must also take into account hydrodinamic action on the
floor system which, as specified in paragraph 3, may be submerged in the case of
exceptional floods. For this purpose the speed of the current can be given to be
3mts/sec.:
- the incidental loads are those pertaining to the foot bridge with the exclusion of the 6
mts wide passage, specified by the competitor, on which the transit of two load lines for
category 2a bridges are to be foreseen.
4.6 Criteria for testing and verification
For safety tests, to be carried out in accordance with all current regulations, the
following punctualizations must be taken into account:
- for the fissuring tests, in the case of use of normal or precompressed reenforced
concrete structures, the environment must be considered to be moderately aggressive for
elevated structures, and highly aggressive for the foundation structures and abutments
against the ground and thus impossible to be accessed for inspection;
- in the case of an exceptional flood which submerges the Ponte della Musica, the
hydrodinamic forces are to be combined with the permanent forces only with a multiple
coefficient equal to 1 (tests at maximum load limits). Where tests are carried out with
the method of admissible stress, excess stress of materials is acceptable where this
procures minor local damage, in anycase guarateeing the general stability of the work;
- the maximum flexion of the floor system under mobile (vehicular and pedestrian) load
must not exceed 1/500 of the span, meant as the distance between the two contiguous
supports on the ground which define the span in question;
- in order to avoid pedestrians unpleasant sensations, the bridge's intrinsic fo factor
(calculated on the weight of the bridge itself excluding incidental loads) must not be
within the values of 1.6 and 2.4Hz. For fo values over 5Hz, the maximum limit of vibration
can be considered to be satisfied, whilst, for intermediate values, in no point of the
floor system must the maximum vertical acceleration exceed the value of 0.5 x ÷ fo;
- for especially slim structures, such as those employing suspension cables or stays as
part of the main load bearing structure, the dynamic effects of wind force and of crowds
running or marching must be taken into account appropriately.
4.7 Accessory works - Means of construction
In the estimate of costs the waterproofing of the extrados of the floor system and the
disposal of the platform waters, which must be conveyed to the ground with the exception
of the crossing of the low water channel where in any case they must be discharged in such
a way as not to in any way damage the structure of the bridge, must be taken into account.
One must also indicate the construction techniques for the work and the auxiliary means it
entails, indicating the effects all of this has on the normal condition of the river and
of the roads and areas touched by the structure.
4.8 Durability - maintenance plan
The project proposed must clearly take into account the problems connected to the
durability of the work. All parts must be inspectionable, easy to maintain and
substitutable.
In the case of the use of innovative materials, the competitor must produce convincing
documentation to prove the durability of the materials and assembling mechanisms of the
various structural elements.
In the general report, specific mention must be made of the salient aspects of the
maintenance plan, which must itself be drawn up together with the project.
4.9 Estimate of costs
The estimate of costs is to be prepared using:
- ANAS Ente Nazionale per le Strade, Ufficio Speciale Infrastructure for the Jubilee of
2000.

The estimate must include all accessory works, services, provisional works necessary for
the construction, the cost of eventual geognostic investigations, additional to those
extant, and whatever else may be necessary in order to have the work finished and
operative.

5. Acceptance of regulations for the competition
Participating in the competition, the competitors accept all the terms and conditions of
the announcement.
Any departure from said regulations will be signalled by the Technical Commission and
subjected to the judgement of the jury. The jury alone is responsible for the eventual
elimination of a competitor.
6. Transport and insurance
The participants must sustain the cost of delivering and, should they so wish, of ensuring
the designs and documentation sent.The Bidding Authority declines any and every
responsibility for the custody of the designs in excess of the period prescribed (six
months after the date of conclusion of the work of the jury). The winning projects will
remain the property of the Bidding Authority. The other projects will be at the disposal
of the authors, who may retrieve them from the Secreteriat for the Competition within six
months after the date of conclusion of the work of the jury.
7. Controversies
Apart from the specific regulations of this competition, one must refer to the
reccomendations relative to architectural and town planning competitions approved by the
general conference of UNESCO in 1978. For eventual controversies not resolved amicably,
recourse will be made to the Rome Law Courts.
